I am a long time resident of the Osage neighborhood in Danville.
I am against any further development of the Pickleball initiative in the park as safety, traffic,parking and noise issues will be created.
We all know this is and will be the result of more pickleball. It’s high time the commission putthe brakes on this ill considered and reckless plan.

Hello Gail, My name is Neil Gutierrez and I am a resident of Pleasanton. I am writing you regarding theAddition of Pickleball Courts at Osage Park in Danville. I’m sure you are getting a lot ofemails/correspondence for this topic :).
Last year, I started petitioning the Pleasanton City Council/Parks and Rec to converting 2 out of 4 tenniscourts into Pickleball Courts @Muirwood Park. I worked with the Tri Valley and Walnut CreekPickleball Members to email the Pleasanton City Council to have their voice heard, especially those whowere Pleasanton residents (i.e., add their local address in the email). There was an overwhelmingamount of emails sent on May ’21 and the City Council Approved for the Parks and Rec to find alocation. I then put a PPT proposal to the Parks and Rec on why Muirwood Park would be the bestchoice (see snapshots below)
Thankfully, the Parks and Rec came to the same conclusion that Muirwood Park would be the bestlocation for dedicated Pickleball courts as it was already slated to have the basketball and the 4 tenniscourts resurfaced along with the above “Pros” in my presentation above. This was then approved by theCity Council after the Neighbors/Pleasanton Community were informed prior (i.e., Mailers and ParkMeeting to discuss Pickleball Courts). The funding for the project came from Capital ImprovementProgram #22744 & Proposition 68 Grant totaling $477K to resurface 2 Tennis Courts, Basketball Courtsand 6 dedicated Pickleball Courts.
I am pleased to say that the Pickleball Courts are now open in Pleasanton along with the 2 TennisCourts and Basketball Courts (see snapshots below)
As you can see the demand is there for Pickleball and more cities will be putting more Pickleball Courtsin their parks. I hope that this is the case for Danville as well to add more Pickleball courts.
I continue to work with the Pleasanton City Council/Parks and Rec to be the Liaison between them andthe Community (i.e., Neighbors & Pickleballers). See latest attached email thread dating back to May‘21.
I’ve discussed with local Danville residents and they are also willing to be the Liaison between CityCouncil/Parks and Rec & Community to insure Pickleball can be enjoyed by all.

Thank you for the emails, signage ideas and feedback you have already received. I deeply appreciate
it.
I went out to the courts yesterday at 8:30am and saw 5 of the 6 courts already in use. It was 43
degrees outside and yet all players looked to be having a fabulous time.
We do have court signage that will be going up next week. The court signage you shared is almost
identical to the sign you shared below so don’t worry signs are coming.
We also spoke with the inspector about chairs on the courts and unfortunately chairs can absolutely
ruin the surface and will not be allowed. We will have signage indicating that as well.
I do appreciate you sharing feedback that you are hearing and if you would like to continue to share
with me I welcome it.
I also appreciate you willing to place a sign up board for the time being when you are on the courts.
Below I have shared some ideas that staff are working on to help with court play and use in the
future.
Soon to come for pickleball:
As mentioned in my email on 11/3 staff are working on details for a pickleball demonstration
day and special event. As more details emerge I will be in touch as we believe we would like to
have the Tri-Valley Pickleball club support the event in some fashion
Signs posted next week
Creation of an online reservation system. Staff have spoken with other cities that utilize an
online reservation system so players can sign up for FREE online to utilize a court. We have
heard many positives to having a system like this deployed. Staff have the bare bones of a
reservation system created and will be working out details for a soft launch in the near future
Reinstatement of the pickleball website. Originally this site was created to help those
interested follow the process to get the courts created. Now the site will be used to help
pickleballs learn the court rules and etiquette and learn more about the future online
reservation system
Addition of pickleball/tennis overlay lines at Stoneridge Creek Tennis courts. The City has a
donor interested in adding pickleball lines to the tennis courts at Stoneridge Creek. Staff have
conducted a survey and completed research and found there is an overwhelming desire to
add lines to these courts. Pickleballers would need to bring their own net to play on these
courts and share the time with tennis players. Staff are working out final details on this but
more info to come soon on this as well.
Staff hope to be completing these items before the end of the calendar year. In the meantime, I hope
you and the other pickleballers enjoy the courts and please feel free to reach out with more feedback.

