HomeMy WebLinkAbout111522-07.1Town Council Report Presented November 15, 2022 MAINTENANCE SERVICES MAINTENANCE SERVICES OUR MISSION Maintenance Services ensures that Town -owned facilities—buildings, parks, roadsides, streets and street lights —are maintained in a manner that enhances the quality of life for Danville residents. The Town's Maintenance Services Department consists of four primary divisions: Buildings, Streets and Street Lights, Parks and Roadsides. These divisions work together to ensure that Danville continues to be a great place to live and visit. The Buildings Division maintains approximately 105,000 square feet of buildings, including the Town Offices, Town Service Center, Veterans Memorial Building, Village Theatre, Town Meeting Hall, Town Library, Community Center, Sycamore Day Care, the Magee House, Swain House and Cottage at Hap Magee Ranch Park, and the Teen Centers at Los Cerros, Charlotte Wood and Diablo Vista schools. These buildings are maintained by three full-time staff members, who also respond to and complete hundreds of service requests each year. Over 250 acres of parks, roadsides and medians throughout the Town are maintained by the Parks and Roadsides divisions. Staff continues to manage the UgMO system and a central irrigation system that are helping combat rising water costs and changing weather conditions while maintaining landscaping in the condition our residents have grown to love. Additionally, the Parks Division maintains 30 sports fields, two water features, seven playgrounds and a large and small dog park, helping to provide great recreational experiences for our residents and their pets. The Streets Division continues to do a phenomenal job of keeping our roadways safe. Street and curb markings are repainted as needed, traffic and street name signs are monitored daily, being repaired or replaced when necessary, potholes are filled, sidewalks are repaired and all efforts are made to keep Danville's streets as safe as possible. In addition to these duties, Maintenance Services maintains Town creeks and drainage systems while complying with permit requirements from the Department of Fish and Wildlife. While striving to exceed service level expectations in the areas described above, the Maintenance Services Department also facilitates special events, responds to traffic accidents, removes graffiti, completes extensive safety and specialization trainings, manages 23 Capital Improvement Projects, assists with the Town's Clean Water Program, coordinates volunteer projects with various organizations and works directly with all sports user groups in Town. 2 MAINTENANCE SERVICES MAINTENANCE SERVICES DEPARTMENT HIGHLIGHTS Maintenance staff completes extensive safety and specialization trainings each year. The Maintenance Services Department maintains 60 acres of arterial roadside and median landscaping. A variety of volunteer projects are coordinated each year, including park fence painting, refinishing benches and rose bush pruning. 3 MAINTENANCE SERVICES MAINTENANCE SERVICES DEPARTMENT HIGHLIGHTS Special events are a major part of the Danville community and the Maintenance Services Department helps facilitate them by posting signs, assisting with road closures, delivering equipment and cleaning up after the events. 30 sports fields are maintained by the Town, facilitating extensive use by sports groups and recreational users. The Town maintains and repairs 145 lineal miles of streets and roadways and 6.1 miles of roadside ditches. 4 MAINTENANCE SERVICES CAPITAL IMPROVEMENT PROJECTS Oak Hill Park Playground Replacement: The new playground design has been completed and a contract awarded. The playground equipment has been ordered, with construction expected to begin by spring 2023. Landscape Replacement Projects: Removal of underutilized grass areas and replacement of aging plant material continues, including at Hap Magee Ranch and Sycamore Valley Parks. ,{t/1 Oak Hill Park 1157097-070•..05 0329n.?2 Water Conservation: Efforts continue, including leveraging technology to irrigate more efficiently, removing underutilized grass areas, retrofitting irrigation equipment and frequent system inspections. Water usage in the first quarter of the 2022/23 fiscal year was reduced by 26.8% compared to the same period in 2021/22. 