DESIGN REVIEW BOARD STAFF REPORT 5.1
TO: Design Review Board Members December 15, 2022
SUBJECT: Review and approve the revised location and siting for lot 4 of the 4-lot single-
family residential development subdivision identified as Loyal Dragon Place
(Project Planner: Fred Korbmacher).
PROJECT DESCRIPTION
On May 12, 2022, the Design Review Board reviewed the Development Plan request (DEV20-
0012) for architectural review and approval for lot 4, a vacant single-family residential parcel
located on Loyal Dragon Place.
During that meeting, the Design Review Board approved to continue the item to an unspecified
future date and requested the applicant provide additional accurate renderings, landscaping
plans, and cross sections from the western property line through the proposed residence, the
street, and the existing residence on the east side of the street. They also requested to stake the
footprint of the proposed residence and to install story poles depicting the location and height
of the front wall and the location of the maximum height of the residence.
BACKGROUND/EVALUATION
The version previously approved by DRB in March 2021 and presented to Planning Commission
in July 2021 had a finished floor elevation of 734 feet and building height of 27'3".
The version presented to DBR in March 2022 lowered the finished floor elevation to 732 feet,
reduced the building height to 26'9", introduced a partial split level, and moved the structure
further inside the lot and away from Culet Ranch Rd.
The version currently proposed further lowered the finished floor elevation to 728 feet and kept
the building height at 26'9", partial split level, and location further inside the lot and away from
Culet Ranch Rd. Story poles have been installed showing the new location and height.
With the current version, the proposed structure has been moved down slope as far as possible,
lowered the finished grade to keep the driveway slope acceptable, maintains three feet
maximum heights for the downhill retaining walls, and maintains six feet maximum heights for
the uphill retaining walls.
Staff finds the revised site location and changes in massing to be similar to the surrounding

developments and the proposed three additional lots on Loyal Dragon Place.
RECOMMENDATION
Review and approve the revised location and siting for lot 4 of the 4-lot single-family residential
development subdivision identified as Loyal Dragon Place