Thank you! Courts were great to play on. The word will get out soon so I’m sure it will get
crowded. Just an FYI, I plan on putting up a whiteboard for open play (promotes continuous use for all
who come and get to meet neighbors/community). I’ll take down when not there and attached will be a
Code of Conduct that I got from Walnut Creek Pickleball Club (see below). Just a gentle reminder on
being considerate to your neighbor :). I did ask for an official sign, but I believe that is in the works.

1 . Pickleball courts open at 8 AM, Closing at 1/2hour after sunset.
2. Put paddles on the fence by group or use the white board if
available.
3. Play one game to 11 points, then, rotate off the court, even when
there are no waiting players.
4. When players leave the court that is farther from the entrance,
players using the courts along the entrance should slide over to now
empty court.
5. Call your own foot faults at the non-volley zone line and the service
line
6. When busy, keep warm up short. When game ends, leave quickly; let
others know court is open.
7. No food or drink on courts, except water.
8. No pets allowed on any court.
9. Warn nearby court if your ball rolls on to their court, "Ball on Court".
10. Eye protection is recommended.
11 . Follow the USA Pickleball Association Code of Conduct.
12. Only engage in sportsmanlike conduct and encourage others to do
so.
13. Only engage in behavior that promotes and maintains the health,
safety and well being of others.
14. Treat others with respect and courtesy on and off the courts.
15. Do not "coach" others unless asked to do so.
16. Know and follow the rules of the game.
17. Observe the Golden Rule, "Do unto others as I would have them
do unto me''

One thing I did want to bring up was the point:
• There are four existing tennis courts so converting one or two of them would still
leave two or three tennis courts
At Osage Park in Danville, they did convert only one Tennis court into Pickleball courts. However, they
put up a net curtain to avoid the balls from going into each others respective courts. IMHO, this is a bit
of an eye sore and would not have been necessary if they converted the 2 Tennis courts into all
Pickleball courts while keeping the other 2 Tennis courts separated. It is quite often that the pickleball
will go into other courts, but this is part of the game and stoppage of play will occur to avoid any
injuries.
So with that all said, it would be better to convert the 2 Tennis courts into all Pickleball courts as the
Muirwood Park courts would be separated by fencing between the respective courts (see picture
below).

I just learned a little bit more. Here are the latest PLANS for future pickleball courts:
Lifetime tennis (they run the day-to-day programing at the Tennis Center) is in discussion with the city to
run a program for pickleball at the PMS gym. As you may know, we used to offer pickleball Sunday
mornings for drop-in play pre-pandemic. Lifetime says they are willing to work the weekends at PMS
and provide classes to teach people to play or improve their game. At this point, the city timeline is to
offer a PMS program in early Fall 2021 timeframe, assuming we can come to terms with Lifetime. All of
this is in the works, so my fingers are crossed.
You and I have discussed the possibility of using the Tennis courts at Muirwood Park, and resurfacing
them for outdoor Pickleball. The time frame for the having the funding available and going out to bid on
the resurfacing of the courts is planned for early 2022. If all goes well, think late 2022.
Prior to any tennis to pickleball conversion, we need to work with the neighbors to be sure they do not
have a problem with court conversion. This occurs through public outreach and public meetings. In the
meantime, Parks and Recreation Commission will be working with city staff to solicit feedback regarding
the conversion. This all takes time because other projects have been waiting longer. And finally, city
staff is talking to the school district to see if we could convert the outdoor lighted courts at PMS, as
possible option.
Learning the details straight from our Parks and Recreation Director is a current up-to-date source. The
director’s name is Heidi Murphy and her email address is: . She has
the latest updates, so please reach out to her and cc me so I can track the progress. Also please attend
or call into our Parks and Recreation Commission meetings. Details are on the website under
“government”.

