HomeMy WebLinkAbout022123-03.1FINANCE COMMITTEE MEMORANDUM 3.1 TO: Mayor and Town Council February 21, 2023 SUBJECT: Authorize the Town Manager to execute a Professional Services Agreement with O’Dell Engineering for green infrastructure design services for the Diablo Vista Park Renovation Project, CIP No. B-560 BACKGROUND The Town and other agencies countywide as a permittee of the Municipal Regional Stormwater Permit (MRP), NPDES Permit No. CAS612008, Order No R2-2022-008, under Provision C.3 shall implement or cause to be implemented, green infrastructure projects within jurisdictions by June 30, 2027. The Towns numeric retrofit acreage requirement is 2.67 acres. The retrofit assignment is three acres per 50,000 population, prorated with a minimum expectation of 0.20 acres and a maximum expectation of five areas. The population data for the Town is from the 2019 U.S. Census Bureau Population Estimate. This requirement can be achieved through an individual or countywide basis. Diablo Vista Park and the Sycamore Valley Road Park and Ride (Park and Ride) green infrastructure projects were identified as locations to implement these requirements. The Park and Ride is currently near completion. The Diablo Vista Park improvements are scheduled to be completed before 2024, which would allow the Town to meet its required obligation prior to the June 30, 2027, deadline. This project will construct green infrastructure improvements to treat storm water runoff from the existing north parking lot adjacent to the existing play area project, coordinated in conjunction with the Diablo Vista Park Renovation Project. The consultant’s proposal includes additional topographic survey, geotechnical borings, and engineering and landscape design. DISCUSSION Capital Improvement Project Diablo Vista Park Capital Maintenance, CIP No. B-560 provides for the maintenance and improvements at Diablo Vista Park. On December 29, 2022, O’Dell Engineering submitted a proposal with a not to exceed budget of $29,205 to provide green infrastructure design services. The proposal is included as Attachment A. Consistent with the Town’s Purchasing Policy, the total not to exceed budget of $29,205 requires authorization from the Finance Committee. Sufficient funds have been appropriated in the approved 2022/23 Capital Improvement Program for CIP B-560 (Attachment B) to cover the contract costs. This additional service will be a change order to the original contract dated 10/26/2022. The services required for this work include the site investigation work for the parking lot and area to the west. This work includes topographic surveying and geotechnical investigation. These additional services were completed while the crews were at the site performing work for the original project scope, in an effort to eliminate additional site mobilization and reduce costs for the Town. In addition, this proposal includes civil engineering and landscape architecture services for the additional stormwater management areas requested to be included by the Town. These services are described below, to be included with the bid package for the park. Scope of Work Task 1: Site Analysis/Data Collection & Review Topographic Survey – Topographic surveying was added to the site survey completed the week of 11/28/22. Spot grades will be included of the top of curb and pavement grades, tree locations, sidewalk grades and solar array post locations. See attached Exhibit A for additional area surveyed. Geotechnical Investigation – To determine the potential infiltration rates at the open space to the west of the parking lot area, Engeo drilled two borings, logged the subsurface conditions, and performed percolation testing the week of 11/28/2022. The boring test holes were pre-soaked overnight, and measurement of percolation rate was measured and documented the following day. See Exhibit B for additional boring and testing locations. TASK ONE FEES: Topographic Survey $ 6,700. Geotechnical Investigation and Report $ 3,300. Project Management / Landscape Architecture $ 1,350. Subtotal – Task One $11,350. Task 2: Construction Documentation – The documentation for these additional areas will be included in the submittal packages described in the original contract at 30%, 75% and 100%. Documentation will indicate that this portion of work may be a Bid Alternate. See Exhibit C for the additional area to be included in the set. Civil Engineering– Storm Water Management Plan Prepare a Storm Water Management Plan (SWMP), per Town of Danville requirements consisting of: •Site Assessment •Site Design •Source Control Measure •Treatment Control Measure •Baseline Hydro Modification •Full Hydro Modification •Operations & Maintenance •Implement storm water requirements into construction drawings Construction Documentation Prepare 1”=20’ scale drawings for construction. Plans will include: •Demolition plan •Grading and storm drain utility plan •Inlet/outlet structures •Details •Erosion Control Landscape Architecture – Construction Documentation Incorporate additional area for SWQ management into the overall set of construction documents, including the following: . •Include the additional area in the overall project scope. •Add planting and irrigation improvements to these areas. •Incorporate improvements in a harmonious manner considering adjacent pathways, skate park and playground design components. •Include language in specifications and plans that this work will be a bid alternate. TASK TWO FEES: Civil Engineering $12,010. Landscape Architecture $ 5,845. Subtotal – Task One $17,855. TOTAL FEES: $29,205. Limitations: •The basin will be designed to treat only the storm runoff from the southern portion of the parking lot •Construction drawings will be made a part of the landscape architecture plan package •Storm drain studies, or any hydrology/hydraulic studies beyond the existing parking lot is excluded •SWPPP/QSP is excluded •Does not include structural calculations or design for walls, structures, pedestrian bridges, or other site features. •Does not include fees, permits, or processing of permits. •Does not include utility trench and electrical design. •Excludes providing additional consultation and coordination outside of the scope of work, as requested by client. This may include meetings with the Client and agencies and assistance with permitting etc. •Participation in meetings or conference calls beyond listed in the scope of work will be billed at hourly rates, per the attached fee schedule.
