Community-driven Process Developed through a dynamic and community driven process, the Roadmap reflects the needs, interests, and priorities of a diverse cross-section of Danville community members. Over three hundred community members participated in a broad range of outreach activities including:  Intercept Events  Online Questionnaire  Senior Advisory Commission Work Sessions Vision Live Locally. Mission  Keep residents, businesses, and property safe  Provide well-maintained public facilities  Protect our environment, preserve our history, and retain the distinctive character  Celebrate diversity, dignity, and equality for all members of our community  Provide opportunities that support residents’ growth and enrichment  Promote and support economic vitality and growth  Represent and promote Danville’s best interests  Celebrate community through family oriented special events  Engage and communicate with residents and businesses effectively Call to Action The Age-Friendly Roadmap provides tools for the Town, the Senior Advisory Commission, and the community to improve the quality of life for residents of all ages. To achieve the community’s vision, we encourage Town partners and community stewards to commit to taking action in your own spheres of influence. Within the five livability domains highlighted on the following pages, we outline strategies that are responsive to our community’s needs and aligned with international age-friendly best practices. With the energy, commitment, and passion of all of us working together, we will achieve our vision of an age-friendly Danville, where all residents are valued and thrive. Danville Age-Friendly Roadmap 2022: Strategic Plan 3 <Infographic Page 2 Content> Livability Domains Transportation Provide accessible, safe, convenient, and affordable travel options – including public transit, rideshare, walking, and biking – to get people of all ages where they need to go. Housing Assure that older people can age in place—stay in their homes and communities for as long as possible— and have a diverse range of housing options that are accessible, safe, convenient, and affordable. Social Connections and Community Support Create opportunities for intergenerational and multicultural interaction that promote health and wellness and connect people of all ages to a diverse array of resources and services available in Danville. Outdoor and Indoor Facilities Provide people of all ages and abilities with indoor and outdoor places to gather, exercise, socialize, and access services to support active and healthy lifestyles. Activities and Programs Offer a wide variety of learning, fitness, social, multicultural, and intergenerational activities for people of all ages, abilities, and incomes to enjoy. Danville Age-Friendly Roadmap 2022: Strategic Plan 4 Chapter 1: Introduction and Context One of the biggest demographic trends in Danville, and in many places across the nation, is the aging of our population. Between 2000 and 2020, the percentage of Danville residents that are 65 years and older increased from 10% to 18.4%. In 2021, the Town of Danville and the Senior Advisory Commission developed this Age-Friendly Roadmap that outlines goals and strategies to make Danville even more livable and better able to support people of all ages. Danville Community As you can see from our vision statement, Danville is an outstanding place to live. Its quaint small-town charm, and reputation for being one of the safest cities in California, draws long-time residents and visitors alike. With views of Mt. Diablo, the town offers an array of parks, trails, and arts and recreation activities for all ages. We take our mission to heart and work hard to be accessible and responsive to our entire community. Mission  Keep residents, businesses, and property safe  Provide well-maintained public facilities  Protect our environment, preserve our history, and retain the distinctive character  Celebrate diversity, dignity, and equality for all members of our community  Provide opportunities that support residents’ growth and enrichment  Promote and support economic vitality and growth  Represent and promote Danville’s best interests  Celebrate community through family oriented special events  Engage and communicate with residents and businesses effectively Demographics (age, gender, race/ethnicity) With a 2020 population of 44,164, Danville has increased by 5.05% since the most recent census, which recorded a population of 42,039 in 2010. As discussed, Danville is aging, with the recent census indicating that 18.4% of residents are sixty-five or older. The median age in Danville is 45.7 years, which is about 20% higher than the figure in the San Francisco-Oakland-Berkeley, CA Metro Area and about 25% higher than the figure in California. The 2020 census also shows that 80.54% of the population is white and 68.4% have either a bachelors or graduate degree. The vast majority, 83.72%, of Danville residents speak only English, while 16.28% speak other languages. The non-English language spoken by the largest group is Asian and Pacific Island languages, which is spoken by 6.88% of the population. The average household income in Danville is $214,627 with a poverty rate of 3.44%. The median rental costs in recent years comes to $2,489 per month, and the median house value is $1.09 million. Danville Age-Friendly Roadmap 2022: Strategic Plan 5 Plan Purpose and Development The Danville Age-Friendly Roadmap is designed to:  Outline goals and strategies to make Danville more livable and better able to support people of all ages.  Help people to stay in their communities as they age and as their needs change.  