Town Council – Regular Meeting SUMMARY OF ACTIONS June 20, 2023 - DRAFT 1. CALL TO ORDER The regular meeting of the Danville Town Council was called to order by Vice Mayor Stepper at 5:00 p.m. in the Town Meeting Hall, 201 Front Street, Danville, CA. Present: Karen Stepper, Vice Mayor Newell Arnerich, Councilmember Dave Fong, Councilmember Renee Morgan, Councilmember Excused: Robert Storer, Mayor 2. PLEDGE OF ALLEGIANCE TO THE FLAG The pledge of allegiance to the flag was led by Danville Lieutenant Heather Transue. 3. CHANGES TO THE ORDER OF THE AGENDA Town Manager Joe Calabrigo stated that a revised report and resolution was distributed for item 6.6. There were no further changes to the agenda. 4. FOR THE GOOD OF THE TOWN There were no speakers. 5. PRESENTATIONS AND PROCLAMATIONS 5.1 Reading of a proclamation by Vice Mayor Stepper proclaiming June 2023 Alzheimer’s and Brain Awareness Month Vice Mayor Stepper read the proclamation. CONSENT CALENDAR 6.1 Consider approval of the Summary of Actions from the regular Town Council meeting of June 6, 2023 6.2 Consider approval of the Register of Demands 6.3 Consider acceptance of the April 2023 Month End Treasurer’s Report 6.4 Consider adoption of Resolution No. 48-2023, amending the Town of Danville Conflict of Interest Code 6.5 Consider adoption of Resolution No. 49-2023, designating an alternate board member to the Municipal Pooling Authority of Northern California 6.6 Consider adoption of Resolution No. 50-2023, reconfirming and extending the existence of a local emergency REVISED 6.7 Consider adoption of Resolution No. 51-2023, authorizing the Town manager to approve a contract with Z-Sports (dba Skyhawks Sports) for Recreation Services for Fiscal Year 2023/24 6.8 Consider adoption of Resolution No. 52-2023, authorizing the Town Manager to approve a contract with Casey Printing for Recreation Services for Fiscal Year 2023/24 MOTION BY COUNCILMEMBER MORGAN, SECOND BY COUNCILMEMBER ARNERICH, TO APPROVE THE CONSENT CALENDAR, INCLUDING REVISIONS TO ITEM 6.6 MOTION CARRIED 4-0-0-1; MAYOR STORER ABSENT 7. TOWN COUNCIL REPORTS 8.1 Appoint for terms beginning July 1, 2023 A. Poet Laureate: two-year term MOTION BY VICE MAYOR STEPPER TO APPOINT ELAINE BETTS MOTION CARRIED 4-0-0-1; MAYOR STORER ABSENT B. Arts Advisory Board: three regular members, four-year terms MOTION BY COUNCILMEMBER ARNERICH TO APPOINT KIM BOWLES, SCOTT PHILLIPS AND MIKE WHITE MOTION CARRIED 4-0-0-1; MAYOR STORER ABSENT C. County Connection Citizens’ Advisory Committee: one representative, two-year term The Town Council directed the City Clerk to continue recruiting for a Danville representative on the County Connection Citizens’ Advisory Committee G. Contra Costa County Advisory Council on Aging: one representative, two-year term MOTION BY COUNCILMEMBER FONG TO APPOINT JIM DONNELLY MOTION CARRIED 4-0-0-1; MAYOR STORER ABSENT 8.2 Appoint one Commissioner from the Parks, Recreation and Arts Commission to serve on the Arts Advisory Board for a four-year term beginning July 1, 2023 Recommendation: Appoint Commissioner Jane Joyce MOTION BY COUNCILMEMBER ARNERICH TO APPOINT JANE JOYCE MOTION CARRIED 4-0-0-1; MAYOR STORER ABSENT 8.3 Planning Commission liaison report by Councilmember Fong Councilmember Fong provided the report. 8.4 TRAFFIX Boardmember report by Vice Mayor Stepper and Councilmember Arnerich Vice Mayor Stepper and Councilmember Arnerich provided the report.
