SUBJECT: Resolution No. 46-2023, awarding a professional services agreement for
laboratory and field testing services during construction of Camino
Ramon Improvements, CIP Project C-601
BACKGROUND
The Town's Capital Improvement Program includes Camino Ramon Improvements, CIP
No. C-601. This project is located on Camino Ramon from Kelley Lane to Fostoria Way
and will provide roadway paving improvements, sidewalk at bus stop locations,
pedestrian crossing improvements, high -visibility bike lane and crosswalk striping
marking upgrades, and traffic signal video detection and pedestrian signal upgrades.
DISCUSSION
The Town has previously established a Quality Assurance Program (QAP), a sampling
and testing program that will provide assurance that the materials and workmanship
incorporated into each construction project is in conformance with the contract
specifications. Some of the testing includes hot mix asphalt (HMA) materials, soils, and
aggregate base compaction. Field testing will be performed in accordance with AASHTO
(American Association of State Highway and Transportation Officials), ASTM (American
Society of Testing and Measurement), or Caltrans (CT) standards.
In accordance with the Town's QAP, a materials laboratory is required to perform
acceptance testing on Federal -aid and other designated projects. The materials laboratory
shall be under the responsible management of a California registered Engineer with
experience in sampling, inspection, and testing of construction materials. The Engineer
shall certify the results of all tests performed by laboratory personnel under the
Engineer's supervision. The materials laboratory shall contain certified test equipment
capable of performing the tests conforming to the provisions of this QAP.
At this time, there is a need for laboratory and field testing services during the
construction phase for Camino Ramon Improvements, CIP No. C-601. On May 25, 2023,
ENGEO submitted a proposal with a not to exceed budget of $57,900 to provide the
desired laboratory and field testing services.

FISCAL IMPACT
The amount for the professional services agreement for laboratory and field testing
services during construction is $57,900. An additional 10% contingency in the amount of
$5,790 will be reserved for a laboratory and field testing services budget of $63,690.
Sufficient funds to cover the environmental services contract and contingency are
contained in Camino Ramon Improvements, CIP No. C-601 (Attachment B).
RECOMMENDATION
Adopt Resolution No. 46-2023, awarding a professional services agreement for laboratory
and field testing services during construction of Camino Ramon Improvements, CIP
Project C-601.

RESOLUTION NO. 46-2023
AWARDING A PROFESSIONAL SERVICES AGREEMENT FOR LABORATORY
AND FIELD TESTING SERVICES DURING CONSTRUCTION OF
CAMINO RAMON IMPROVEMENTS, CIP PROJECT C-601
WHEREAS, the Danville Town Council previously appropriated funding for Camino
Ramon Improvements, CIP No. C-601, in the adopted 2022/23 Capital Improvement
Program; and
WHEREAS, Caltrans, acting on behalf of the Town, has determined that the project is
Categorically Excluded from requirements of the California Environmental Quality Act
(CEQA); and
WHEREAS, Town's Quality Assurance Program (QAP) provides assurance that the
materials incorporated into construction projects are in conformance with the contract
specifications and is required for all Federal funded projects; and
WHEREAS, the Town desires to hire ENGEO Incorporated of San Ramon, CA to perform
laboratory and field testing services during construction of Camino Ramon
Improvements, CIP No. C-601; now, therefore, be it
RESOLVED, by the Danville Town Council that the Town Manager be and hereby is
authorized to execute on behalf of the Town, the Professional Services Agreement with
ENGEO Incorporated of San Ramon, CA with a not -to -exceed budget of $57,900, and that
the Town Manager be authorized to establish and utilize a 10% design contingency in the
amount of $5,790 for additional work that may be subsequently approved by contract
amendment.

PROJECT DESCRIPTION AND LOCATION:
Provide a new pavement surface on Camino Ramon from Kelley Lane to
Fostoria Way.
Provide sidewalk at bus stop locations, pedestrian crossing improvements
(crosswalks and RRFB system for access to bus stops), high -visibility bike
lane and crosswalk striping pavement marking upgrades, and traffic signal
video detection and pedestrian signal upgrades.
This project is eligible for federal grant funding: 2017 OBAG II Local
streets and Roads and Measure J Program 24c.
DESCRIPTION OF MODIFICATIONS:
Project funding increased due to escalation.
