TO: Mayor and Town Council July 18, 2023
SUBJECT: Authorizing the Town Manager or Chief of Police to execute the purchase
of two Changeable Message Signs with Speed Radar and a Traffic Data
Recording System.
BACKGROUND
The Danville Police Department has actively implemented various traffic enforcement
methods, educational initiatives, and collaborations with Transportation Engineers to
address collisions and enhance roadway safety in our community. Despite these ongoing
efforts, the issue of speeding and reckless driving persists in certain areas of the town.
To educate drivers and reduce speeds, the Police Department utilizes pole-mounted
speed signs, outreach events, and social media posts. While small battery-operated radar
speed signs have been effective in smaller neighborhoods, they lack the necessary battery
capacity to last more than a day or two on frequently used roads. These signs provide
valuable analytics on driver speed and time of day, enabling officers to focus their
enforcement efforts during peak violation periods.
Previously, the Town employed two radar speed trailers capable of displaying speed
limits and vehicle speeds. However, these trailers are now outdated and require
replacement.
DISCUSSION
In the past, we have worked with Kustom Signals, a reputable company specializing in
transportation management and education devices. Kustom Signals offers a trailer
platform that can be easily upgraded for future use due to the ample space in the
equipment box, the trailer structure's durability, and additional space available on the
trailer structure.
A sufficient amount of funds has been allocated from the Police Department's FY 22/23
operating budget to procure two radar speed Speed Monitoring Awareness Radar
Trailers (SMART) with Variable Message Signs (VMS). These trailers have a matrix
display capable of exhibiting up to four rows of text, making them suitable for use during
planned road closures with a run cycle of up to 40 days. Additionally, they come

equipped with a Traffic Data Recording System.
The total expenditure for this procurement will not exceed $40,000, and the funds have
already been set aside from the FY 22/23 budget.
