Hello, thank you for allowing additional pickleball courts at Osage The compromise of going from 14 courts to 8 or 6 is a good solution for everyone I will not go over all the benefits ofpickleball, I am sure you have heard enough from the passionate pickleball community I will give some feed back on the proposals you are considering
This concept will not work, one of the Benefits of Pickleball, is the social aspect Having one seating area as compared to 2 allows for socializing between matches If you have 2 seating areas,it will promote dividing the Pickleball group instead of allowing everyone to enjoy the social aspects of the game together on and off the court while waiting to play
Another problem with this concept is the players board where players put their names up on the board in groups of 4 allowing for a orderly system to get players on the court to play If you have2 rest areas, you will need 2 players boards making this extremely difficult to control which players are next in line to play
The 3rd problem with this concept is having a rest area near the parking lot will put the players faces in the direct sun, which at Osage will not work (HOT) ,It would be impossible to set up ashade barrier with out blocking the view of the courts
This concept is much better, one seating area on the grass , bathroom side, with the sun at the waiting players backs, the way it is now with the current 2 courts This also allows for trees orother shade barriers to be constructed behind the waiting players, not obstructing the view of the courts
This configuration works, one more important consideration is gates, how to get players on the courts with minimal disruption to pickleball play There will have to be at least 2 gates One onthe far left side of the seating area near the tennis courts and one on the far right side of the seating area bathroom side A third gate on the bathroom side walk way would be even better

Hi Gail Massagli,I was introduced to Pickleball while visiting my daughter, who lives in Idaho. I had never even heard of it before last April. Take me to a place called Home Court, in Meridian, Idaho. I couldn’t believe my eyes when I saw that 80% of the people that played Pickleball were senior citizens! It warmed my heart so much to see that they’re not sitting around on the couch watching TV all day. She convinced me to get a paddle, and the right shoes, and kept sending me links to help me find places to play.She was so pushy, I almost didn’t want to try. At the end of August, I found Osage Park. I walked into the court area, and the people were very friendly, and welcoming. I warned them that I was a beginner and they said that is fine! I’ve been going there 3 to 4 timesa week ever since. I loved it! It got me off the couch, as I had been doing a lot of sitting, and crocheting. It helped me lose weight, and I no longer take blood pressure medicine. Attached is a message I had sent to my doctor after I started playing pickle ball. I will be72 years old next month.It is my hope that we could find a way to add more pickle ball courts in the Osage Park area. It is a nice big park! I’m very grateful now that my daughter introduced this sport to me.Thank you so much for reading this,Bonnie Tenorio

I am a 20 plus year resident of Danville and have been playing tennis at Osage park for over20 years. I appreciate that pickleball is getting popular and it will be good for the town to findadditional courts. However, please do not convert Osage tennis courts to pickleball. It isalready very difficult to get a court to play - the reservations data that are in the planningdocument do not reflect the usage. I have never reserved a court and I am sure that mostrecreational Danville residents do not.
I have also heard comments that people wait for pickleball courts - and I have noticed that onweekend mornings. However, one of the reasons you may not often see this for tennis isbecause you have to wait an hour to get on and most people just leave. Finally, SRV is not agood option for tennis on weekdays as it is used by the school teams much of the year. Thankyou.

Mr Perez,Thank you regarding our new pickleball courts. 6/8 courts will be more than enough, personally I am happy with 6 courts.
May I request, the resting/waiting area should be kept on one side only, the shady side, think it’s the right side. Itgets hot during the summer days. Besides we do all our socializing in between games, I would like everyone on oneside only.
I play at Osage park 4/5 times a week, I get my exercise, and get to see my friends regularly. Gives me a goodreason to get out of my apartment and be social.

Although I have only been an avid pickleball player for 4 years, I have literally played all across the country and asfar away as Thailand.
I am pleased that you are considering the 8 pickleball court option. I think by now, the Town realizes the insanepopularity of the sport and I have no doubt that if the Town has fewer than 8 courts, the Town will immediatelyrealize that it should have built even more.
Increasing the number of courts from the present 2 to 8 will result in the following benefits:
1. Reduced wait times between games will result in
2. More people of all levels coming to play which will result in
3. People getting better at the sport that they love by having the opportunity to play many more people of all levelswhich will in turn
4. Increase restaurant and retail sales tax for the Town because pickleballers are known to eat out afterwards ingroups and running errands on the way home. Osage Park’s proximity to the Livery and Downtown Danville’s manyrestaurants is a huge bonus for both pickleball players and the Town.
I have made countless friends playing pickleball and it would be nice to be able to play in my own community andnot have to always go elsewhere.

