Subcommittee #1 Iron Horse Trail Safety Review

The Bicycle Advisory Commission (BAC) is tasked with advising the Danville Town Council on the
conditions, operations, and safety of existing bicycle facilities in Danville. This report focuses on
the safety conditions of the Iron Horse Trail (IHT), a heavily used bike facility that crosses
Danville from north to south and summarizes BAC findings. Even though the IHT trail is not
owned or managed by the Town of Danville, many Danville residents use the trail daily making
it one of the busiest bike and pedestrian routes in Danville. The report finds that 20% of the
bike vs vehicle collisions in Danville occur at street crossing on the IHT. The Town has several
capital projects to improve the safety of trail users crossing streets, so the subcommittee
focused on identifying safety hazards not addressed by these projects. The primary hazards
identified were bollards, raised sewer manhole covers, and pavement cracks. We established
an IHT Stakeholder working group with members from East Bay Regional Park District (EBRPD),
Contra Costa County, and the Town of Danville.
At the second meeting of the BAC on November 28, 2022, four Subcommittees were formed.
Subcommittee #1 was to focus on the Iron Horse Trail Corridor Safety, and was assigned to
Chair Alan Kalin and Vice Chair Bruce Bilodeau. The first task undertaken by Subcommittee #1
was gathering all available data on bike vs vehicle collisions in Danville from California Highway
Patrol, Contra Costa County Sheriff and Danville Police databases. Between 2009 and June
2022, there were 180 bike vs vehicle collisions in the Danville area, with annual numbers
ranging from 7 to 21 (see chart below). However, over this period there were 35 bike vs vehicle
collisions at Iron Horse Trail street crossings within the Town of Danville, about 20% of all bike
vs vehicle collisions in Danville. Even just considering the past 5 years of data, IHT crossing
collisions still account for about 20% of the collisions in the Danville area. At this time the only

data we have access to are collisions near the trail on town streets; we have not been able to
access any collision data on the trail itself.

On November 1, 2022, the IHT Corridor Safety Subcommittee walked in the rain along the IHT
with John Mercurio, East Bay Regional Park District (EPRPD), Board Member Elect, Ward # 6.
The purpose of the meeting was to discuss safety hazards for cyclists and pedestrians along the
IHT and possible solutions as the trail passes though the Town of Danville (Hartford Road to
Fostoria Way).
On November 9, 2022, we participated in a "Zoom" meeting with Sean Dougan, EBRPD Trails
Program Manager and Michael Stangl, EBRPD Maintenance and Skilled Trades Project
Coordinator.
As result of those meetings we began extensive research and safety analysis of the bike vs
vehicle collisions, pavement cracks, raised manhole covers and bollards along the IHT.
On February 23, 2023, we organized the first Iron Horse Trail Stakeholders Working Group
meeting. It was followed by an hourlong bicycle ride on the trail stopping along the way to
discuss safety issues and suggested improvements. This Working Group consists of
representatives from the East Bay Regional Park District, Contra Costa County and the Town of
Danville. The mission of the Working Group is to improve the safety conditions on the Iron
Horse Trail, especially at street crossings for bicycles and pedestrians within the Town of
Danville. Participants include Andy Dillard, Transportation Manager, Town of Danville; Carl
Roner, Senior Civil Engineer, Iron Horse Corridor Manager, Contra Costa County Public Works
Department; Eric Bowman, Maintenance Superintendent, Public Work Administration, East Bay

On March 16, 2023, Alan Kalin met with Joshua Whitman, Collection System Operations
Maintenance Crew Leader, Central Contra Costa Sanitary District. The purpose of the meeting
was to access several raised Manhole/Maintenance covers along the IHT from Sycamore Valley
Road Greenbrook Drive.