Improve the quality of life for the very young, the very old, and everyone in between! This Roadmap is intended for use by Town staff, Senior Advisory Commission members, collaborating agencies and organizations, and other decision makers to ensure the high quality of life enjoyed by Danville residents and visitors is equally accessible to all age groups. The planning process, led by MIG, Inc., included three phases: Phase 1 – Where are we now?; Phase 2 - Where do we want to be?; and Phase 3 - How do we get there? These three phases encompass efforts to identify current conditions, determine the community’s future vision, and create a dynamic plan for achieving the established vision. Why This Work is Important The Age Wave The largest generation in America’s history, fondly known as the Baby Boomers, is aging. Simultaneously, due to advances in health care, people are living longer. This convergence has thrust our country into an age wave. In 2032, the population age 65+ will exceed the number of children under age 15 for the first time in our history and by mid-century, one in five U.S. residents is expected to be aged 65 years or over. In Danville, the largest increase in 2020 population, compared to 2000, was the 65+ age group, who jumped from 10 to 18% of the population. Aging in Place The U.S. Centers for Disease Control and Prevention defines aging in place as "the ability to live in one's own home and community safely, independently, and comfortably, regardless of age, income, or ability level.” As the aging population grows and their needs change, Danville wants to ensure that our community supports aging in place. To do that, we know we need to look at factors such as land use, housing and transportation, as well social and community connections. How do we get there? Where do we want to be? Where are we now? Danville Age-Friendly Roadmap 2022: Strategic Plan 6 Equity and Social Justice Danville is committed to implementing the Age-Friendly Roadmap in a way that supports optimal aging for all of Danville’s residents, including people of color, immigrants, English language learners, LGBTQ community members, and women. Figure 1 illustrates the race for Danville residents over 60 years of age. American Community Survey Population 60 Years and Over in the United States Danville Age-Friendly Roadmap 2022: Strategic Plan 7 Chapter 2: Community Engagement: Understanding the Needs The Age-Friendly Roadmap was developed through a community-driven process and engaging with Danville residents was integral to each phase of the planning process. Through the public outreach program, the Town of Danville engaged over three hundred community members through the following activities:  Commission Baseline Matrix. The Senior Advisory Commissioners inventoried senior services and needs with the goal of providing a snapshot of Danville’s age-friendliness today, including availability of services (e.g., health care, recreation, food), transportation options, housing options, and other aspects that make aging in place possible.  Online Questionnaire. The online questionnaire was an 18-question survey focused on the needs of older adults. Questions related to how respondents use available services, their satisfaction with those services, what types of programs and facilities they would like to see more of.  Intercept Events. Danville staff and Commissioners brought interactive poster boards to locations throughout Danville to solicit people’s opinions on the needs of older adults, as well as the services older adults use and would like to use. The six intercept events gathered responses from over one hundred people and reached community members that may not normally attend traditional engagement events, such as meetings or workshops.  Senior Advisory Commission Work Sessions. The Senior Advisory Commission held three work sessions to receive updates on the planning process and provide direction. Commissioners helped shape and conduct the community outreach program and provided key insights into the Roadmap framework. Community Involvement Findings Key themes that emerged from the engagement activities and subsequently guided plan developed are summarized below. Commission Baseline Matrix  Recreation options are well-covered, especially by the Town. There will be opportunities to continue to broaden and adjust offerings, and current practices and trajectories mean the Town will likely evolve.  Contra Costa County is a strong provider of and conduit to services. Are there additional ways the Town can further leverage the County's strengths to increase age-friendliness in Danville?  Most available resources (outside of the recreation realm, which offers more options) are designed for aging adults with health or mobility issues or those who have made the decision to move into age-segregated housing or participate in age-segregated programs.  Further developing the "hub for resources" concept and how this will be sustained and carried forward seems like a strong direction that would have a tangible positive impact on Town residents and could be more inclusive of different ages and situations. Danville Age-Friendly Roadmap 2022: Strategic Plan 8  Summary of Age-Friendly Baseline MIG, Inc. are focused/targeted and hard to connect with for a general resident who is not necessarily in a crisis.  Even with the "hub for resources" concept, there appears to be a need for more transportation and housing/aging in place options. A review of the Open Town Hall survey seems to confirm that residents feel that way too. Survey  Nearly 75% of respondents said recreation, social and educational programs are needed to comfortably grow old in Danville.  