SUBJECT: Discuss 2024 Bicycle Advisory Commission Work Plan
BACKGROUND
At its meeting of November 28, 2022, the Bicycle Advisory Commission ("BAC") approved
its 2022-23 Bicycle Advisory Commission Work Plan (Attachment A). The Work Plan is
predicated on the Powers and Duties of the duties Commission and organized to focus on
near and long-term priorities related to carrying forward bicycle -related programs and
projects contained in the Townwide Bicycle Master Plan and Capital Improvement
Program. Included in the Work Plan was a recommendation for the formation of
subcommittees of the BAC to collaborate on high -priority tasks and initiatives related to
further the recommendations in the Bicycle Master Plan. Subsequently, at its meeting of
January 23, 2023, the BAC approved formation of the following subcommittees and
appointments comprised of two Commissioners for each subcommittee:
■ Iron Horse Trail Crossing/ Corridor Assessments and Monitoring Subcommittee -
Chair Kalin and Vice Chair Bilodeau
■ Marketing, Education and Outreach Subcommittee - Commissioner Wang and
Commissioner Williams
■ Bicycling to School - Routes and Safety Assessments Subcommittee - Commissioner
Williams and Commissioner Choi
■ Bicycle Wayfinding and Connectivity Subcommittee - Vice Chair Bilodeau and
Commissioner Call
DISCUSSION
The 22-23 BAC Work Plan ("work plan") serves as a working document that is intended to
be updated and guide the Commission's focus on previously identified high -priorities and
identify new priorities going forward. In addition to establishing a work plan and
subcommittees, highlights of the first year of the Bicycle Advisory Commission include:
■ Evaluations of Iron Horse Trail Crossings and Corridor;
■ Development and review of Bicycle Marketing and Outreach Materials;
■ Review and Approval of the Towri s 2023 Transportation Development Act grant
application for bicycle detection indicators for the Camino Tassajara/Sycamore
Valley corridor (successfully awarded);
■ Received updates and provided comments/input on dissemination of Townwide
bicycle collision data;
■ Received updates on CIP projects and funding;
■ Developed a Marketing and Outreach Plan;
■ Received reports and commented on Town of Danville's Age Friendly Roadmap
and City of San Ramon s Micromobility Program;
■ Reviewed and approved bicycle count station location;
■ Attended and participated in bicycle related -community events in Spring 2022;
consisting of the San Ramon Valley Street Smarts Community Bicycle Festival and
511 Contra Costa Bike to Everywhere Day in spring 2022
Staff will provide an overview of the work plan and recommend that the Bicycle Advisory
Commission discuss priorities and objectives for 2024. Based on the Commission's
direction, a revised work plan will be prepared for consideration of approval at its next
regular meeting on November 27, 2023.

Powers and Duties of the Bicycle Advisory Commission
Advise the Town Council and Town Staff on matters related to:
1. Implementation of the Townwide Bicycle Master Plan;
2. Conditions, operations, and safety of existing bicycle facilities and other non -motorized forms
of transportation
3. Review of proposed bicycle -related policies, programs, projects, plans, funding applications and
legislation
4. Coordination with the public including bicycle -related organizations, the business community,
and other local agencies to promote cycling projects and programs;
5. Development and dissemination of bicycle awareness and education materials to the
community.

Year 1 (2023)
Subcommittee 1: Goal and Purpose: Monitor and Collaborate on improving Iron Horse
Trail Crossings/Facilities
o CIP C-607, Iron Horse Trail ("IHT") Crossing Improvements
• Review and Comment on plans for raised crosswalks at Greenbrook, El
Capitan, and Paraiso and signalized crossing improvements at Sycamore
Valley Road/Camino Ramon
• Monitor progress of project
o CIP C-305, Traffic Management Program
• 2022/23: Review and Comment on plans for RRFBs at IHT crossings at
Love Lane, Linda Mesa, Del Amigo; Stone Valley/MVHS as defined and
prioritized in the Capital Improvement Program
• 2023/24: Review plans for future RRFB projects as defined and prioritized
in the Capital Improvement Program
o IHT - Other Improvements and Monitoring
• Gather and analyze bicycle and pedestrian count data
• Radar speed survey; bicycles and E-bikes
• Assess near -miss bike vs. pedestrian incidents, bike vs. pedestrian collisions
and bike vs vehicle collisions

