Town Council – Regular Meeting and Closed Session
SUMMARY OF ACTIONS
September 5, 2023 - DRAFT
1. CALL TO ORDER
The regular meeting of the Danville Town Council was called to order by Mayor
Storer at 5:00 p.m. in the Town Meeting Hall, 201 Front Street, Danville, CA.
Present: Robert Storer, Mayor
Karen Stepper, Vice Mayor
Newell Arnerich, Councilmember
Dave Fong, Councilmember
Renee Morgan, Councilmember
2. PLEDGE OF ALLEGIANCE TO THE FLAG
The pledge of allegiance to the flag was led by Veterans Dennis Giacovelli, Bill
Green, Eric Ardell and Alan Kalin.
3. CHANGES TO THE ORDER OF THE AGENDA
There were no changes to the order of the Agenda.
4. FOR THE GOOD OF THE TOWN
Kent Montgomery expressed his concern over the increasing amount of dogs being
walked off-leash in his neighborhood, which are sometimes aggressive and
threatening.
5. PRESENTATIONS AND PROCLAMATIONS
5.1PG&E Service Update - Aaron Johnson, Bay Area Regional Vice President,
and Sarah Yoell, Local Government Affairs
PG&E representatives provided a service update and answered questions
from the Town Council.

Mayor Storer opened the item to public comment and stated that comments
received by the Town prior to the meeting were distributed to the Town
Council.
Shelley Clark, Trustee of the San Ramon Valley Unified School District,
expressed frustration with the frequent power outages and the disruption
that is caused to the educational process and the many other detrimental
and costly consequences.
Eileen Fader expressed frustration with PG&E’s notification system.
Al Kalin expressed his frustration with PG&E and requested a Danville
specific plan for reliable electric power.
Mayor Storer closed the item to public comment.
The Town Council provided their comments to PG&E.
Town Manager Joseph Calabrigo requested the PG&E representatives
return with updates to a future Council meeting within the next few
months.
6. CONSENT CALENDAR
Vice Mayor Stepper removed items 6.1 and 6.4 for discussion.

Completion for the Demolition of Buildings located at 219 Weber Lane and
282 Front Street Project, CIP Nos. B-427 and B-629
6.6Consider adoption of Resolution No. 62-2023, authorizing the Town
Manager to sign a 5-year contract with Flock Safety to continue services for
the Town-wide Automated License Plate Reader (ALPR) camera system
and add Situational Awareness cameras for select Town-owned parks

Vice Mayor Stepper referred to the email she sent to the City Clerk with requested
changes to the Summary of Actions for August 15, 2023.
There were no comments from the Town Council.

WITHOUT A HOME” REMOVED FOR DISCUSSION
Vice Mayor Stepper requested a verbal report on this item from the City Attorney.
City Attorney Rob Ewing presented the staff report.
Mayor Storer opened the item to public comment.

7. TOWN MANAGER’S REPORT
7.1 Monthly Town Manager’s report by Joe Calabrigo
Town Manager Joe Calabrigo stated that he will forego providing a report
but gave a brief update on the Front. St. creekbank stabilization emergency
repair work.
8. COMMUNICATIONS
8.1Police Department Report by Danville Police Chief Allan Shields
Police Chief Allan Shields provided the report and addressed the
Councilmember's questions and comments.

9. ADMINISTRATIVE STAFF REPORT (Public comment invited)
9.1Consider adoption of Resolution No. 59-2023, authorizing the installation
of two on-street Americans with Disabilities Act (“ADA”) accessible
parking spaces in the vicinity of 400 Hartz Avenue (A. Dillard)
CONTINUED FROM AUGUST 15, 2023
Town Manager, Joseph Calabrigo reviewed the process that brought the
item to this meeting.
Transportation Manager Andrew Dillard presented the staff report and
recommendation and answered Councilmember questions.
Mayor Storer opened the item to public comment.
Al Kalin, Vice Commander of the Veterans of Foreign Wars Post 1975,
presented recommendations for ADA parking spaces in the vicinity of the
Veterans Memorial Building and the Senior Center.
Dennis Giacovelli, veteran, presented recommendations for ADA parking
and the possibility of time limits on the parking spaces.
Bill Green, Vietnam Vets of Diablo Valley, expressed the need for additional
ADA parking in the vicinity of the Veterans Hall.
Mayor Storer closed the item to public comment and brought it back to the
Town Council for discussion.
