Danville Town Council – Regular Meeting SUMMARY OF ACTIONS November 15, 2022 - DRAFT 1. CALL TO ORDER The regular meeting of the Danville Town Council was called to order by Mayor Arnerich at 5:00 p.m. in the Town Meeting Hall, 201 Front Street, Danville, CA. Present: Newell Arnerich, Mayor Robert Storer, Vice Mayor Dave Fong, Councilmember Renee Morgan, Councilmember Karen Stepper, Councilmember 2. PLEDGE OF ALLEGIANCE TO THE FLAG The pledge of allegiance to the flag was led by Boy Scout Pack 805, Den 4. 3. CHANGES TO THE ORDER OF THE AGENDA Town Manager Joe Calabrigo stated that item 7.2 was removed from the agenda. Mayor Arnerich recommended that item 5 be presented prior to item 4. 4. FOR THE GOOD OF THE TOWN The following individuals spoke in opposition to the addition of pickleball courts at Osage Station Park: Roger Johnson John Somers Chuck Preas Kolisa Larue Laurinda Ochoa Allen Scott DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS NOVEMBER 15, 2022 Anthony Romanelli William Stone Laura Robblee The following individuals submitted speaker cards in opposition to the addition of pickleball courts at Osage Station Park, but did not address the Town Council: Terri Costello Julia Philbert Richard Ochoa Leeann Brown 5. PROCLAMATIONS 5.1Reading of a proclamation by Mayor Arnerich proclaiming November 13 through 19, 2022 as United Against Hate Week Mayor Arnerich read the proclamation. 6. CONSENT CALENDAR 6.1Consider approval of the Summary of Actions from the regular Town Council meeting of November 1, 2022 6.2Consider approval of the Register of Demands 6.3Consider acceptance of the September 2022 Month End Treasurer’s Report 6.4Consider adoption of Ordinance No. 2022-06, repealing existing Chapters 10-1 through 10-7, 10-13 through 10-15, 10-18 and 10-19 of the Danville Municipal Code and adding new Chapters 10-1 through 10-7, 10-13 through 10-15, 10-18 and 10-19 to the Danville Municipal Code adopting the 2022 California Building Codes 6.5Consider adoption of Resolution No. 94-2022, approving changes to the Town of Danville Investment Policy 2 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS NOVEMBER 15, 2022 6.6Consider adoption of Resolution No. 95-2022, approving the continued use of teleconferencing for the meetings of all Town legislative bodies other than the Town Council pursuant to the provisions of AB 361 6.7Consider adoption of Resolution No. 96-2022, awarding a professional services agreement for the Downtown Improvements Project, CIP No. A- 362 6.8Consider adoption of Resolution No. 97-2022, appropriating $25,100 from the Asset Replacement Fund and authorizing the replacement purchase of one scanner/plotter for Development Services MOTION BY COUNCILMEMBER MORGAN, SECOND BY VICE MAYOR STORER, TO APPROVE THE CONSENT CALENDAR MOTION CARRIED 5-0 7. COMMUNICATIONS 7.1Maintenance Department Report by Director Dave Casteel Dave Casteel provided the report. 7.2Legislative Update by Management Analyst Cat Bravo REMOVED 8. ADMINISTRATIVE STAFF REPORTS 8.1Consider adoption of Resolution No. 98-2022, accepting the Fiscal Year 2021/22 Audited Annual Comprehensive Financial Report for the Town of Danville Finance Director/Treasurer Lani Ha and Coley Delaney, Pun Group, presented the staff report and provided highlights of the Fiscal Year 2021/22 Audited Annual Comprehensive Financial Report for the Town of Danville. Mayor Arnerich opened the item to public comment. There were no speakers. 3 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS NOVEMBER 15, 2022 Mayor Arnerich closed the item to public comment. MOTION BY COUNCILMEMBER MORGAN, SECOND BY VICE MAYOR STORER, TO ADOPT RESOLUTION NO. 98-2022, ACCEPTING THE FISCAL YEAR 2021/22 AUDITED ANNUAL COMPREHENSIVE FINANCIAL REPORT FOR THE TOWN OF DANVILLE MOTION CARRIED 5-0 9. TOWN COUNCIL REPORTS 9.1Appoint members for terms beginning January 1, 2023: A. Planning Commission: Three regular members for 4-year terms; and One alternate member for term ending December 31, 2024 MOTION BY VICE MAYOR STORER TO APPOINT CHRIS TRUJILLO, BOB COMBS AND ARCHIE BOWLES AS REGULAR MEMBERS TO THE PLANNING COMMISSION FOR FOUR-YEAR TERMS ENDING DECEMBER 31, 2026; AND KEN MINTZ AS ALTERNATE MEMBER TO THE PLANNING COMMISSION FOR TERM ENDING DECEMBER 31, 2024 MOTION CARRIED 5-0 B. Heritage Resource Commission for 4-year terms: Two regular members; and One alternate member MOTION BY COUNCILMEMBER MORGAN TO APPOINT JIM POWERS AND JERRY WARREN AS REGULAR MEMBERS TO THE HERITAGE RESOURCE COMMISSION; AND MARK BELOTZ AS AN ALTERNATE MEMBER TO THE HERITAGE RESOURCE COMMISSION FOR FOUR-YEAR TERMS ENDING DECEMBER 31, 2026 MOTION CARRIED 5-0 C. Design Review Board for 4-year terms: Two regular members; and 4 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS NOVEMBER 15, 2022 One alternate member MOTION BY COUNCILMEMBER FONG TO APPOINT LOU PALANDRANI AND KEVIN WONG AS REGULAR MEMBERS TO THE DESIGN REVIEW BOARD AND MARK BELOTZ AS AN ALTERNATE MEMBER TO THE DESIGN REVIEW BOARD FOR FOUR-YEAR TERMS ENDING DECEMBER 31, 2026 MOTION CARRIED 5-0 D. Youth Poet Laureate for a term ending June 30, 2025 MOTION BY MAYOR ARNERICH TO APPOINT MADELEINE ROYTFELD AS YOUTH POET LAUREATE FOR A TERM ENDING JUNE 30, 2025 MOTION CARRIED 5-0 9.2Town Council updates Councilmembers provided updates on events and activities in Danville. 10. ADJOURN TO DANVILLE DISASTER COUNCIL The regular meeting of the Danville Town Council adjourned at 6:18 p.m. to the Danville Disaster Council. 11. CALL TO ORDER DANVILLE DISASTER COUNCIL 11.1Report on upcoming activities and events Emergency Services Manager Marcelle Indelicato provided the report. 12.
