Ballot Measures
ACA 13 (Ward) Voting Thresholds.
This constitutional amendment would, subject to voter approval, would require any future initiative constitutional amendment to comply with any increased voter approval threshold that
it seeks to impose on future ballot measures. It also guarantees in the state constitution the ability of local governments to submit advisory questions to voters.

Short-Term Rental Tax
SB 584 (Limón) Laborforce Housing: Short-Term Rental Tax Law.
Would impose a statewide 15 percent tax on the occupancy of short-term rentals. Proceeds of the tax would be used to provide grants for the creation of “laborforce housing.”

Grant Streamlining
AB 972 (Maienschein) Local Assistance and Grant Program. Streamlining Workgroup.
Would coordinate, align, and streamline local government assistance resources by convening a statewide, cross-agency Local Assistance and Grant Program Streamlining Workgroup no later
than January 2025.

Governor’s Legislative Package
SB 326 (Eggman) The Behavioral Health Services Act.
Would, if approved by the voters, amend the Mental Health Services Act (MHSA) with a focus on bolstering behavioral health housing and workforce.

AB 531 (Irwin) The Behavioral Health Infrastructure Bond Act of 2023.
Would place a $6.3 billion bond measure for 10,000 new community behavioral health beds and housing on the March 2024 ballot.

AB 1215 (Carrillo) Pets Assistance with Support Grant Program: Homeless Shelters: Domestic Violence Shelters: Pets.
Would create a grant program for homeless and domestic violence shelters to accommodate pets.

AB 33 (Bains) Fentanyl Misuse and Overdose Prevention Task Force.
Would establish the Fentanyl Misuse and Overdose Prevention Task Force to undertake various duties, including collecting data on the extent of fentanyl use in California and increasing
public awareness.

AB 504 (Reyes) State And Local Public Employees: Labor Relations: Disputes.
Would make sympathy striking a human right. It would also allow public employees to refuse to enter property that is the site of a primary labor dispute, perform work for an employer
involved in a primary labor dispute, or go through or work behind a primary picket line.

SB 799 (Portantino) Unemployment Insurance: Trade Disputes: Eligibility for Benefits.
Would allow striking workers to be eligible for unemployment insurance after two weeks of being on strike.

AB 1484 (Zbur) Temporary Public Employees.
Would require temporary employees to be automatically included in the same bargaining unit as the permanent employees upon the request of the recognized employee organization.

Political Reform Act of 1974
AB 37 (Bonta) Political Reform Act of 1974: Campaign Funds: Security Expenses.
Would expand the ability for officials to expend campaign funds for security expenses.

Plastic & Packaging Waste
AB 1526 (Committee on Natural Resources) Public Resources.
Would require under last year’s SB 54: the Plastic Pollution Prevention and Packaging Producer Responsibility Act (Chapter 75, Statutes of 2022), a Producer Organization to schedule
and remit funds owed to local governments to cover the cost of the program.

California cities have been and continue to be at the forefront of landmark recycling program with last year's SB 54 (by Senator Ben Allen), the Plastic Pollution Prevention and Packaging
Producer Responsibility Act of 2022.
Time constraints prevented Sen. Ben Allen from adding agreed-upon language to the final bill in 2022. AB 1526, authored by the Assembly Committee on Natural Resources, requires producer
organizations to schedule and remit funds owed to a local government to cover collection costs of the program.
Cal Cities is submitting a request for signature letter to the Governor.

Public Works
AB 400 (Rubio) Public Contracts: Design Build.
Would remove the January 1, 2025 sunset and extend it, permissively, until 2031.
SB 706 (Caballero) Public Contracts: Progressive Design Build.
Would, until 2030, authorize local jurisdictions to use the progressive design-build delivery method for other projects in addition to water-related projects.

AB 744 (Carrillo) Transportation Planning.
Would authorize the California Transportation Commission to establish best practices for use of data in transportation planning and to identify data elements that should be made available
to state and local agencies for transportation planning.

Emergency Medical Services
AB 40 (Rodriguez) Emergency Medical Services.
Would require every local EMS agency, by March 1, 2024, to develop a standard not to exceed 30 minutes, 90% of the time, for ambulance patient offload time and report the standardized
time to the state. This bill would address long “wall” times which occurs when an ambulance arrives at a hospital and must wait for the hospital to assume responsibility of care for
the patient.

Fentanyl
AB 474 (Rodriguez) State Threat Assessment Center.
Would require the State Threat Assessment Center to prioritize cooperation with state and local efforts to disrupt and dismantle criminal networks trafficking opioid drugs that pose
a threat to California.
AB 701 (Villapudua) Controlled Substances: Fentanyl.
Would add fentanyl to the list of controlled substances that are eligible for sentence enhancements when a defendant is found with a large quantity in their possession.