5 MAINTENANCE SERVICES PARKS • Converting all ballfield base pegs to a breakaway style to enhance player safety; the project will be completed prior to fields re- opening on March 1 • Resurfacing the two basketball courts at Sycamore Valley Park • Completed several repairs to the Sycamore Valley Park pond fountain • Performed preventative maintenance tree work at Osage Station Park to enhance safety around high -use areas • Completed the transition to the new email and text alert system for the sports field and dog park status, replacing the outdated phone hotline By the Numbers (2022) • Performed irrigation system inspections and completed 317 repairs • Removed over 9,000 bags of garbage from park sites • Pruned over 3,070 trees and shrubs • Completed 306 hardscape repairs • Provided more than 140,000 dog waste bags • Planted 92 trees and shrubs • Treated park sites 12 times each for weeds and rodents • Maintained 30 sports fields 6 MAINTENANCE SERVICES ROADSIDES • Replaced aging plant material and renovated the irrigation system to reduce water usage at the Diablo Road median east of 1-680 • Repaired four Eugene O'Neil bronze booklets at the Front Street Mini Park after they were damaged by an act of vandalism • A significant safety tree clearance project is underway on the Sycamore Creek Trail, from Freitas Road to Park Hill Road • Completed downtown tree pruning prior to the July 4 Parade • Continued optimizing use of UgMO underground irrigation sensor system at seven roadside locations By the Numbers (2022) • Performed irrigation system inspections and completed 393 repairs • Removed over 1,000 bags of garbage from roadsides • Pruned nearly 500 trees and shrubs • Completed 474 hardscape repairs • Provided more than 45,000 dog waste bags • Planted 58 trees and shrubs • Fertilized and aerated all roadside turf areas twice 7 MAINTENANCE SERVICES BUILDINGS By the Numbers (2022) • Maintain approximately 105,000 square feet of facilities • On pace for over 400 service requests this year • Maintain 16 facilities and bathroom buildings at five parks • 32 total safety inspections of buildings and facilities • Nearly 100 fire extinguishers inspected monthly • 16 building roofs cleared of leaves and debris • Re -painted the trim at the Library and Community Center • Repaired the interior and exterior wall at the Community Center after it was hit by a vehicle • Took advantage of a PG&E program to replace gas water heaters with electric water pumps at the Town Meeting Hall and Magee house, at no cost to the Town • Repaired the Diablo Vista Park restroom, addressing a water pressure issue • Replaced the Sycamore Valley Park snack shack water heater • Provided support during the move to the new Town Office building 8 MAINTENANCE SERVICES STREETS & STREET LIGHTING • Installed parking control boulders along the corner of the Oak Hill Park entrance, effectively eliminating a line -of -sight safety hazard caused by illegally parked vehicles • Installed delineators on Diablo Road near Green Valley Elementary to address safety issues during school drop off • Completed a pavement repair project on Mia Court • Replaced thermoplastic crosswalks near school sites, where needed • Repaired a sound wall along Sycamore Valley Road after it was hit by a vehicle By the Numbers (2022) • Performed 31 sidewalk inspections and completed 244 repairs • Inspected over 661 drain inlets and cleaned as needed • Responded to 30 instances of illegal dumping • 19 Town -maintained, 86 PG&E -maintained and three County -maintained street lights were repaired • Filled 23 potholes • Responded to 137 Danville Connect requests • Installed or replaced 32 traffic signs 9 MAINTENANCE SERVICES MISCELLANEOUS • The Maintenance Department is on pace to receive approximately 1,060 requests through Danville Connect this year. Resident feedback continues to be very positive, with an 84% satisfaction rating. • The Maintenance team assisted with the "Picture This" public art project, including building the frames and installing them throughout the Town. • The annual project to clear obstructions and debris from creeks and drainage channels was completed prior to the first rain of the season. • Significant repairs were completed to the Town -maintained fence along Sarah Court. • Onboarded new contractors for Park Maintenance, Roadside Maintenance, Custodial Services and Street Light Maintenance. • Infrastructure damaged by vehicular accidents was repaired, replaced or removed in a timely manner, including a damaged sound wall on Sycamore Valley Road and a knocked down street light on Diablo Road. • Maintenance continues to administer the Work Alternative Program, though it is temporarily on hold due to the pandemic.