Unlike the State’s budget surplus, the city of Pleasanton has not been as fortunate. We have extended a
helping hand to our local businesses and renters to keep them in their homes.
So with the budget restrictions, re-purposing a tennis court or two is the fastest and cheapest way to
form some pickleball courts, but this upsets many tennis players that waited for years to add courts.
Repurposing fairly unused courts seems like the best solution. I will keep working on all of the options
for you.

Just another FYI. This is a video on a previous Wednesday morning at the Danville Pickleball courts. As
you can see the popularity of the game with 20 people on the courts. 8 people would be playing with 12
people waiting to play as there are only 2 courts. Hopefully with 8 Pickleball courts in Pleasanton the

As for the use of the Tennis courts @ Muirwood Park, they are primarily used by private coaches after
school (3pm-5pm). They are empty the majority of the mornings and late afternoons.
As a comparison, the Pickleball Courts at Rudgear Park are busy 7 days of the week in the morning as
well as Sat/Sun in the afternoons. Weekday early afternoons are lighter, but can be used for more
practice than actual games. Leagues typically take the late afternoon times.
Also, as there are so many folks wanting to play, the rule is to rotate players to play ONE game on a
court, instead of 2/4 players taking a court for 1hour. This is similar to pickup basketball games, where
those who are waiting can take the court to play their game after those on the court have finished their
game. This rotation of players allows for more people to enjoy the courts without waiting too long
(~5min wait before a court is open for play) and more importantly promotes individual players to
intermingle as teams, thus promoting the “community/camaraderie” of the game.

Processes at the city take a while but last a very long time. Since the pickleball courts are a priority over
the next year, the Parks and Recreation commission will start the task of evaluating different possible
locations then take a vote among the commissioners. A future step would be to get City Council
approval. As you noted, some distance near homes is important to about noise complaints, I know
parking is a consideration, as well as the change from tennis to pickleball would be discussed.
The city manager and I have also talked about the Muirwood courts as a good location, so that is in your
favor. Perhaps a test for 2 of the courts prior to a full conversion. I am told those courts are due for
resurfacing in the next 2+ years, so we could accelerate the resurfacing and change the court markings
plus add the new nets. Lots of ideas and support for your support!
However, as is the law, we are a transparent government. Notification will be sent out to residents in
the area for feedback and concerns or support.
But the BIG first step has been taken, and pickleball is a priority.
Looking towards the future, the council will be discussing new senior (age restricted 55+) homes in a few
locations throughout Pleasanton. I thought new senior housing should help fund for new pickleball
courts! Right?

1. As Muirwood Tennis Courts are close to the freeway, the issue of too much noise from Pickleball
play would not be a concern (i.e. Freeway Noise > Pickleball Noise :)). For the possible
conversion Tennis courts at PMS, Fairlands and Owens, the issue of noise would be a concern as
they are near a school and residential housing, respectively.
2. Parking at Muirwood Park is fairly good. Most folks would park along Muirwood Drive on the
park side (as can be seen when kids Soccer Games are played)

As a resident of Danville for close to 25 years, I would like to voice my approval for the additional courts at OsagePark. I am a septaugenarian who enjoys the physical exercise and opportunity for social contact with all ages that thesport of pickleball allows. This sport allows me to go to a court by myself for a pickup game, yes at 70 I can get agame. Or I can arrange to meet other players that I have made friends with.
I have used the courts at Osage and played with kids and my peers and it is fun. We all need more fun in life. Thesocial contact is great. The opportunity for exercise not so much. The wait time between games with only 2 courtsmakes for significantly more sitting than playing. I have been at the courts where 8 people are playing and 20 arewaiting to play We need more courts. Parks should allow for physical exercise for young and old. Pickleballallows this to happen. I have played pickleball with 10 year olds and with 80 year olds.
Yes, there is noise at a park. Crowds cheering for a team in a field, or pickleball players laughing and hitting a ball.
I would hope that the Danville could come up with a solution that allows for more courts and fun for all.

