HomeMy WebLinkAbout081523-09.1 ADMINISTRATIVE STAFF REPORT 9.1 TO: Mayor and Town Council August 15, 2023 SUBJECT: FY 2023/24 Business Promotion Funds – Funding Allocation Plan BACKGROUND/DISCUSSION In June 2023, the Town Council appropriated $50,000 as part of the Town’s 2023/24 budget to implement another year of the Business Promotion Program (Program). The focus of this Program is to make grant funding opportunities available to the small businesses and organizations that make Danville a premier retail, dining and service destination. The goal of this Program continues to be to develop programs and events that: 1. Are deemed advantageous to a broad range of Danville businesses; 2. Are anticipated to yield the greatest level of direct and immediate results; and 3. Build collaboration among Danville businesses. Over the life of the Program, individual components and criteria have evolved to improve the overall effectiveness of achieving the above goal. More recently, the allocated funds have been split evenly into two opportunities for Danville organizations or businesses: the Holiday Marketing Campaign and individual Business Promotion Grants. Holiday Marketing Campaign: $25,000 The Holiday Marketing Campaign (Campaign) originated to provide businesses with a holiday promotional boost coming out of the pandemic downturn. The Campaign includes the development of a Holiday Gift Guide (Attachment B) and a comprehensive marketing strategy promoting the guide and shopping in Danville. The marketing strategy includes multiple components: print/digital gift guide, radio, television, social media and print advertising. The Town offsets the price of advertising in the guide by 75% for Danville businesses. The guide is produced and distributed by Your Town Monthly, and the promotional efforts are managed by Visit Tri-Valley. The number of pages in the guide increased between the 2021 and 2022 editions, and staff will continue to evaluate the program to ensure businesses are satisfied with the return on investment. Staff recommends continuing the Campaign with similar parameters for FY 2023-24, with a plan to review advertising analytics and feedback from businesses at the conclusion of this year’s Campaign. Staff will share those findings Business Promotion Program 2 August 15, 2023 with the Council prior to the FY 2024-25 budget review. Business Promotion Grants: $25,000 Business Promotion Grants are awarded based on established criteria, in amounts up to a maximum of $5,000. The grants are evaluated against the following criteria: 1. Providing opportunity for collaboration among multiple businesses. 2. Engaging consumers with experiential events and widespread promotion opportunities. 3. Promoting events directly driving business or cooperative marketing programs through print and/or digital mediums. 4. Incorporating “Live Locally” branding into all marketing efforts. Events or programs deemed eligible may be awarded funds under the following criteria and categories (up to $5,000 total): Available Grant Categories and Options Max Funding Amounts 1. Event Catering (from a Danville-based restaurant) $1,000 $500 $250 Grant requests are awarded administratively on a first-come, first-served basis and paid through reimbursement. Requiring proof of expenditure in the appropriate program categories ensures the public funds are used as intended and allows for unspent funds to be awarded to other grant applicants. In FY 2022-23, grant requests totaled $33,750, and reimbursed expenditures totaled $20,542, a difference of $13,208. The current model encourages transparency and allows for the entire allocated budget to be spent during the fiscal year to promote Danville businesses. Last fiscal year, 12 grants were awarded in this category for applicants demonstrating that their event or activity encourages collaboration among multiple businesses. In developing this report, staff reached out to the Danville Area Chamber of Commerce, as one of the only Business Promotion Program 3 August 15, 2023 organizations supported by both direct budget allocation (for events such as Lighting of the Old Oak Tree) and business promotion grants. The grant program has evolved in response to the pandemic downturn. As an example, the Chamber has increased its engagement in both collaborative events and business promotion activities, as illustrated by the financial support provided by the Town over the past two fiscal years:* FY 2022-23 Events Req/Alloc. It is expected that program components will continue to evolve. As such, staff will continue to assess the program and events’ effectiveness and seek feedback from participating businesses and organizations to ensure that the program keeps pace with business needs and supports economic growth in Danville. Staff recommends launching the FY 2023-24 Business Promotion Grant Program with similar parameters to FY 2022-23. PUBLIC CONTACT Posting of the meeting agenda serves as notice to the general public. FISCAL IMPACT No new fiscal impact. This program will utilize $50,000 in funds allocated in the FY 2023-24 Operating Budget for the Business Promotion Program. RECOMMENDATION Direct staff to continue the Business Promotion Program as implemented in FY 2022-23, designating $25,000 for the Holiday Marketing Campaign and $25,000 to fund the Business Promotion Grant Program.
