SUBJECT: Resolution No. 101-2022, regulating the parking, stopping or standing of
vehicles at the Town of Danville off-street parking facility located at 500
La Gonda Way
BACKGROUND
In November 2022, the Town completed its relocation of the Town Offices from 510 La
Gonda Way to 500 La Gonda Way. 500 La Gonda Way includes a parking lot that
provides off-street parking for tenants, visitors, and Town employees (Attachment B).
There are approximately 80 parking spaces designated for tenants and visitors, and 24
spaces available for employees (Attachment B). The parking lot features one-way
circulation that is demarcated with signage and pavement markings.
DISCUSSION
Based on staff observations and analysis, and feedback from tenants and visitors of 500
La Gonda Way, it has been identified that the parking lot is continually being utilized for
student pick-up and drop-off activity from nearby schools in the morning and afternoons
on school days. This activity generates significant parking and pedestrian activity
clustered at the entry driveway creating unsafe conditions and congestion within the
parking lot. Additionally, this activity and use of parking spaces during these periods
have resulted in complaints from tenants as the spaces become temporarily unavailable
for tenants and visitors needing to conduct business at 500 La Gonda Way. Lastly, it is
observed that vehicles using the parking lot for pick-up and drop-off activity often do
not observe the clearly demarcated one-way circulation, creating unsafe conditions at the
entry driveway.
California Vehicle Code Section 22519 allows local jurisdictions to prohibit, restrict or
regulate the parking, stopping or standing of vehicles in any off-street parking facility
owned by the jurisdiction via posting of signs, with such restrictions being adopted by
ordinance or resolution. To maintain safety and circulation, and to preserve parking
spaces for tenants and visitors needing to work and conduct business at 500 La Gonda
Way, it is recommended that parking restriction signs be posted that prohibit the pick-
up and drop-off of students, and parking signs be posted that provide exclusive tenant
and visitor parking within designated parking spaces within the parking lot. A total of
10 signs would be required with the majority able to be posted on existing sign and light
poles (Attachment B).

FISCAL IMPACT
A labor and materials cost of $1,000 to install the required parking signs is available from
appropriated funds included in the 2022/23 Operating Budget.
RECOMMENDATION
Adopt Resolution No. 101-2022, regulating the parking, stopping or standing of
vehicles at the Town of Danville off-street parking facility located at 500 La Gonda Way.

RESOLUTION NO. 101-2022
REGULATING THE PARKING, STOPPING OR STANDING OF VEHICLES AT
THE TOWN OF DANVILLE OFF-STREET PARKING FACILITY LOCATED AT
500 LA GONDA WAY
WHEREAS, the Town of Danville has recently relocated the Town Offices and Police
Department to 500 La Gonda Way; and
WHEREAS, the Town owns and controls the off-street parking facility at 500 La Gonda
Way, which is used for visitor parking, employee parking, tenant parking and is the
exclusive point of ingress to the Police Department parking lot; and
WHEREAS, a significant number of vehicles are using the parking facility at 500 La
Gonda for pick-up and drop-off of students attending nearby schools; and
WHEREAS, vehicles engaging in pick-up and drop-off of students have been observed
to create unsafe traffic circulation patterns and congestion in the 500 La Gonda Way
parking facility; and
WHEREAS, vehicles engaging in pick-up and drop-off of students encroaches on the
parking needs of the property’s tenants, visitors, employees, and the general public
needing to conduct business at the building; and
WHEREAS, California Vehicle Code Section 22519 allows local jurisdictions to prohibit,
restrict or regulate the parking, stopping or standing of vehicles in any off-street parking
facility owned by the jurisdiction, with such restrictions being adopted by ordinance or
resolution; and
WHEREAS, there is a need to enact parking restrictions prohibiting student pick-up and
drop-off activity at the 500 La Gonda Way parking facility to enhance parking lot safety
and circulation; and
WHEREAS, there is a need to enact designated parking spaces for tenants of 500 La
Gonda Way; now therefore, be it
RESOLVED, that acting pursuant to Vehicle Code Section 22519, hereby prohibits the
use of the Town parking facility at 500 La Gonda Way for pick-up or drop-off of students;
and, be it further
RESOLVED, that acting pursuant to Vehicle Code Section 22519, designates parking
spaces for the exclusive use of the tenants of 500 La Gonda Way; and, be it further

RESOLVED, that this resolution shall be effective once signs providing notice of parking
prohibitions are erected at the 500 La Gonda Way parking facility.