Participants (73%) overwhelmingly said not knowing where to look for information was a challenge.  Over 60% of respondents felt the most pressing concern is staying connected.  Over 60% of respondents have participated in an adult or senior program, service, or activity in the past three years.  Participants noted a wide range of issues impacting adults and seniors in Danville. The rising cost of living was selected by a majority or just over 50% of respondents.  Over 50% of respondents said an adult or senior in their household use exercise classes.  Reasons varied widely for why respondents do not participate in adult/senior programs, services, or activities. Intercept Events  The three most pressing needs for supporting adults and growing older in Danville was staying connected to family, friends and community members; accessing health care; and the high-cost of health care.  Local community resources, special events, and exercise classes are the top three services and programs that are used by seniors in a household.  The top four service people want to see more of are recreation, social and educational programs, natural areas, and access to transportation. Senior Advisory Commission Work Sessions October 28, 2020 At the first work session on October 28, 2020, the team set the context of the Roadmap, demographics, and role of the Senior Advisory Commission. The commissioners were invited to share their vision for seniors in Danville, key needs for seniors and ideas for moving forward. Our Vision and Key Needs for Seniors in Danville  Community–Address loneliness and foster social networks for seniors.  Culture and Diversity –Foster a culture of respect and multiculturalism. Danville Age-Friendly Roadmap 2022: Strategic Plan 9  Economic Growth –Support economic growth for seniors.  Facilities and Resources –Expand the senior center and create a centralized hub for resources.  Health and Well Being –Address mental health services and support systems, physical activity, and overall health for seniors.  Housing and Assisted Living –Provide more housing and more independent and assisted living options for seniors.  Inclusive and Multi-Generational –Support multi-generational, inclusive, and integrated spaces and programs.  Sustainable–Promote green and eco-friendly services, programs, and values.  Transportation and Mobility –Provide safe transportation options, shuttle services and improved mobility for Danville seniors. January 27, 2021 At the second work session on January 27, 2021, the team outlined the outreach plan and activities. The commissioners were invited to share their ideas and feedback for the activities. They shared feedback regarding the Open Town Hall Survey, Commission Outreach, Pop-up, and intercept outreach. August 13, 2021 At the third work session on August 13, 2021, the team share the results and findings from the engagement activities that were conducted including the Open Town Hall Survey, Pop-up, and intercept outreach. The team also shared the initial Roadmap strategies and domains of livability for feedback in small groups. The preferred strategies the group highlighted are below 2. Preferred Strategies The participants prioritized the strategies from the initial domains of livability.  Transportation: Partner with senior living communities, shuttle services, and volunteer local drivers to improve transportation access. o Provide readily accessible mobility personal transports (electric wheelchairs, walkers) strategically placed in Danville community  Social Connections & Community-Building: Ensure Danville has a range of housing options, including affordable options, which enable residents to stay in the area through all phases of life o Encourage affordable housing near downtown and other walkable areas o Continue the pre-packaged ADU program o Encourage development of affordable senior living facilities with varying degrees of assistance 2 Building on the existing four domains, the Senior Advisory Commission later added a new domain of housing. Danville Age-Friendly Roadmap 2022: Strategic Plan 10 o Consider the impact of raising property taxes and increasing utility and water costs on residents with fixed incomes, especially retired citizens, and provide programs that help people with these costs.  Outdoor & Indoor Facilities: Provide more flexible recreational facilities for people of all ages and abilities. o Year-round aquatic facilities o Convert tennis courts to include pickleball o Add pickleball courts  Activities & Programs: o Create affordable interesting multigenerational and cultural programs  Senior trips  Organized volunteer activities  Senior programs downtown  Add drop-in class options for people who can only attend one or a few classes due to traveling  Offer a sliding fee scale so lower income residents can afford to participate o Provide more emergency training for seniors and adults  Create an emergency response plan for seniors and adults with limited mobility, minimal local family support and chronic health issues Danville Age-Friendly Roadmap 2022: Strategic Plan 11 Chapter 3: Domains of Livability Danville is committed to making the town a wonderful place for people of all ages and abilities to grow up and grow old. Below is the overall Strategic Plan Framework for the Age-Friendly Roadmap. The Roadmap focuses on improvements in five areas that affect the health and quality of life for older adults. Three of the domains relate to the built environment—transportation; housing; and outdoor and indoor facilities. The other two domains relate to the social environment—social connections and community support and activities and programs. Housing Assure that older people can age in place—stay in their homes and communities for as long as possible— and have a diverse range of housing options that are accessible, safe, convenient, and affordable. Danville Age-Friendly Roadmap 2022: Strategic Plan 13 Chapter 4: Priority Strategies by Domain Transportation Provide accessible, safe, convenient, and affordable travel options – including public transit, rideshare, walking, and biking – to get people of all ages where they need to go. Strategies Underway 1. Partner volunteer local drivers to improve transportation access. 