Dear Henry,
I so appreciate the support of the Commission for the Pickleball community here in
Danville. I've lived in the Greenbrook neighborhood for the past 25 years. Osage is
where I walk my dog, bring my granddaughter to play, watch my nephews playbaseball, and now play pickleball. We love the courts at Osage...we just need more
to accommodate the popularity of the game within our Community.
I am passing on an idea for the Osage expansion of 8 additional Pickleball courts plusan adjacent seating area. The attached picture provides an idea of how to lay out 3
tennis courts plus 8 pickleball courts. This design makes great use of the space for
both tennis and pickleball. And the adjacent seating area, near the bathrooms,
provides an area for folks to connect as they are watching/waiting.

Hi Henry,
Hope you are well. I have been a resident of this beautiful and amazing town for the past 5 years and
my family is grateful to be living in Danville.
I am an avid tennis player (3-4 times a week) and fortunate for all the tennis courts we have here.
However, just this past week, I tried out pickleball and am in love with this sport. I am not giving up
tennis but am complimenting it with pickleball. In fact my older daughter and wife are wanting to
start playing pickleball too but unfortunately we don’t have access to many courts here. The current
ones at Osage, Rudgear are overcrowded and this expansion of 8 courts would be a welcome site.
Osage is a beautiful park and I don’t think adding additional pickleball courts would jeopardize our
park and it’s ample space by any means.
I hope you will consider our appeal/petition to add additional courts at Osage. Thanks again!

I'm a Danville resident and an avid pickleball player. I am emailing you to support the addition of more
courts at Osage Park. I have played there many times and usually with a long wait, sometimes so long
that I leave to go find other courts to play on (Walnut Creek). I'd love to see additional courts added there,
bringing the total to 8 courts. With the exploding popularity of pickleball it would seem that 8 courts would
be warranted. There seems to be ample space there to expand and ample parking to accommodate the
players. It is terrific park for the community with many options for all sports, and I would like to see more
pickleball options in Danville. I'll be attending the Council Meeting via Zoom on Wednesday.

Re: Proposed expansion of pickleball courts at Osage Station Park.
Dear Commissioners,
I am writing on behalf of my clients, a group of Danville residents that live near the
above-referenced park, concerning the proposal that has been forward to the Town to
expand the number of pickleball courts at the park. While the original proposal was to
increase from the current two to a total of fourteen, the staff report for Wednesday’s
meeting now proposes to reduce the number to “no more than eight courts total.”
However, this would still be a four-fold increase. This expansion has been proposed
without any environmental review under CEQA - the California Environmental Quality Act,
based on a staff determination that it is exempt from CEQA review in reliance on
Categorical Exemption Class 1 - minor expansion to an existing public facility (California
Code of Regulations, Chapter 14, Section 15301). That exemption, however, is
inapplicable to the proposed project.
First, it is clear that, unless the exemption applies, the project, as a discretionary
decision of the Town, would be subject to CEQA review. As for the proposed Class 1
exemption, that exemption is limited to projects “involving negligible or no expansion of
use beyond that previously existing…” However, the proposal here would involve up to a
four-fold expansion of the pickleball court use.
The Town apparently takes the position that because there is already a significant
amount of active park use in other areas of Osage Station Park, the expansion of
pickleball use would be negligible and the project would still fall under the CEQA
exemption. The Town is mistaken.
First, the expansion of the park area used for the combination of tennis and
pickleball would be significant, not just “negligible” as required by the exemption. The
total area involved would, based on a photomontage of the proposed project, almost
double. As already noted, the area involved in pickleball use itself would increase by up
to four-fold. That is not a “negligible” amount.
Further, the impacts of pickleball use are significantly different, and more severe,
than those of tennis and other park uses. Also, the proposed pickleball expansion is far
closer to neighboring residential areas than are other significant noise-generating park
uses (e.g., softball fields). As the Town should be well aware, noise levels are related to
the inverse square of the distance between a point source and the receptor. (See

