HomeMy WebLinkAbout3.3 PARKS, RECREATION AND ARTS COMMISSION STAFF REPORT 3.3 TO: Parks, Recreation and Arts Commission March 8, 2023 SUBJECT: Diablo Vista Park Renovation Design Concept Review BACKGROUND Play area renovations are a routine part of the Town’s 5-Year Capital Improvement Program (CIP) efforts. As playgrounds age, the equipment requires replacement every 15 to 20 years, essentially establishing a rotation replacement program. The next in the playground rotation is Diablo Vista Park. Diablo Vista Park is a 20-acre community park located at the c corner of Crow Canyon and Tassajara Ranch roads (1,000 Tassajara Ranch Drive). This park serves community-level interests, providing night-lighted soccer and baseball fields, tennis courts, basketball, children’s play area, and family and group picnic sites. Unique to this renovation is the addition of a multi-sport skate feature, a direct outcome of the 2017 Parks, Recreation, and Arts Strategic Plan that looked at a broad spectrum of community needs. The chosen park location is the result of a feasibility analysis and extensive feedback from Danville residents and facility users during a public process that spanned over two years, from late 2017 to late 2019. At its December 2022 meeting, the Commission received an update detailing how the Diablo Vista Park Renovation Project would be moving forward and that it will be designed to create a unique space, providing a harmonious design encompassing a renovation of the existing children’s play areas and the incorporation of a multi-sport skate park. The Commission also reviewed and provided feedback on the draft community survey. DISCUSSION Based upon Commission input, community feedback through the survey, and staff input, the project consultants O’Dell Engineering and Spohn Ranch Skate Parks have created preliminary design concepts. Attachment (A) contains the community survey results, the two design concepts for the playground area, and a concept for the multi-sport skate park for review. The design concepts provided today will utilize the general playground footprint. The skate park concept is shown in an underutilized location within the park just south of the playground and has a serpent theme. The playground concepts will include the following: Concept A • Modern theme materials and play equipment • Renovated main plaza area • Skate Park entry on the west side • Separated playground and skate park • Picnic area on top of the hill with views of the playground and skate park • Preservation of existing trees Concept B • Natural theme materials and play equipment • Renovated main plaza area • Skate Park entry through the main plaza • Connected playground and skate park • Views of the playground and skate park from an overlook • Remove and replace existing trees that are unhealthy NEXT STEPS Staff requests a recommendation for the theme of the park renovation, preferred layout, and selection of the inspired style of site furnishings and playground equipment. RECOMMENDATION Receive the Diablo Vista Park Renovation Design Concept presentation and provide feedback as needed.
