I DESIGN REVIEW BOARD STAFF REPORT 5e2 TO: Design Review Board Members August 24, 2023 SUBJECT: Review, approve and/or provide feedback on the architecture, color and material board, and landscape design for Development Plan request DEV22-0017 allowing for the construction of a new 7,631 square foot single family residence with an attached 569 square foot garage, and a 419 square foot JADU totaling 8,619 square feet located at 5 Ohlson Lane. PROTECT DESCRIPTION The project includes a Development Plan request (DEV22-0017) to review architectural elevations, material colors, and landscaping for the new 7,631 square foot residence with an attached 569 square foot subdivision19 square foot JADU located at 5 Ohlson Ln, which was created through the subdivision MS851-2011. Per the Conditions of Approval of MS851-2011 development of new homes on both parcels are subject to approval of a Development Plan application. The Conditions of Approval per the architecture of the home revolve around building mass, colors and materials, landscaping, and specified development activity for this specific lot. EVALUATION Architecture • The development criteria for the lots are consistent with R-65 Single -Family Residential Zoning District. • The residence is proposed to be 7,631 square feet with one attached 569 square foot two car garage and a 419 square foot JADU, totaling 8,619 square feet. • The architectural style is modern with colors and materials that are similar to others the Design Review Board has approved in the past. • Staff has worked with the applicant to change the body color from white to a more subdued dark gray stucco with vertical wood siding, black aluminum window trim, and a white TPO roof. Landscape • Trees to be planted are Coast Live Oak in 36" box, Western Redbud in 36" and 24" boxes, Strawberry Tree in 24" box, Dr Hurd Manzanita are 5-Gal and 15-Gal, Coffee Berry are 5-Gal, Atlas Fescue are 1-Gal, and Berkeley Sedge are 1-Gal. • The landscape treatment is somewhat consistent with the design of other approved landscape treatments in the area. Staff recommends staggering the oak trees in a more natural pattern and planting Pepper Trees instead of Strawberry Trees. RECOMMENDATION Further discuss the architectural Conditions of Approval per subdivision MS851-2011. Per the subdivision MS851-2011: 3a. "Building Mass: The design of the primary residence shall minimize the perception of excessive bulk. Structures constructed on slopes shall utilize stepped foundations. Architecture shall include sufficient variation to avoid large flat wall areas and to create shade and shadow. Two-story vertical walls and long, uninterrupted roof ridgelines shall be avoided. " The Planning Department does not believe that the current architecture of the home meets the Conditions of Approval of having a true stepped foundation to minimize the perception of excessive bulk. The proposed residence includes -8 foot pillars to support the structure above the slope, increasing the perception of building mass.