Dear Mr. Perezalonso-
As a user of the Osage pickleball courts, I would like to express my opinion on the proposed expansion.
I support the proposed concept of eight pickleball courts with one seating area, per the below conceptual drawing.
Eight courts is adequate to accommodate the number of players who currently play at Osage and it allows for future growth. The
existing parking lot could handle eleven courts (three tennis and eight pickleball) all being used to full capacity.
One seating area on the east side, per below, is optimal for two main reasons. One, it keeps the spectators together, and there is a big
social component to pickleball. Two, the east side is shaded in the morning when the courts are used the most. People sitting on the
west side would be looking into the sun.
Thank you for considering pickleball expansion at Osage Park.

I am writing about agenda item 4.3 for the meeting to be held on November 9, 2022.
I am opposed to 6 or 8 pickleball courts at Osage Park.
Osage is a neighborhood park shared by Charlotte Wood School and located in a residential community. It is hometo soccer and baseball and community activities. It is not a proper location for a pickleball venue. People from out ofthe area will be drawn to Osage because of that number of courts. Parking is not adequate for the number of playersthe courts would attract, and the noise from all those games would be a burden on the neighbors who live close by.
I believe that an environmental impact study would be necessary because the addition of 6 or 8 courts is not a“minor” addition. Adding that many courts would profoundly change the nature of the park. I don’t think theparking report is completely accurate. There are days when soccer tournaments and other special activities causecars to park on Orange Blossom Way. The section of Orange Blossom Way near where the courts are proposed isvery narrow. If cars are parked on both sides of the street there is barely room for traffic to get through.
If pickleball is truly important to many residents in Danville I hope you will look for a more suitable location that isnot part of an already busy park and is not close to homes.

My name is Jeannine Regalia and I am a resident of Danville. I grew up on Paraiso Drive and attended
John Baldwin Elementary and Charlotte Wood Middle School. I now live on with
my three young children, all of whom either currently or will attend those same schools.
With regards to the 11/9/22 pickleball agenda item, I would like to voice my opposition to adding
pickleball courts to Osage Park.
A few of my reasons are outlined below:
-The intention of the park, and what it has long served for so many years, is to be a peaceful place,
with a memorial rose garden and children's play area. I want to preserve Osage Park as the multi-
function facility it's been for 40+ years, and not re-define it into a Pickleball Venue.
-The appropriate environmental studies on noise, traffic, parking and even flooding have not been
conducted.
-There will be excessive noise, inadequate restroom facilities, and a significant increase in traffic and
congestion on the adjacent streets.
-Parking is already very scarce at Osage Park especially on busy weekends with various parties,
soccer and baseball games, karate, and other sports going on.
-The planned pickleball expansion would bring hundreds of more people into Osage Park a day
(conservatively we can assume ~150 at any given time)
-I am very worried about the safety of Charlotte Wood and John Baldwin kids with this influx of cars
and people. The existing traffic and speeding is already a big issue with close calls of kids almost
being hit.

I have lived on since 1993. In the past three weeks I've become aware of the Town's
proposed expansion of the pickleball courts at Osage Memorial park. After some polling of my
neighbors, nobody recalls any contact from ANY department of the town regarding the why, how or
need for such a plan.
How does something like this happen? The noise, increased traffic burden and pedestrian safety
issues need study and not extrapolated projections from earlier, not related projects.
Looking into this, I came across Park and Rec/Arts videos of past meetings. It seems consulting firms
have been used multiple time in the past. I seriously suggest you consider going this route to make
this as balanced a decision

Hell Gail:
I have been a resident of Danville since 1986 - have raised my kids here and now grandkids. Iam retired now and took up Pickleball last summer - me and 100s of other in the Tri-Valley. The two courts are fantastic and I have not only enjoyed playing there but also have madesome new friends. So it's exercise and friendship that PB elicits.
The downside is that there are only 2 courts and often there are so many players there one onlygets a few games in an hour or two.
Pickleball is for the young, middle and older residents and as such it would be so wonderful tobe able to have more courts. Concord has 14 courts so there is plenty of play time there - buttoo far for me to go. I love Danville and want to stay playing here.
I realize there are opponents to this proposal; however, smart and creative council andresidents should be able to come up with a plan that is palpable for all.