It is also worth noting that for an extended linear source, such as a row of pickleball courts, noise level drops inversely to the distance, not with the square - i.e., noise drops off much more slowly with distance. While both tennis and pickleball involve hitting a ball with a racket, a tennis racket is made of semi-elastic webbing, and the game is played using a relatively soft air-inflated ball. Pickleball, by contrast is played using a hard racket and a relatively inelastic hard ball. As a result the noise made when the racket hits the ball is considerably louder in pickleball than it is in tennis. The staff report itself acknowledges that publicly available noise levels from pickleball court installations are in the range of 60-70 dBA. It should be noted, however, that the pickleball noise analyses provided with the staff report were generally deficient in failing to identify the number of courts in pay during the noise measurements and often failing to specify the distance between the players producing the sound and the measurement point for the sound. Despite these deficiencies, all three studies concluded that pickleball noise, if not mitigated, would result in significant noise impacts on nearby receptors. In short, the reports referenced in the Town’s own staff report show that, due to the extensive increase in pickleball use, the proposed project can be expected to generate significant noise impacts both on the surrounding park area and, perhaps even more importantly, on the resident homes located very close to the proposed pickleball courts. These impacts are likely to be even more significant when one takes into account that there has already been discussion of adding overhead lighting to allow for nighttime use of the courts.
As you may be aware, although Danville’s regulations limiting noise generation (Danville Municipal Code § 4-2.3 (General Noise Regulations) are not as precise of those used by other communities, they do require any consideration of noise impacts take into account a number of factors, including not only the noise volume but also:
• whether it is usual or unusual
• the proximity of the noise to sleeping facilities
• the time of day when the noise occurs
• the duration of the noise
• whether it is continuous, recurrent, or intermittent
• whether the noise is likely to result in complaints from the surrounding neighborhood
Based on these factors and the evidence provided with the Town’s own staff report, it is abundantly clear that, without mitigation, the Project is likely to result in significant noise impacts. (See, e.g., Pacific Grove sound consultant letter from Exant Acoustical Consulting, Inc. at pp. 1-2, 5.) This is all the more true, as several of the consultant analyses point out, because the sharp, percussive nature of noise from pickleball ball-paddle strikes is particularly annoying.
The staff report provides what it asserts are comparable noise levels for common sounds. However, these supplied noise levels are deceptive because they do not, as provided in the staff report, take into account the distance between the noise generator and the receptor. This is evident from the Sun City noise consultant letter, which notes that the vacuum cleaner noise (70 dBA) was measured a 3 feet, as was normal conversation (~65 dBA), while a motorcycle (90 dBA) was measured at 50 feet, as was a diesel truck (~85 dBA}.
The sound studies referenced in the staff report ALL recommend various mitigation measures to reduce pickleball noise levels to acceptable levels, and the staff report suggests including several such measures, including limiting playing hours, placement of sound barriers, and limiting types of rackets allowed. However, these proposed measures only demonstrate that use of a CEQA exemption is simply inappropriate. Indeed, what all of the additional information provided with the staff report shows is that, even if a Class I exemption might be appropriate for adding some types of park use, the
Comment letter on Osage Station Park Pickleball Project November 7, 2022 Page 4 unusually loud and intrusive nature of pickleball court noise, plus the nearby location of residences, make this an unusual circumstance necessitating CEQA review of the proposed project. (See, California Code of Regulations § 15300.2(c).)
In addition to the noise impacts, the pickleball expansion project may have adverse pedestrian safety impacts due to the accompanying increase in local auto traffic to/from the park, especially considering the middle school adjoining the park. The CEQA analysis also needs to address these potential impacts.
My clients do not necessarily believe that a full environmental impacts report should be required. However, the studies referenced in the staff report do indicate that there are potentially significant noise impacts from the project, requiring at the very least that an initial study and a mitigated negative declaration be prepared, including analysis by a qualified acoustic consultant to validate the adequacy of any mitigation measures proposed.
Any CEQA analysis should also consider pedestrian safety impacts and the impacts from the reasonably foreseeable addition of overhead lighting and of audience stands to hold spectators for expected pickleball tournaments.
In addition, while not necessarily part of CEQA review, the Town should also consider other potential project impacts, and how they might be mitigated, including the need for additional off-street parking for pickleball players and spectators (including secondary impacts on other park space and activities) and traffic impacts,. The analyses of these potential impacts and any proposed mitigation should also be conducted by adequately credentialed professionals in the respective areas.
The Town should further consider whether any of the mitigation measures proposed to address potentially significant impacts may have associated secondary impacts, which in turn may require mitigation.

I am in favor of more pickleball courts at Osage Park. It is great that so many people areinterested in playing. Exercise is important to the middle aged and senior community. I liveon the north side of the park, 34 Pauletta Ct. My backyard backs up to the creek then to thepark. I don't hear much noise from the children that play baseball, soccer, or that are in thekids playground. In today's world with so many people that are obese it is great that morepeople want to play pickleball, or whatever sport they enjoy, especially us seniors. I walk mydog and my daughters dogs everyday around Osage. I noticed there were 14 people waiting toplay. There is always a line of people when I walk by the two courts. There were 4 people ineach of the existing 2 courts.
Other cities I have been told have their own courts. Walnut Creek has 8 courts, Concord has10-12, San Ramon is in phase 1 of building some, Pleasanton finished 6, Livermore has 4with plans on building more, Hayward has 6. Where are all of the people coming from thatare supposedly going to cause lots of noise and parking issues??? A park is for people toenjoy whether walking, running, tennis, pickleball, lying on the grass, bbqing, etc!! Thosepeople that live next to and around the park knew there was a park when they moved there. Itis like the people that moved next to a gun range or an airport and don't want any extra noise. Really???

