SUBJECT: Resolution No. 17-2023, appropriating $74,170 from Asset Replacement Fund and
authorizing the purchase of one Police Patrol Vehicle to replace an
existing patrol vehicle that is not roadworthy and too costly to repair
BACKGROUND
The Town owns and operates a fleet of marked and unmarked police vehicles which
is used by command, patrol, and traffic personnel to carry out the mission of the
Police Department. Police Services uses a total of 13 patrol vehicles. Police
Services planned to replace four vehicles that were outside of their serviceable life by
purchasing two new patrol vehicles in July 2021 and then two more patrol vehicles in
July 2022 using asset replacement funds. Due to supply chain and delivery delays,
the vehicles ordered in July 2021 were delayed by 18 months, requiring officers to
put higher mileage on fewer cars, and spend an outsized portion of the vehicle
service budget to keep those vehicles in a roadworthy condition. As a result, the
remaining patrol vehicles have high mileage and a large per car cost to repair.
Because finding available police patrol vehicles for sale has been incredibly difficult
across the State of California, Police Services requested several local dealers to
advise if there were inventory vehicles for sale.
DISCUSSION
The Police Services patrol vehicle fleet consists of the Ford SUV Interceptor and the
Chevrolet Tahoe Police Pursuit Vehicle (PPV). Due to market scarcity, the type of
vehicle purchased is based on market availability.
In February 2023, Dublin Chevrolet advised Police Services that they had one
Chevrolet Tahoe PPV in stock and ready for delivery. Currently, in-service Police
Services vehicle 2138 is a 2014 Chevrolet Caprice PPV with over 124,000 miles.
Police Services has spent over $15,000 on vehicle 2138 to keep it in a serviceable
condition over the past three years. Based on the overuse of our current fleet of
vehicles and due to the scarcity of replacement vehicles over the past two years,
vehicle 2138 should be replaced immediately with the Chevrolet Tahoe PPV being
held in stock for Danville Police by Dublin Chevrolet to avoid further and expensive

maintenance costs on a vehicle outside of its usable service life. A total expenditure
of $74,170 is required to purchase and equip the new vehicle. Funding for the
vehicle is available in the Asset Replacement Fund.

RECOMMENDATION
Adopt Resolution No. 17-2023, appropriating $74,170 from Asset Replacement Fund and
authorizing the purchase of one Police Patrol Vehicle to replace an existing patrol
vehicle that is not roadworthy and too costly to repair.

APPROPRIATING $74,170 FROM ASSET REPLACEMENT FUND AND
AUTHORIZING THE PURCHASE OF ONE POLICE PATROL VEHICLE TO
REPLACE AN EXISTING PATROL VEHICLE THAT IS NOT ROADWORTHY
AND TOO COSTLY TO REPAIR
WHEREAS, the Town of Danville utilizes various types of police vehicles to meet the
service needs of the Town and accomplish the mission of the Police Department; and
WHEREAS, the scarcity of patrol vehicles in the market created an increased need to
acquire available patrol vehicles as they become available; and
WHEREAS, the immediate availability of a Chevrolet Tahoe Police Patrol Vehicle on the
lot of Dublin Chevrolet provided the opportunity to replace a high milage vehicle that
has cost over $15,000 in the past three years to keep it roadworthy; now, therefore, be it
RESOLVED, that the Danville Town Council hereby appropriates $74,170 from Asset
Replacement Fund to purchase one new police patrol vehicle; and, be it further
RESOLVED that the Danville Town Council hereby authorizes the Town Manager to
execute a contract to purchase one Chevrolet Tahoe Police Patrol Vehicle.
