SUBJECT: Resolution No. 38-2023, authorizing the installation of traffic calming
measures consisting of three (3) speed lumps and two (2) advanced warning
signs on Paraiso Drive between Camino Ramon and Brookside Drive
BACKGROUND
This report recommends that the Town Council adopt Resolution No. 38-2023, authorizing
the implementation of traffic calming measures on Paraiso Drive. The traffic calming
measures are proposed as a result of the implementation of the Neighborhood Traffic
Management Program (NTMP) for the Paraiso Drive neighborhood. During the NTMP
process, concerns expressed to the Town included continued incidents of speeding and cut -
through traffic.
As background, dating back to 2003, the Town has received concerns from residents
regarding prevailing traffic conditions and vehicular speeds along Paraiso Drive between
Camino Ramon and Brookside Drive. Although to this point in time there had not been
consensus from the neighborhood for the implementation of traffic calming measures, other
traffic safety measures have since been implemented such as speed limits signs, roadway
striping of parking shoulders and a centerline to provide a "narrowing" effect, and periodic
deployment of radar feedback display trailers and traffic enforcement.
In addition to the current NTMP process, in 2022 the Town received grant funding for the
design and construction of a raised crosswalk treatment at the Iron Horse Trail (CIP C-607)
which will ultimately provide traffic calming benefits along the subject road segment.
DISCUSSION
Paraiso Drive is a two-lane neighborhood access road located south of Sycamore Valley
Road and east of Camino Ramon. The road segment within the petition area is
approximately 36 -feet wide, one-third of a mile long with a posted speed limit of 25 mph.
It features striped parking shoulders and a centerline with no sidewalks or bicycle lanes.
The street runs east -west between Camino Ramon and Brookside Drive serving local
residential streets and providing connections to John Baldwin Elementary School and Osage
Station Park.
In August 2022, the Town received an NTMP application from Paraiso Drive residents
concerned with vehicular speeding and pedestrian safety. In October 2022, Town staff
proceeded to conduct a traffic survey on Paraiso Drive between Camino Ramon and
Brookside Drive. Between Camino Ramon and the Iron Horse Trail crossing, the survey
showed an 85th percentile speed of 34.0 mph and average daily traffic volume of 1,779
vehicles per day. Between the Iron Horse Trail crossing and Brookside Drive, the survey
showed an 85th percentile speed of 30.1 mph and average daily traffic volume of 1,660
vehicles per day. As prescribed in the NTMP guidelines, the data confirms that Paraiso
Drive experiences unacceptable prevailing vehicular speeds for a 25 -mph road (>32 mph).
As Paraiso Drive is classified as a "neighborhood access" road in the Town of Danville 2030
General Plan, the traffic volumes are considered acceptable (between 1,500 vehicles and
3,500 vehicles per day) for its classification. However, in consideration of the lack of
sidewalks and bicycle lanes, and proximity to the Iron Horse Trail and John Baldwin
Elementary School, neighborhood residents have continued to express concerns with
prevailing traffic conditions in recognition of the presence of pedestrians and bicyclists that
share the street.
Based on evaluation of the traffic data, and in conjunction with input received from area
residents, staff proceeded to develop a traffic calming plan for Paraiso Drive to address the
concerns of speeding and cut -through traffic. The proposed plan includes the installation of
three (3) speed lumps and two (2) advanced warning signs (Attachment B).
Town staff hosted two virtual neighborhood meetings with Paraiso Drive area residents on
December 19, 2022, and February 27, 2023. Residents in attendance elected to proceed with
a neighborhood petition to gain approval for the proposed traffic calming plan that was
prepared and recommended by staff.
In April 2023, the Town received a completed neighborhood petition in support of the
proposed traffic calming plan with the required percentage of signatures per the NTMP
guidelines (Attachment C). In summary, the petition received 75% approval from residents
of Paraiso Drive within the petition boundary (a minimum approval of 70% is required per
the NTMP Guidelines) and 52% approval from residents of the connecting adjacent streets
(a minimum approval of 50% is required).
PUBLIC CONTACT
Posting of the meeting agenda serves as notice to the general public. Property owners along
Paraiso Drive and the immediate adjacent streets that were included in the petition area
have been notified (Attachment D).
FISCAL IMPACT
The costs associated with the installation of the recommended traffic calming measures are
approximately $9,500. Sufficient funds have been appropriated in the 2022/2023 Capital
Improvement Program as part of CIP No. C-305.

