HomeMy WebLinkAbout090523-06.6 ADMINISTRATIVE STAFF REPORT 6.6 TO: Mayor and Town Council September 5, 2023 SUBJECT: Resolution No. 62-2023, authorizing the Town Manager to sign a 5-year contract with Flock Safety to continue services for the Town-wide Automated License Plate Reader (ALPR) camera system and add Situational Awareness cameras for select Town-owned parks BACKGROUND Effective use of technology has become a critical component of crime prevention and law enforcement. In June 2016, the Town Council approved the purchase and use of a Town- Wide Automated License Plate Reader (ALPR) system. The current system, provided by Flock Safety, has proven to be an invaluable use of funds to prevent and solve crime in the Town of Danville. The system includes 36 Town-funded cameras that provide a perimeter of cameras and specific cameras at infill locations in Town. Several private communities privately fund 17 additional cameras throughout the Danville area at no cost to the Town. The cost per camera is currently $2,000 per year for a total of $72,000 per year. DISCUSSION The Town of Danville switched vendors to Flock Safety in 2020 and over that period has seen a boom in the use of Flock Safety Cameras throughout the Bay Area. Danville Police share data with Bay Area agencies leveraging the data set to solve crime. Flock is the prevailing vendor for static ALPR systems in the Bay Area with over 1,500 license plate cameras throughout the Bay Area. New customers to Flock pay $2,500 per camera. Flock Safety has given the Town advanced notice that by the end of our current contract (February 2024), the price per camera per year will have increased to $3,000 and has provided an opportunity to sign a new 5-year contract early to lock in the lower price of $2,500 per camera per year, a savings of $90,000 over the life of a five-year contract. Since the implementation of the Flock Safety ALPR system, Flock Safety has developed and implemented Situational Awareness cameras (video) that operate on the same operating system as the ALPR cameras in use in the Town. The new cameras record video and have pan, tilt, and zoom functionality. Renew Flock Systems Automated License Plate Readers 2 September 5, 2023 In the past several years, the Town has seen vandalism at Town-owned parks, specifically Oak Hill Park, Diablo Vista Park, and Osage Station Park. Vandalism is a challenging crime to solve, as there is usually no evidence to generate investigative leads. A video camera solution would provide a level of crime prevention at our parks and then the potential for evidence to assist in solving the vandalism cases. The Police Department recommends adding six video cameras by Flock Safety to the existing 36 ALPR cameras to be deployed at strategic locations within the parks that have the most occurrences of vandalism to curb incidents of vandalism. Policy Considerations The Contra Costa County Sheriff’s Office Policy on Automated License Plate Reader (ALPR) Devices would continue to govern the use of ALPRs by the Danville Police Department. Implementation Project implementation will proceed as follows: • Six video cameras at three parks in Town at strategic locations within each park. Flock Safety has ensured an implementation timeline to completion of six weeks for the Situational Awareness cameras (video) in the three parks. The current system of ALPR cameras would be unaffected, assuring continuity of service. PUBLIC CONTACT Posting of the meeting agenda serves as notice to the general public. California Senate Bill 34 requires agencies intending to operate an ALPR system to provide an opportunity for public comment at a regularly scheduled meeting. This obligation was met in June 2016. FISCAL IMPACT The current contract with Flock Safety is in its final year at $2,000 per camera per year. The new contract is for $2,500 per camera for each ALPR camera and $3,000 for each Situational Awareness camera per year. Year one of the contract will be discounted and have credits applied from the $111,500 yearly cost of the contract. To honor the remaining portion of our contract at $2,000 per camera, a credit of $8,038.36 will be applied to the first year’s invoice. The Town will receive $33,716.44 in credits for prior payments. The cost for the first year of the new contract starting September 12, 2023, is $74,245.20. The cost for Renew Flock Systems Automated License Plate Readers 3 September 5, 2023 the remaining four years of the contract will be billed at $111,500 per year. The total cost of the contract will be $553,961 for five years. Funding has already been set aside in the Police Department’s FY 23/24 operating budget to cover the cost of the first year of the contract. RECOMMENDATION Adopt Resolution No. 62-2023, authorizing the Town Manager to sign a 5-year contract with Flock Safety to continue services for the Town-wide Automated License Plate Reader (ALPR) camera system and add Situational Awareness cameras for select Town-owned parks. Prepared and Reviewed by: Allan Shields Chief of Police Attachments: Resolution No. 62-2023 RESOLUTION NO. 62-2023 AUTHORIZING THE TOWN MANAGER TO SIGN A FIVE-YEAR CONTRACT WITH FLOCK SAFETY TO CONTINUE SERVICES FOR THE TOWN-WIDE AUTOMATED LICENSE PLATE READER (ALPR) CAMERA SYSTEM AND ADD SITUATIONAL AWARENESS CAMERAS FOR SELECT TOWN-OWNED PARKS WHEREAS, the Town Council desires to renew the contract with Flock Safety for Automated License Plate Reader (ALPR) cameras; and WHEREAS, the Danville Police Department has successfully used evidence from ALPRs for apprehension and prosecution; and WHEREAS, other municipalities in the Bay Area have implemented Flock Safety ALPRs and reported success; and WHEREAS, surveillance camera use in parks would aid in the reduction of incidents of vandalism in Town-owned parks; and WHEREAS, Flock Safety is the sole provider of Flock Safety ALPR system and will supply 36 fixed ALPR cameras at 24 locations in Town, and six surveillance cameras at three parks owned by the Town. RESOLVED, that the Danville Town Council hereby authorizes the Town Manager to sign a five-year contract with Flock Safety to continue services for the Town-wide Automated License Plate Reader (ALPR) camera system and add six Situational Awareness cameras for select Town-owned parks.