• Survey count of students riding bicycles and/or walking to/from
Greenbrook Elementary School, Charlotte Wood Middle School and John
Baldwin Elementary School.
• Survey count of public usage on weekends to/from the Downtown Area
o IHT Safety
• In conjunction with Town and East Bay Regional Parks District (EBRPD)
staff, plan and implement a pop-up bike event on IHT crossings focused on
raising awareness of safety such as re -enforcing stop controls for trail users
and/or slowing cyclists
• Contact and meet with stakeholders such as EBRPD and County staff to
discuss matters related to the IHT within Danville such as pros & cons for
a future potential separated bike path along the IHT corridor within
Danville, procedures to report safety hazards, repair/lowering of manhole
covers and maintenance of pavement.
Subcommittee 2: Education and Outreach materials for cyclists and motorists
o Collaborate with staff on preparation of an annual outreach plan for educating
cyclists and motorists in Danville
o Identify types of outreach materials and media - signs, videos, posters, leaflets, etc.
o Assist with strategy for outreach materials distribution and identification of user
groups
o Monitor and Assess effectiveness of outreach strategies
o Work with Town staff (Transportation, Public Information Officer) to plan and
implement
o Work with Town staff to create and roll -out a series of video public service
announcements
Subcommittee 3: Bicycling to School - Routes and Facilities Safety Assessments
o Gather and analyze information
• Review staff findings after meeting with school officials
• Assist to identify improvements for bike facilities near and/or at schools
(bike lanes and route conditions, bike lockers, fix -it stations, etc.)
o Tour local schools (early focus on middle and high schools) to observe traffic
patterns during peak arrival/ departure periods
o Work with school officials and Town staff to identify short and long-term
improvements

Subcommittee 4: Bicycle Wayfinding and Connectivity
o Work with Parks, Recreation and Arts Commission and Town staff to improve
connectivity and wayfinding through Danville.
o CIP B-618, Town -wide Wayfinding and Directional Signage. Monitor current
plans and progress.
o Strategize on schedule and implementation of Bicycle Wayfinding Program, as
defined in the Townwide BMP
o Devise a prioritized list of destinations representing all cyclist user types and
destinations
o Assess Townwide bike route utilization through Town - identify and promote
safest routes for cyclists use to get to popular destinations
o Identify needed improvements to existing bike routes
o Refine and distribute bicycle route maps via social media, flyers, Town website
and/or key locations in Danville
Other High -Priority Projects, Reports and Stakeholder Group Engagement:
1. CIP C-055, Diablo Road Trail. This is currently funded, ongoing, and is
scheduled to begin construction in summer 2023. Immediate needs are to
survey the trail route, monitor and provide input on final design plans. As part
of the project, improve wayfinding/ directional signage at the intersections
with Green Valley Road and Fairway Drive/Avenida Nueva to encourage
cyclists to use the Diablo Road Trail and wayfinding to/from Mount Diablo
State Park.
2. Engage with the Contra Costa Iron Horse Trail Advisory Committee to
explore/advocate for the implementation of a dual trail segment from
Sycamore Valley Road to Greenbrook Drive ("Segment #13") per the Contra
Costa County Active Transportation Corridor Study, June 2020.
3. Engage with East Bay Regional Park (EBRPD) to advocate for safety and
maintenance (mark cracks, fill cracks, lower manhole covers and remove the
bollards) along the Iron Horse Trail within the Town of Danville from Hartford
Road to Fostoria Way.
4. Prepare Collision Reports for Bicycle and Pedestrian -involved for collisions
within the Town of Danville from 2010 to December 31, 2022 contained in the
California Highway Patrol, - Statewide Integrated Traffic Records Systems
(SWITRS), Contra Costa County - Traffic Collision Reports (TCR) and Town of

Danville Crossroads data. Work with Danville Police to request collision data
from East Say Regional Park District Police.
5. Monitor and report out on data collection focusing on pedestrian and bicycle
trips, to include students who ride to/from elementary and middle schools,
using Class I, 11, & III bikeways, shared -use paths including the Iron Horse
Trail, and to/from events such as the Danville Farmers Market.
