HomeMy WebLinkAbout091223-03.2 STUDY STUDY SESSION MEMORANDUM 3.2 TO: Mayor and Town Council September 12, 2023 SUBJECT: Pavement Management for Arterial Streets INTRODUCTION During the review of the draft Capital Improvement Program (CIP) last May, the issue of ongoing maintenance of the Town’s major arterial streets was raised. The Town’s Pavement Management Program addresses ongoing pavement maintenance of local residential streets. Historically, the Town has been successful in securing federal, state and regional funds toward reinvesting in the roadway network for “major” and “minor” arterial streets. Changes occurring with respect to ongoing availability of such funds along with the criteria used for potential allocation, are making Town efforts to qualify for such funds increasingly difficult. The purpose of this memorandum is to discuss the current condition of the Town’s major arterial roadways along with potential options to treat and fund necessary pavement management costs. BACKGROUND The Town is responsible for the maintenance of its major arterial roadways, which play a vital role in the overall transportation network. Ensuring the safety and functionality of these roads is a top priority for the Town. To this end, all streets maintained by the Town are inspected every two years to assess their condition, assign a Pavement Condition Index (PCI), and prioritize necessary improvements. The Town has five major arterial roadways as part of its roadway network: Arterial Name Current Average PCI Year of Last Treatment Camino Ramon 100 2023 San Ramon Valley Boulevard 71 - South of Sycamore Valley Road 55 - North of Sycamore Valley Road 2000 Sycamore Valley Road 57 2002 Camino Tassajara 77 - East Bound 82 - West Bound 2011 - East Bound 2017 - West Bound Crow Canyon Road 76 2011 Arterial Paving Discussion 2 September 12, 2023 The Town’s Capital Improvement Program (CIP) includes projects: •C-600 - San Ramon Valley Boulevard Improvements; •C-601 - Camino Ramon Improvements; •C-602 – Danville Boulevard Improvements; and •C-635 - Sycamore Valley Road Improvements The roadway network also includes several minor arterial roadways, including: •Diablo Road from Hartz Avenue to Green Valley Road •El Cerro Boulevard •Danville Boulevard •Hartz Avenue With the exception of Hartz Avenue from Diablo Road to Hartz Way, all minor arterial roadways have recently been resurfaced and require no immediate treatment. DISCUSSION In general, the following table provides an example of the general treatment strategy based on the range of pavement conditions. Condition Category Pavement Condition Index (PCI) General Treatments Strategy Upper Limit Lower Limit Excellent 100 85 Do Nothing/Corrective Maintenance Good/Fair 84 60 Preventative Maintenance/Resurfacing Poor 59 40 Rehabilitation Failed 39 0 Reconstruction Current Paving Conditions, treatment options, and costs C-600 - San Ramon Valley Boulevard: San Ramon Valley Road Improvements, CIP C-600 is scheduled for resurfacing in 2024 with a slurry seal application for the section south of Sycamore Valley Road, and an overlay for the section north of Sycamore Valley Road. The PCI will be 100 once complete. The project is currently funded for $2.12 million through a combination of Measure J and OBAG II funds. Based on the most current cost estimates, there is an estimated shortfall of approximately $1.0 required to construct this project. C-601 - Camino Ramon: Camino Ramon Improvements, CIP C-601 is now complete. This $2.7 million project was funded through a combination of Measure J, OBAG II, SAFETEA- LU and Pavement Management funds. With a PCI of 100, this roadway is not expected to receive another treatment for 15-20 years. Arterial Paving Discussion 3 September 12, 2023 C-635 - Sycamore Valley Road: This includes the roadway segment that runs east of I-680 from the freeway to Camino Tassajqra, a distance of approximately 1.3 miles. Attributable in part to the extraordinary winter 22/23 storms, the average PCI for this roadway segment is 56, indicating a notable level of pavement deterioration. Despite its suboptimal condition, this project is not currently funded in the CIP. Considering the current roadway condition, the options available for consideration consist of an all or nothing approach, as described below: 1.Pavement Rehabilitation option (overlay) – This would involve grinding down existing pavement and replacement with a 3-inch pavement overlay. Total estimated cost is $3.05 million 2.Status Quo (take no action) – At this point, anything less than the Pavement Rehabilitation option is infeasible. Under the status quo option, the estimated remaining life expectancy of this roadway is approximately seven years, after which time rehabilitation is no longer an option and the roadway will require reconstruction. The estimated reconstruction cost based upon 2023 dollars is approximately $5.34 million. Camino Tassajara: Camino Tassajara runs from Sycamore Valley Road, east to the Town limits in the vicinity of Lawrence Road, a distance of approximately 4.2 miles. Overall average PCI is currently 80, placing it within the good condition category. In order to preserve the pavement condition for as long as possible, the following options are available. These include additional options that have not previously been employed by the Town. 1.Perform preventative maintenance – Perform crack sealing and digout repairs as necessary for the next 5-7 years until reaching the lower limit of the “good” condition category at which point a slurry seal would be applied. Estimated annual cost of $50,000 for seven years. 