PARKS, RECREATION AND ARTS COMMISSION
STAFF REPORT
4.2
TO: Parks, Recreation and Arts Commission May 10, 2023
SUBJECT: Recommend appointment of one Commissioner to the Arts Advisory
Board for a four-year term ending June 30, 2027
BACKGROUND
Shortly after the Town’s incorporation in 1982, the Town Council created the Park and
Leisure Services Commission to advise the Council on parks, arts and cultural services in
the Town. In 1990, the Council created a separate Arts Commission to advice the Council
strictly on arts programming within the Town.
With the adoption of the Danville Parks, Recreation and Arts Strategic Plan Update in
2017 (the “Strategic Plan), there has been an increased recognition of the need to
coordinate public arts into the Town’s parks and public spaces. In addition, the Strategic
Plan has highlighted the need to better coordinate cultural arts programming into use of
the Town’s parks. The Town Council has decided to improve this integration of parks
and arts within the community.
At its September 3, 2019, meeting the Town Council adopted Ordinance No. 2019-08
replacing the existing Arts Commission by creating the Arts Advisory Board and
renaming the Parks and Leisure Services Commission as the Parks, Recreation and Arts
Commission (Commission).
At its October 9, 2019, meeting the Commission recommended appointment of two
commission members to the newly created Arts Advisory Board.
DISCUSSION
The six members Arts Advisory Board consists of four members appointed by the Town
Council (one of whom would be a youth board member) and two members of the Parks,
Recreation and Arts Commission recommended by the Commission. This proposed
format parallels the structure of and working relationship between the Planning
Commission and Design Review Board. Those two bodies work closely together in an
integrated manner.
Due to the commissioner's term expiring, the Commission is being requested to
recommend to the Town Council the appointment of one Commissioner to the Arts
Advisory Board: One member for a four-year term ending June 30, 2027.