Dear Members of the Danville Parks, Recreation, and
Arts Commission,
I am writing to express my support for the expansion of pickleball
courts at Osage Park and share with you what a valued part of the
community they are. We have just taken up this activity, and find it to
be of extreme benefit to our flexibility and overall health. We are both
in our 70’s, and find that Pickleball is the best overall exercise for us.
Unfortunately, the two courts available are frequently too crowded, and
we miss out on this opportunity.
If 8 more courts could be provided (not necessarily the 16 that some
neighbors object to), it would be very beneficial to the current players
and the youth that are starting to play. As seen throughout the country,
it is not only seniors who are getting involved. There is a whole
younger generation that is starting to play. I would hope that the
neighbors with children would consider this activity for them. Much
better than video games!

I’m writing this email in support of adding more pickleball courts at Osage Station Park.
Danville has always had a reputation for supporting the health, wellness and fitness of its residents. We havenumerous parks, trails and recreational areas throughout our city to support residents in their various activities—soccer fields, baseball and football fields, tennis courts and basketball courts. We have only two pickleball courts toaccommodate the fastest growing sport in the country. Pickleball is one of the few sports that can be enjoyed bypeople of all ages. It encourages fitness, sociality and good mental health—all of which are worthy goals for anypopulation.The two courts at Osage are in almost constant use all day, particularly now that it isn’t as hot in the afternoons.Morning play is crowded and players must wait for their turn to use the courts sometimes for 20-30 minutes. Itmakes sense to add more pickleball courts to the existing courts at Osage.I know the Town Council has already approved more courts and that Osage is the preferred site. Osage Station is apark that has always accommodated recreational activities such as baseball, soccer, basketball and tennis. I wouldurge the Parks dept. to also accommodate pickleball by adding at least 6-8 more pickleball courts. The courts will beappreciated and used, and the players who use the courts will be local players, as has been the case with the twoexisting courts. I’ve found that pickleball players, in general, are courteous, caring people who will do whateverthey can to accommodate others.Thanks for your consideration.

I wanted to send you an email letting you know of my strong desire to preserve OsagePark. I live in the neighborhood and think that adding a large pickleball complex is aterrible idea.
Osage Park is located in the middle of a neighborhood. Access to the park is onlyavailable through neighborhood streets that children use to walk and bike to school.
Are you aware of the current danger posed to both the children at John BaldwinElementary and Charlotte Wood Middle School with the ALREADY congested streets andspeeding cars? My son had a very scary incident while biking to school just last week.
Have you done a traffic study to determine if the neighborhood can handle increasedtraffic? I can assure you, it can't.Have you done a study to determine if there is adequate parking? There is not.
This will bring people from all throughout the East Bay. Not just Danville residents. It'sunacceptable that our town would place our children at an increased risk by bringing highnumbers of people through our small, neighborhood streets.
Charlotte Wood is an open campus. The children use Osage fields for PE. This is safetyconcern.Have you done a noise study to see how the sound will impact our children learningduring school hours?
And last, my children have grown up in Danville. We have used that beautiful grassy areafor kindergarten meet and greets, flag football games and my daughter is currentlyplaying soccer on it. It is a much used and much loved space. Please protect it.
It seems to me that Diablo Vista or Sycamore Valley parks would be better locations asthey offer large streets designed to manage traffic and congestion.

My comment is for this Wednesday’s meeting at 6:30pm regarding the consideration of adding more pickleballcourts at Osage Park. I live in Pleasanton and play at Osage at least once a week. I have met a wonderful group ofDanville residents and I know how much they enjoy playing pickleball. It’s such a great activity for all ages and Ican’t say enough about the social positives. I have made friends with people across the Bay Area because I alsoplay in Walnut Creek and San Ramon which would not have been possible without pickleball courts. However, 2courts are clearly not enough. When I’m there, on average there’s about 20 people waiting which is too many for 2courts. I would recommend the 8 court plan with the one side seating area. Please approve the addition of morepickleball courts for the residents of Danville and their future friends.