2.Resurfacing (slurry seal) – Resurface the roadway with slurry seal. This would extend the life of the pavement seven to ten years. The estimated cost in 2023 dollars is approximately $4.2 million. 3.Status Quo (take no action) o Based on projections, Camino Tassajara would require rehabilitation (3 inch overlay) in approximately 10-12 years. The estimated cost in 2023 dollars is approximately $12.1 million. o Based on projections, Camino Tassajara would require reconstruction in approximately 18 years. The estimated cost in 2023 dollars is approximately $21.2 million. Crow Canyon Road: Crow Canyon runs from Blackhawk Road to just east of Tassajara Ranch Drive, a distance of approximately 0.5 miles. This roadway segment has an average PCI of 75. This arterial is also considered in the “good” condition category and has similar options as Camino Tassajara: Arterial Paving Discussion 4 September 12, 2023 1.Perform preventative maintenance – Perform crack sealing and digout repairs as necessary for the next 5-7 years until reaching the lower limit of the “good” condition category at which point a slurry seal would be applied. Estimated annual cost of $15,000 for seven years. 2.Resurfacing (slurry seal) – Resurface the roadway with slurry seal. This would extend the life of the pavement seven to ten years. The estimated cost in 2023 dollars is approximately $471,000. 3.Status Quo (take no action) o Based on projections, Crow Canyon Road would require rehabilitation (3 inch overlay) in approximately 8-10 years. The estimated cost in 2023 dollars is approximately $1.2 million. o Based on projections, Crow Canyon Road would require reconstruction in approximately 18 years. The estimated cost in 2023 dollars is approximately $2.1 million. Crack Sealing Treatment The Town’s ongoing efforts to maintain and preserve its roadways, has not previously included performing standalone crack sealing treatment, largely owing to aesthetic concerns. However, crack sealing offers several advantages, including preventing moisture infiltration, which can lead to further deterioration, preventing the growth of vegetation within cracks, reducing the likelihood of further damage, and extending the lifespan of the pavement, reducing the need for more costly repairs in the future. Funding Availability As previously described, arterial roadway maintenance has relied upon the Town’s ability to qualify for and secure various grants. However, recent trends have seen a decrease in grant availability for standard roadway projects, with a focus on active transportation projects and those benefiting disadvantaged communities. An application was submitted for Sycamore Valley Road Improvements for the latest One Bay Area Grant Cycle 3 (OBAG 3). Unfortunately, it ranked 22nd out of 29 projects evaluated, with only the top 10 projects being nominated for funding. The OBAG 3 cycle allocated a total funding of $26.5 million, while $111 million in total funding requests were made by various jurisdictions in Contra Costa County. Special Revenue Funds Southern Contra Costa (SCC) Subregional is a restricted funding source that lists Sycamore Valley Road and Camino Tassajara pavement rehabilitation as part of the limited scope. There is currently an available balance of approximately $1.03 million in SCC Subregional funds. Arterial Paving Discussion 5 September 12, 2023 Pavement Management CIP C-610 Pavement management funds have traditionally been allocated to resurface residential streets using general funds and gas taxes. As mentioned above, grants have been typically obtained for arterials based on their functional classification due to their higher traffic significance. This distinction arises because residential streets often don’t meet the criteria for grant eligibility, given their lower traffic volume and localized nature. The Pavement Management Program currently holds available funds totaling $9.5 million, which have been partially committed as follows: •$1.5 million for 2023/24 Slurry Seal – currently out to bid •$3 million for 2023/24 Pavement Overlay – scheduled for spring 2024 Funding Options Summary The following describes potential funding that could be used towards the current shortfall of funding for arterial paving: •SCC Subregional Funds (Sycamore Valley Road): $1.03M •Remaining Pavement Management Funds: Up to $5M. •Other uncommitted CIP General Purpose funds Future Funding Considerations Considering the evolving grant landscape and the diminishing availability of grants for standard roadway projects, staff will continue to explore alternative funding strategies for future arterial pavement preservation. This may involve recommending allocating additional general funds to a dedicated arterial paving CIP for this purpose or utilizing the Pavement Management Program funds strategically. PROJECT APPROPRIATION AND FUNDING This project scope consists of slurry seal and restriping the segment of San Ramon Valley Boulevard between the southern Town limits to Sycamore Valley Road and pavement overlay from Sycamore Valley Road to Hartz Avenue. Lane configuration for both segments remain unchanged. The slurry seal segment retains single northbound and southbound travel lanes, a continuous center left turn lane, northbound and southbound bicycle lanes including bicycle buffer zone treatments, and residential on street parking along the west side of the roadway. Provide sidewalk at bus stop locations, pedestrian crossing improvements (crosswalks and RRFB system for access to bus stops), high-visibility bike lane and crosswalk striping pavement marking upgrades, and traffic signal video detection and pedestrian signal upgrades. This project is eligible for federal grant funding: 2017 OBAG II Local streets and Roads and Measure J Program 24c.