2. Create safe and well-maintained streets, sidewalks and crosswalks for pedestrians, bicyclists, and motorists (e.g., well-lit, no trip hazards, traffic enforcements). 3. Continue implementation of the Townwide Bicycle Master Plan, passed by the Town Council on July 6, 2021. New Strategies 4. Inventory current transportation services and partnerships in and around Danville and communicate the findings with the community. 5. Partner with senior living communities and shuttle services to improve transportation access. 6. Provide local shuttle transportation in downtown Danville. 7. Provide an environmentally sustainable transportation service to take seniors to medical appointments, Friday senior meal pickups, senior trips, remote parking, shopping, etc. This service should not require a phone app. 8. Collaborate with County Connection to offer more transit buses and paratransit vehicles in Danville. 9. Provide readily accessible mobility personal transports (electric wheelchairs, walkers) strategically placed throughout Danville. 10. Apply for grants to provide additional transportation options for people of all ages. 11. Close Hartz Ave between Hartz Way and Diablo Rd to vehicular traffic to create a permanent walking street. 12. Monitor parking lots for safety. 13. Beautify freeway interchanges into Danville. Housing Assure that older people can age in place—stay in their homes and communities for as long as possible— and have a diverse range of housing options that are accessible, safe, convenient, and affordable. Strategies Underway 1. Encourage expansion of accessory dwelling units (ADUs) and detached ADUs for a range of ages, incomes, abilities, and family sizes. 2. Continue Danville’s pre-packaged ADU program. Danville Age-Friendly Roadmap 2022: Strategic Plan 14 New Strategies 3. Expand the range of housing options for a variety of incomes to enable residents to stay in the community through all phases of life. 4. Explore innovative housing models (e.g., home sharing, dementia-friendly housing, cooperative housing, and partnerships among senior living communities). 5. Encourage development of affordable housing and senior living facilities, near downtown and other walkable areas, which allow for varying degrees of independent and assisted living. 6. Consider the impact of raising property taxes and increasing utility and water costs on residents with fixed incomes, especially retired citizens, and provide programs that help people with these costs. 7. Promote independent and assisted living housing options for people with disabilities. 8. Provide convenient access to programs and services such as home repairs, Meals on Wheels, paratransit, multi-generational community facilities, etc. Social Connections and Community Support Create opportunities for intergenerational and multicultural interaction that promote health and wellness and connect people of all ages to a diverse array of resources and services available in Danville. Strategies Underway 1. Create more opportunities for seniors, adults, and youth to interact and get to know each other (e.g., meet-up groups, music classes, volunteer opportunities, community gardens, activities with grandchildren, park clean up, trips to nearby parks, mentoring, technology lessons, coffee/tea talks, more time after or before classes, etc.). 2. Create and promote more events that build a community atmosphere (e.g., concerts in the park, multigenerational events, outdoor and indoor evening events, holidays and cultural celebrations, May the 4th Be with You Star Wars event, and July 4th parade, etc.). New Strategies 3. Improve communication and outreach for available programs and services for seniors and other community members of all ages and abilities. 4. Represent the values and beliefs of Danville. Encourage dignity, kindness, and respect for people of all ages and abilities. 5. Partner with existing organizations or create more partnerships to support social activity and connections (e.g., HOAs, schools, businesses, organizations, churches, senior centers, etc.). 6. Provide resources for caregivers. 7. Provide or expand training for police officers in defusing tense situations. 8. Establish a community liaison or volunteer teams that can connect and check in on seniors and people with disabilities who may face challenges (e.g., internet issues, planning medical care, support during emergencies, etc.). Offer these resources in person, over the phone and online. Danville Age-Friendly Roadmap 2022: Strategic Plan 15 Outdoor and Indoor Facilities Provide people of all ages and abilities with indoor and outdoor places to gather, exercise, socialize, and access services to support active and healthy lifestyles. 1. Inventory existing indoor and outdoor facilities (e.g., theater, art gallery, high school facilities, library, etc.); explore which facilities are underutilized, could be converted and/ or re-purposed for age-friendly community uses, social events, and community-building. 