HomeMy WebLinkAbout122022-05.10 ADMINISTRATIVE STAFF REPORT 5.10 TO: Mayor and Town Council December 20, 2022 SUBJECT: Resolution No. 105-2022, authorizing the posting of parking restrictions along the frontage of Oak Hill Park at 3005 Stone Valley Road BACKGROUND Stone Valley Road is a two-lane arterial roadway that includes bicycle lanes and a mix of raised curb and unimproved shoulder areas in the area of Oak Hill Park and Monte Vista High School. Currently, there is a combination of 2-Hour Parking and No Parking Any Time restrictions that extend along the frontage of Oak Hill Park on the south side of Stone Valley Road, east of Glenwood Court that are within the jurisdiction of the Town. The area is primarily unimproved (dirt and gravel) shoulders that are occasionally used for parking and are accessible from Stone Valley Road. DISCUSSION Over the past several of years, area residents and members of the public have increasingly reported concerns to Town and Danville Police Department staff regarding the use of the existing 2-hour parking area by food truck vendors as a staging area to conduct their business. This activity primarily occurs during the mid-afternoon lunch hour on weekdays. The popularity of the vendors has increased over the years and generates customers that park along Stone Valley Road. The activity has been observed to create unsafe parking and circulation issues due to customer vehicles blocking the roadway and bicycle lanes, and/or parking haphazardly along the unimproved shoulder along Stone Valley Road impeding through-vehicular and bicycle traffic (Attachment B). This has resulted in a high-volume of public complaints and requests for parking enforcement assistance that requires daily monitoring and enforcement by staff. As the Town has no mechanism for regulating where food truck vendors can park, it is recommended by staff that the existing 325-foot 2-hour parking zone along the frontage of Oak Hill Park along the south side of Stone Valley Road be converted to a No Parking Any Time restriction in order to maintain public safety. The recommendation would extend the existing 50-foot No Parking Any Time designation located just east of the intersection of Stone Valley Road and Glenwood Court, resulting in a total parking restriction length of 375 feet (Attachment C). Authorizing parking restrictions at 3005 Stone Valley Road 2 December 20, 2022 Feedback was sought from Recreation, Arts and Community Services staff regarding the demand and utilization of the 2-hour parking and unimproved shoulder area along the Oak Hill Park frontage. It was expressed that, other than the described activity, there is infrequent use of the area for parking generated from events and uses of Oak Hill Park and Community Center activities. In addition to the Oak Hill Park off-street parking lot, overflow parking for events is available on Glenwood Court, and at the Monte Vista High School parking lot during non-school hours. PUBLIC CONTACT Posting of the meeting agenda serves as notice to the general public. FISCAL IMPACT A labor and materials cost of $800 to install the necessary parking signs and poles is available from appropriated funds included in the 2022/23 Operating Budget. RECOMMENDATION Adopt Resolution No. 105-2022, authorizing the posting of parking restrictions along the frontage of Oak Hill Park at 3005 Stone Valley Road. Williams Assistant Town Manager Attachments: A – Resolution No. 105-2022 B – 3005 Stone Valley Road Parking Conditions Exhibit C – Map of Recommended Parking Restriction Zone RESOLUTION NO. 105-2022 AUTHORIZING THE POSTING OF PARKING RESTRICTIONS ALONG THE FRONTAGE OF OAK HILL PARK AT 3005 STONE VALLEY ROAD WHEREAS, the streets named in this Resolution are maintained by the Town of Danville; and, WHEREAS, a traffic and engineering analysis conducted by the Town has established that “No Parking Any Time” restrictions are needed along the south side of Stone Valley Road between Glenwood Court and 375 feet east of Glenwood Court to enhance and maintain public safety; and WHEREAS, the parking restrictions, as declared by this Resolution, will promote the safe and orderly movement of vehicular, bicycle and pedestrian traffic; now, therefore, be it RESOLVED, that this Resolution shall be effective once signs providing notice of parking prohibitions are erected along the frontage of Oak Hill Park at 3005 Stone Valley Road.
