SUBJECT: Resolution No. 67-2023, reinstating parking fees for the Downtown
Danville Employee Permit Parking Program effective January 1, 2024, to
December 31, 2024
BACKGROUND
Downtown Danville’s Employee Parking Permit Program began in 2010 with the goal of
providing parking opportunities for merchants and employees of businesses within
Downtown Danville and to assist in promoting economic vitality for downtown businesses
by maximizing parking opportunities for patrons. The program provides merchants and
their employees affordable all-day parking privileges in designated areas downtown.
The program divides available parking into three distinct zones with a two-tiered fee
structure (Attachment B). Zone 1 (white zone) is the periphery of the downtown and is
historically charged the first-tier annual fee. Zones 2 and 3 (red and blue zones) are in the
higher demand areas of the downtown and are historically charged the second-tier annual
fee. Parking fees from the program’s start in 2010 through 2016 were $25 for Zone 1, and $50
for Zones 2 and 3. Fees for permits in Zone 1 were reduced to $0 in 2017 to further support
business activity and participation in the program.
Due to the COVID-19 pandemic, permit parking fees were waived in all three zones to assist
downtown merchants during the challenging business climate. The Town has kept this free
parking program in place since 2020 (Attachment C).
DISCUSSION
Town staff recommends reinstating fees for the Downtown Danville Employee Permit
Parking Program starting on January 1, 2024. With positive signs of economic vitality
returning to the downtown core, the Town can now return to a parking management plan
that can recuperate some operating costs while still promoting accessible parking for
merchants and customers.
The following table displays the historical and proposed pricing structure for the
Downtown Danville Employee Permit Parking Program.

At the start of the 2024 calendar year, the Town will change vendors from iParq to Clancy
Systems, Inc. to process and distribute parking permits and ticketing. Clancy Systems Inc.
provides a more efficient software platform at a lower cost. The permit management vendor
provides a platform for employees to purchase permits online, print and distribute permits
to program participants, and provides web-based software to assist Police Department staff
with parking permit enforcement.
PUBLIC CONTACT
Town staff will communicate any rate changes for the 2024 Downtown Danville Employee
Permit Parking Program by email and direct mail communications in the Fall of 2023 to all
business owners in the downtown district. The Town will also post updates on social media
platforms.
FISCAL IMPACT
The following table provides an estimate of the number of permits to be sold, operating fees
and revenue to be collected in 2024 through the reinstituted program. Revenue collected
will be used by the Police Department to offset salaries for the two new Community Service
Officer positions and the one Parking Assistant position.

RESOLUTION NO. 67-2023
REINSTATING PARKING FEES FOR THE DOWNTOWN DANVILLE
EMPLOYEE PERMIT PARKING PROGRAM EFFECTIVE
JANUARY 1, 2024 TO DECEMBER 31, 2024
WHEREAS, the Town implemented the Downtown Parking Management Plan in 2010;
and
WHEREAS, the Downtown Parking Management Plan divides parking into three
distinct zones with a two-tiered permit fee structure; and
WHEREAS, during the COVID-19 pandemic the Town Council agreed to waive parking
permit fees in all three zones to assist downtown merchants during the challenging
business climate; and
WHEREAS, Town staff recommends reinstating parking permit fees in all three zones of
the Downtown Danville Employee Permit Parking Program effective January 1, 2024,
through December 31, 2024; now, therefore, be it
RESOLVED, that the Danville Town Council hereby reinstates parking fees for the
Downtown Danville Employee Permit Parking Program.

Employee permit parking locations are divided into three “zones”
throughout the Downtown, and can be found by referencing the
parking permit map below. Permit holders must park within the
corresponding zones indicated on the permit. Please note:
“Zone 2” and “Zone 3” permits are also valid in “Zone 1.”
*To support businesses impacted by COVID-19, permit fees have
been waived for calendar year 2022.
You will need to verify your place of employment for a parking permit.
Submit a recent pay stub or business card that includes your name,
business name and business address.

PARKING PERMIT
Parking Permits are nontransferable stickers and need to be
attached directly to the inside surface of the front windshield
on the lower left-hand corner (driver’s side) of the vehicle to
which it has been issued. If you change vehicles or have your
windshield replaced over the course of the year, a new permit
must be obtained from the Danville Police Department.

Upload verification documents electronically through the online purchasing process, or once you finish the online
application send your documents to Parking_Permits@Danville.ca.gov. Upon verification, your permit will be mailed to you
directly.

Submit verification documents in-person at the Danville Police Department, 500 La Gonda Way, Monday through Friday,
except on legal holidays. Upon verification, a permit will be issued over the counter. Please note that office hours, service

SUBJECT: 2023 Downtown Employee Permit Parking Program
This is to notify all downtown businesses and their employees that 2023 Downtown
Employee Parking Permits will be available beginning Monday, December 19, 2022. The
mission of the Downtown Employee Permit Parking Program is to provide parking
opportunities specifically for merchants and employees of businesses within downtown
Danville and to assist in promoting economic vitality for downtown business by maximizing
parking opportunities for patrons. The Town encourages owners and managers of
businesses within the immediate downtown area to participate and requests that owners and
managers also encourage and monitor participation of their employees.
Enclosed you will find a brochure on the 2023 program that includes a map identifying
employee permit parking locations in the Downtown. Please note that due to COVID-19 and
the challenges it has placed on downtown businesses, permits for all permit parking zones
will again be free of charge for 2023. Please note that permit fees will be reinstated starting
in 2024. Although permits will be free of charge in 2023, parking restrictions will continue to
be enforced and employees and merchants must obtain a parking permit and park in the
designated permit zones to exercise all day parking privileges.

customer service at (805) 963-9400 between the hours of 7:30 a.m. to 5:00 p.m. PST.
