1. CALL TO ORDER
The regular meeting of the Danville Planning Commission was called to order by
Chair Radich at 5:00 p.m. in the Town Meeting Hall, 201 Front Street, Danville,
CA.
Present: Archie Bowles, Commissioner
Robert Combs, Commissioner
Mary Grace Houlihan, Commissioner
Ken Mintz, Commissioner
Lou Palandrani, Commissioner

Paul Radich, Chair
Excused: Mark Graham, Vice Chair
2. CHANGES TO THE ORDER OF THE AGENDA
There were no changes to the order of the agenda.
3. FOR THE GOOD OF THE TOWN
There were no public comments.
4. CONSENT ITEMS
4.1 Consider approval of the Summary of Actions from the February 28, 2023,
Planning Commission regular meeting
4.2 Consider approval of Resolution No. 2023-03, approving Land Use Permit
request LUP23-0009 reapproving expired Land Use Permit DEV11-0087

authorizing the continued operation of an unmanned wireless
telecommunication facility at 1970 Diablo Road, which is located within a
Town-identified Major Ridgeline area

5. PUBLIC HEARINGS
5.1 Consider approval of Resolution No. 2023-04, adopting a Mitigated
Negative Declaration of Environmental Significance and approving Minor
Subdivision request MS 870-2022 and Tree Removal request TR23-0007
allowing the subdivision of an existing 2.15-acre parcel located at 824
Danville Blvd. into four single-family residential lots. The Tree removal
request would allow for the removal of 38 Town-protected trees.
Development Coordinator Fred Korbmacher presented the staff report.
Chair Radich opened the item to the Commission for questions.
Mr. Korbmacher and Chief of Planning, David Crompton answered the
Commissioner’s questions.
Jason Bond, applicant, gave some context and background on the project and
answered commissioner’s questions.
Chair Radich opened the item to public comments.
Celeste Gurule, Danville resident, and neighbor, is in favor of the project but
concerned about the number of trees that are up for removal. She would
like to see as many trees retained as possible.
Chair Radich closed the item to public comment and brought it back to the
Commission for discussion.
Commissioner Mintz participated in the vote as the Commission Alternate.

ADOPTING A MITIGATED NEGATIVE DECLARATION OF
ENVIRONMENTAL SIGNIFICANCE AND APPROVING MINOR
SUBDIVISION REQUEST MS 870-2022 AS AMENDED BELOW AND TREE
REMOVAL REQUEST TR23-0007 AS AMENDED BELOW ALLOWING
THE SUBDIVISION OF AN EXISTING 2.15-ACRE PARCEL LOCATED AT
824 DANVILLE BLVD. INTO FOUR SINGLE-FAMILY RESIDENTIAL
LOTS.
• THE TREE REMOVAL REQUEST IS TO BE FURTHER
COORDINATED WITH THE FINAL DEVELOPMENT PLANS SO
THAT TREES THAT ARE WITHIN THE YARD SETBACK AREAS
ARE FURTHER EVALUATED SO AS TO POTENTIALLY
MAINTAIN AS MANY EXISTING TREES AS POSSIBLE,
COORDINATION TO BE DONE WITH A CERTIFIED ARBORIST,
THE DEVELOPER AND TOWN STAFF. IN ADDITION, THE
FINAL LANDSCAPE PLANS ARE TO INCORPORATE TREES
THAT ARE PART OF THE MITIGATED MEASURES ASSOCIATED
WITH THE TREE REQUEST
• AMEND CONDITION OF APPROVAL TO ACKNOWLEDGE THE
PRESENCE OF LEAD, DIELDRIN AND CHLORDANE AT ABOVE
ACCEPTABLE CONCENTRATIONS

6. REPORTS AND COMMUNICATIONS
6.1 Commissioner and Staff Reports
Chair Radich updated the Commission on his presentation to the Town
Council at the April 4, 2023, meeting. Town Council extends their
appreciation to the Planning Commission for the work that they do.
7. ADJOURNMENT
The special meeting of the Danville Planning Commission was adjourned at 5:48
p.m.
