Town Council – Regular Meeting SUMMARY OF ACTIONS January 10, 2023 - DRAFT 1. CALL TO ORDER The regular meeting of the Danville Town Council was called to order by Mayor Storer at 5:00 p.m. in the Town Meeting Hall, 201 Front Street, Danville, CA. Present: Robert Storer, Mayor Karen Stepper, Vice Mayor Newell Arnerich, Councilmember Renee Morgan, Councilmember Excused: Dave Fong, Councilmember 2. PLEDGE OF ALLEGIANCE TO THE FLAG The pledge of allegiance to the flag was led by Coach Becker. 3. CHANGES TO THE ORDER OF THE AGENDA Town Manager Joe Calabrigo announced the following changes: move agenda item 5.1 to be presented prior to item 4; minor edits to item 6.1 Summary of Actions; and edit to item 6.4, staff report page 1, total contract amount should be $10,228,835.35. Town Manager Joe Calabrigo recommended adding two urgency items to the agenda because the need arose less than 72 hours after the agenda was posted: (1) add a Storm Report to follow the presentation of a proclamation; and, (2) add consent item 6.5, confirming the Director of Emergency Services proclamation of existence of a local emergency. MOTION BY COUNCILMEMBER ARNERICH, SECOND BY VICE MAYOR STEPPER TO ADD TWO URGENCY ITEMS TO THE AGENDA MOTION CARRIED 4-0-0-1; COUNCILMEMBER FONG ABSENT DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS JANUARY 10, 2023 3A. STORM REPORT – ADDED AS URGENCY ITEM Town Manager Joe Calabrigo and Director of Maintenance Services Dave Casteel provided an update on the recent storm activity, a summary of storm impacts, and Town storm response. 4. FOR THE GOOD OF THE TOWN The following individuals submitted speaker cards in opposition to pickleball courts proposed for Osage Station Park: Diana Preas Julia Philbert Chuck Preas expressed concern regarding the pickleball courts proposed for Osage Station Park. 5. PRESENTATIONS AND PROCLAMATIONS 5.1 Presentation of a proclamation by Mayor Storer to San Ramon Valley High School Football Coach Aaron Becker recognizing the San Ramon Valley High School Football team as Division Champions PRESENTED AFTER ITEM 3 Mayor Storer presented the proclamation. 6. CONSENT CALENDAR 6.1Consider approval of the Summary of Actions from the regular Town Council meeting of December 20, 2022 MINOR EDITS 6.2Consider approval of the Register of Demands 6.3Consider adoption of Resolution No. 1-2023, authorizing the submittal of a request to the Metropolitan Transportation Commission for the Allocation of Fiscal Year 2023/24 Transportation Development Act Article 3 Pedestrian/Bicycle Project Funds 2 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS JANUARY 10, 2023 6.4Consider adoption of Resolution No. 2-2023, approving a Notice of Completion for the 500 La Gonda Way Tenant Improvements Project, CIP No. B-626 MINOR EDIT 6.5Consider adoption of Resolution No. 3-2023, confirming the Director of Emergency Services proclamation of existence of a local emergency ADDED AS URGENCY ITEM MOTION BY VICE MAYOR STEPPER, SECOND BY COUNCILMEMBER ARNERICH, TO APPROVE THE CONSENT CALENDAR ITEMS 6.1 THROUGH 6.5, INCLUDING MINOR EDITS TO ITEMS 6.1 AND 6.4 MOTION CARRIED 4-0-0-1; COUNCILMEMBER FONG ABSENT 7. COMMUNICATIONS 7.1Quarterly Police Department Report by Danville Police Chief Allan Shields Allan Shields provided the report. 7.2Business and Economic Development Director report by Jill Bergman Jill Bergman provided the report. 8. ADMINISTRATIVE STAFF REPORTS (Public comment invited) 8.1Consider proposed Solid Waste and Recycling rates for 2023 (Rate Year 9) and forward a recommendation for an 8% rate increase to the RecycleSmart Joint Powers Authority Management Analyst Cat Bravo presented the staff report. Mayor Storer opened the item to public comment. There were no speakers. Mayor Storer closed the item to public comment. 3 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS JANUARY 10, 2023 MOTION BY VICE MAYOR STEPPER, SECOND BY COUNCILMEMBER MORGAN, TO APPROVE PROPOSED SOLID WASTE AND RECYCLING RATES FOR 2023 (RATE YEAR 9) AND FORWARD A RECOMMENDATION FOR AN 8.0% RATE INCREASE TO THE RECYCLESMART JOINT POWERS AUTHORITY MOTION CARRIED 4-0-0-1; COUNCILMEMBER FONG ABSENT 9. TOWN COUNCIL REPORTS 9.1Bicycle Advisory Commission liaison report by Vice Mayor Stepper Vice Mayor Stepper provided the report. 9.2Town Council updates Councilmembers provided updates on events and activities in Danville. 10.