2. Provide flexible recreational facilities, gathering spaces and universal play environments (e.g., year-round aquatic facilities, additional pickleball courts, cooling centers) for people of all ages and abilities. 3. Maintain full service senior centers that can serve as a centralized hub for assistance, information, recreation, resources, and services. 4. Add, maintain, and preserve parks, gardens, green space, open space, and walking trails for residents of all ages and abilities. 5. Provide amenities for indoor and outdoor facilities (e.g., parking, benches, shaded seating areas). 6. Enforce leash laws to ensure safe and comfortable environments for all facility users. Activities and Programs Offer a wide variety of learning, fitness, social, multicultural, and intergenerational activities for people of all ages, abilities, and incomes to enjoy. Strategies Underway 1. Provide opportunities for outdoor activities (e.g., bocce ball, golf, and pickleball) and exercise classes (e.g., less-intensive hiking classes, aquatics classes, and golf lessons). 2. Provide opportunities for classes and services to assist with living a full and stable lifestyle (e.g., tax and financial seminars, technology support programs, emotional support programs, life coaching, informational workshops, etc.). 3. Increase community awareness of existing activities and programs (e.g., newsletters, tabling at community events, etc.). New Strategies 4. Create affordable and interesting multigenerational and cultural programs (e.g., senior trips, organized volunteer activities, mentorship between seniors and students based on their interests, cultural celebrations, etc.) and offer them at various times of day. 5. Create an emergency response plan for seniors and adults with limited mobility, minimal local family support and chronic health issues. 6. Provide more emergency training for seniors and adults. 7. Establish a mentoring program that connects seniors and adults with students and younger people using activities such as pen pals or senior "buddy" programs. Offer a sliding fee scale to encourage participation of lower income individuals or people on fixed incomes. Danville Age-Friendly Roadmap 2022: Strategic Plan 17 Chapter 4: Implementation and Accountability Prioritization Criteria The prioritization criteria reflect the values expressed by the community during the engagement efforts. These prioritization criteria should be used to guide decision making and project sequencing, as well as to rank projects to meet community needs. Funding and Implementation Strategies The Danville Town Council has allocated $500,000 in American Rescue Plan Act (ARPA) funds to implement measures and recommendations identified to support seniors through the “Age-Friendly Roadmap.” The Town will need to continue to diversify and seek new funding sources to meet its Roadmap goals.  Encourage volunteerism and community-built projects. Some community organizations have the interest and capacity to expand supports to seniors.  Actively pursue partnerships and cost sharing agreements with other agencies. Danville Age-Friendly Roadmap 2022: Strategic Plan 18  Consider voter-supported funding measures when appropriate. The Town should explore the feasibility of voter-supported funding measure to determine whether the community is willing to pay for expanded supports for seniors.  Continue to pursue grants. The Town should continue to track grants available to public agencies and apply for those that can support projects and programs outlined in the Roadmap. Potential grant funding to support outlined projects and programs can be found in Appendix C. Annual Work Plans Each year, staff and the Senior Advisory Commission will sit down together to develop a work plan that addresses implementation of the recommendations within the Roadmap. The work plan prioritizes projects and initiatives and defines a lead staff member and lead Commissioner for each project. Work plan development could occur during a Commission meeting, during which progress on Roadmap implementation can also be evaluated. Prior to the annual work plan meeting, each Commissioner may be asked to provide a maximum of 2 to 3 ideas for projects they would like to champion to Town staff. Staff will collect these ideas and initially evaluate the ideas using the following criteria (Appendix D provides a more detailed description of each criterion):  Operational Impact  Capital Improvement Component  Staff Time  Time Frame  Cost Then, the work plan will be developed and refined within the meeting, using the format provided in Table 2. The final work plan will define which staff member and which Commissioner will take the lead on advancing each prioritized project or initiative. The five livability domains focus and amplify the work ahead to ensure that all Danville residents enjoy the highest quality of life and can age comfortably and with dignity in their own community. The Roadmap provides direction and guidance, but remains flexible enough to allow Danville to respond to new opportunities or adapt in the face of unforeseen challenges. As Danville embarks on its Downtown Master Plan update, this Roadmap provides important insights into how to ensure the town is age friendly. Through the energy and commitment of Town staff, Senior Advisory Commission members, collaborating agencies and organizations, and community members, Danville is positioned to optimize opportunities for health, participation and security and tap the full potential that older people offer the community.
