HomeMy WebLinkAbout111522-06.7 ADMINISTRATIVE STAFF REPORT 6.7 TO: Mayor and Town Council November 15, 2022 SUBJECT: Resolution No. 96-2022, awarding a professional services agreement for the Downtown Improvements Project, CIP No. A-362 BACKGROUND At its September 6, 2022, meeting, the Danville Town Council adopted the updated Danville Downtown Master Plan (DMP). This DMP builds upon 30 years of careful planning and infrastructure investments with an updated set of implementation projects to accommodate changing community needs brought about by the global COVID-19 pandemic. The DMP reimagines how downtown spaces can be enhanced to provide greater connection, interaction, and engagement within the historic “Old Town” core through nine ‘Primary Implementation Projects’ and eight ‘Secondary Implementation Projects.’ Implementation of long-range multi-phase plans can typically require a decade or longer as funding becomes available. Fortunately, the Town is a recipient of Local Fiscal Recovery Funds received through the American Rescue Plan Act (ARPA). This enabled the Town Council to allocate ARPA, along with other funds, to initiate two primary implementation projects (collectively referred to as the “Catalyst Project), “as part of the 2022/23 Capital Improvement Program (CIP No. A-362). The Catalyst Project includes “The Theatre Plaza” and “Raised Intersections, Street Furnishings, and Specialty Art Lighting” (Attachment B). The Town Council is seeking to expedite completion of the Catalyst Project, especially in light of timing requirements attached to the expenditure of ARPA funds. DISCUSSION The DMP Update planning process was facilitated by SWA Group (SWA), which was selected through a Request for Proposal/Qualifications review process. After evaluating potential options to move forward with, the project design and implementation process, SWA has been selected to move forward with this effort. This recommendation is based upon the firm’s in-depth knowledge of the Town’s mission, vision and procedural policies as well as their familiarity with the community’s feedback through the DMP planning process. Downtown Improvement Project 2 November 15, 2022 (CIP A-362) Award of Contract PUBLIC CONTACT Posting of the meeting agenda serves as notice to the general public. FISCAL IMPACT The amount of the design contract is $580,000. An additional $15% design contingency in the amount of $87,000 will be reserved for a total design contract budget of $667,000. Sufficient funds to cover the design contract and contingency are contained in the Downtown Improvements Project, CIP No. A-362. A-362 WHEREAS, the Danville Town Council adopted the updated Danville Downtown Master Plan (DMP) at its September 6, 2022, meeting; and WHEREAS, the Town Council allocated American Rescue Plan Act (ARPA) funding to advance two primary implementation projects from the DMP, collectively referred to as the “Catalyst Project” which is comprised of “The Theatre Plaza” and “Raised Intersections, Street Furnishings, and Specialty Art Lighting”; and WHEREAS, the Town Council directed the expeditious implementation of the Catalyst Project, given the strict federal timing associated with the use of ARPA funding; and WHEREAS, SWA Group was determined to be the most qualified consultant for expeditious project implementation; and WHEREAS, sufficient funds have been appropriated in the Capital Improvement Program for CIP A-362; now, therefore, be it RESOLVED, that the Danville Town Council hereby authorize the Town Manager to execute on behalf of the Town, the Professional Services Agreement with SWA Group with a not-to-exceed budget of $580,000; and that the Town Manager is authorized to establish and utilize a $15% design contingency of $87,000 for a total design contract budget of $667,000.