RESOLUTION NO. 38-2023
AUTHORIZING THE INSTALLATION OF TRAFFIC CALMING MEASURES
CONSISTING OF THREE (3) SPEED LUMPS AND TWO (2) ADVANCED
WARNING SIGNS ON PARAISO DRIVE BETWEEN CAMINO RAMON AND
BROOKSIDE DRIVE
WHEREAS, Paraiso Drive is a public street maintained by the Town of Danville; and
WHEREAS, Goal 12 of the Town of Danville General Plan directs the Town to "Provide
for safe and efficient travel on Town of Danville streets"; and
WHEREAS, Policy 14.01 of the Town of Danville General Plan directs the Town to
"Implement neighborhood traffic management measures, which increase neighborhood
livability, discourage speeding, and ensure vehicle, pedestrian, and bicycle safety"; and
WHEREAS, as part of 2022/23 Capital Improvement Program Project No. C-305, the
Town Council has appropriated funding for installation of traffic calming measures; and
WHEREAS, the resident petition and consent of adjacent property owners have secured
the required support for installation of traffic calming measures that include three (3)
speed lumps and two (2) advanced warning signs on Paraiso Drive between Camino
Ramon and Brookside Drive to enhance traffic safety and reduce vehicular speeds; and
WHEREAS, the purpose of the traffic calming measures is to lower prevailing speeds to
within acceptable standards to enhance neighborhood livability; and
WHEREAS, 75% of residents on Paraiso Drive and 52% of residents of the connecting
adjacent streets support this action; now, therefore be it
RESOLVED, that the Danville Town Council hereby authorizes the installation of traffic
calming measures consisting of three (3) speed lumps and two (2) advanced warning
signs on Paraiso Drive between Camino Ramon and Brookside Drive.

Paraiso Drive NTMP
Petition for the Installation of Traffic Calming Devices
On Paraiso Drive
In August 2022, the residents of the Paraiso Drive neighborhood voiced concerns about
excessive vehicle speeds and traffic safety along Paraiso Drive, East of Camino Ramon, and
subsequently applied to participate in the Town of Danville's Neighborhood Traffic
Management Program (NTMP) to mitigate the stated traffic safety concerns. The Town of
Danville staff hosted two publicly noticed virtual meetings with in December 2022 and February
2023. Through this engagement process, the neighborhood has indicated an interest in traffic
calming measures, as shown in the attached traffic calming plan, and requests to advance the
traffic calming plan to the next step of the NTMP process consisting of polling the residents of
Paraiso Drive for their concurrence via a petition.
We, the residents of the Paraiso Dr Neighborhood, by way of this petition, request the
installation of traffic calming enhancements as shown on the attached traffic calming plan for
Paraiso Drive, between Camino Ramon and Brookside Drive.

NOTICE OF PROPOSED TRAFFIC CALMING DEVICES
The purpose of this notification is to inform you of the Town Council agenda item to
consider the approval of a traffic calming plan along Paraiso Drive between Camino
Ramon and Brookside Drive.
Residents in the Paraiso Drive are participating in the Town's Neighborhood Traffic
Management Program ("NTMP") process to address traffic safety concerns along
Paraiso Drive. In August 2022 an application was received by the Town from residents
requesting to participate in the NTMP process stating concerns of speeding and cut -
through traffic along Paraiso Drive.
In October 2022 the Town conducted a traffic study to measure the vehicular speed and
volume data on Paraiso Drive. The Town invited Paraiso Drive area residents to a
neighborhood meeting on December 19, 2022 to share the speed and volume data and
discuss potential next steps in the NTMP process. At the December 19 meeting,
residents chose to move forward with the NTMP petition process to gather approval
from residents on a proposed traffic calming plan.
In April 2023 the Town received a completed neighborhood petition with the required
percentage of signatures, per the program guidelines, that were in support of the
proposed traffic calming plan.
Traffic Calming Plan
The traffic calming plan consists of the installation of three speed lumps and two
advanced warning signs. The attached traffic calming plan provides a map with
approximate locations of the proposed installations.
With the NTMP requirements met, the Town Council will be considering the Paraiso
Drive traffic calming plan at its regular meeting on May 16, 2023, at 5:00 p.m. at the
Town Meeting Hall, 201 Front Street.
You are welcome to attend this meeting and express your comments and concerns to
the Town Council. In the interim, if you should have any questions or concerns
