HomeMy WebLinkAbout081523-06.4 ADMINISTRATIVE STAFF REPORT 6.4 TO: Mayor and Town Council August 15, 2023 SUBJECT: Resolution No. 59-2023, authorizing the installation of two on-street Americans with Disabilities Act (“ADA”) accessible parking spaces along the frontage of 400 Hartz Avenue BACKGROUND Parking options for the Veterans Memorial Building, located at 400 Hartz Avenue, include on-street parking along the building frontage on Hartz Avenue and the Front Street Clock Tower and Railroad Avenue Municipal Parking Lots located within one block of the building. Designated Americans with Disabilities Act (“ADA”) accessible parking spaces closest to the building consist of one (1) space on Hartz Avenue along the building frontage and two (2) spaces within the Front Street Municipal Parking Lot directly behind the building. DISCUSSION Based upon a request by the Veterans organizations using the facility, it is recommended to consider converting two existing 2-hour on-street parking spaces to ADA accessible parking spaces along the frontage of 400 Hartz Avenue. Conversion of the parking spaces would provide a total of three (3) ADA accessible parking spaces directly along the frontage of the building. The designated ADA parking spaces would be located immediately south of the Hartz Avenue/Prospect Avenue intersection with a total curb length of 60 feet, which is the minimum length required to accommodate three (3) ADA accessible spaces. ADA parking spaces do not have any time limits on their usage. Conversion of the parking spaces will require the installation of a sign pole and ADA parking signage, approximately 40 feet of blue curb paint, and an ADA accessible pavement marking symbol in accordance with Section 22511.7 of the California Vehicle Code and the latest edition of the California Manual on Uniform Traffic Control Devices. PUBLIC CONTACT Posting of the meeting agenda serves as notice to the general public. FISCAL IMPACT A materials and labor cost of approximately $500 is required for installation of the Authorize Installation of two ADA Accessible Parking Spaces at 400 Hartz Avenue 2 August 15, 2023 required ADA parking signage and curb and pavement markings and is available from appropriated funds included in the 2023/24 Operating Budget. RECOMMENDATION Adopt Resolution No. 59-2023, authorizing the installation of two on-street Americans with Disabilities Act (“ADA”) accessible parking spaces along the frontage of 400 Hartz Avenue. Williams Assistant Town Manager Attachments: A – Resolution No. 59-2023 B – Location Map RESOLUTION NO. 59-2023 AUTHORIZING THE INSTALLATION OF TWO ON-STREET AMERICANS WITH DISABILITIES ACT (“ADA”) ACCESSIBLE PARKING SPACES ALONG THE FRONTAGE OF 400 HARTZ AVENUE WHEREAS, the streets named in this resolution are maintained by the Town of Danville; and WHEREAS, there is public demand to provide additional ADA accessible parking spaces within the vicinity of 400 Hartz Avenue; and WHEREAS, the installation of two (2) ADA accessible parking spaces, declared by this resolution, will facilitate the orderly movement of traffic; and WHEREAS, the installation of two (2) ADA accessible parking spaces will result in a total of three (3) ADA accessible parking spaces totaling 60 feet in length along the frontage of 400 Hartz Avenue; and WHEREAS, ADA accessible parking is for the exclusive use of disabled persons and their vehicles with properly displayed and valid identification license plates or distinguishing placards issued pursuant to Section 5007, 22511.5, 22511.55 or 22511.59 of the California Vehicle Code; now, therefore be it RESOLVED, by the Danville Town Council, that pursuant to Section 22511.7 of the California Vehicle Code, that the required signs, pavement and curb markings be erected designating two on-street ADA accessible parking spaces along the frontage of 400 Hartz Avenue.
