Danville Planning Commission – Special Meeting Summary of Actions September 27, 2022 - DRAFT 1. CALL TO ORDER The special meeting of the Danville Planning Commission was called to order by Chair Trujillo at 5:00 p.m. The meeting was conducted by teleconference only. 1.1 Roll Call Administrative Assistant Kristine Meidberg conducted the roll call for attendance: Present: Archie Bowles, Commissioner Robert Combs, Commissioner Mark Graham, Commissioner Mary Grace Houlihan, Commissioner Paul Radich, Vice Chair Chris Trujillo, Chair Excused: Lou Palandrani, Commissioner 1.2 Announcements Administrative Assistant Kristine Meidberg provided information regarding the format of the meeting and instructions for public comment. 2. CHANGES TO THE ORDER OF THE AGENDA There were no changes to the order of the agenda. 3. “FOR THE GOOD OF THE TOWN” – To address the Planning Commission about a subject which is not listed on the agenda, click on the "Raise Your Hand" option in Zoom. Your name will be announced and you will have up to three (3) minutes to share your comments. Danville Planning Commission – Special Meeting Summary of Actions - Draft September 27, 2022 2 There were no public comments. 4. ITEMS FOR CONSIDERATION/ACTION 4.1 Consider approval of the Summary of Actions from the September 13, 2022, Planning Commission special meeting. MOTION BY COMMISSIONER GRAHAM, SECOND BY COMMISSIONER BOWLES TO APPROVE THE SUMMARY OF ACTIONS FROM THE SEPTEMBER 13, 2022 PLANNING COMMISSION SPECIAL MEETING MOTION CARRIED 6-0-0-1; COMMISSIONER PALANDRANI EXCUSED, 5. PUBLIC HEARINGS 5.1 Public hearing to allow public comments on the adequacy of a Draft Programmatic Environmental Impact Report (DPEIR) that has been prepared related to the implementation of the Town’s 2023-2031 State mandated Housing Element. The DPEIR is available for public review beginning on Tuesday, September 13, 2022, and ending Monday, October 28, 2022, at 5:00 p.m. The Draft EIR discusses the Housing Element Updates’ potential impacts on the environment, ways in which potential environmental impacts may be minimized (mitigation), and alternatives to the Project. Chief of Planning David Crompton presented the staff report and introduced Natalie Noyes and Will Burns, Consultants from David J. Powers and Associates. Natalie Noyes, Senior Project Manager – David J. Powers and Associates, provided an overview of the Draft Environmental Impact Report, summarized the findings of the EIR, and solicited comments on the Draft EIR. David Crompton, Chief of Planning, answered the Commissioner’s questions. Chair Trujillo opened the item to the public for comment. Danville Planning Commission – Special Meeting Summary of Actions - Draft September 27, 2022 3 There were four Public Comments: Rob Culin, Danville resident, is concerned over Green House Gas Emission. He supports the proposed mitigation measure that was stated in the Draft EIR. Bob Loreen, Danville resident in the Tassajara Cottages, is concerned about the possible re-zoning and development of 2.3 acres of open space in Sub Area Six, Tassajara-Liverpool. Nahmia Tavir, Danville resident in the Tassajara Cottages, is also concerned with the possible re-zoning and development of the open space in Sub Area Six, Tassajara-Liverpool. Rahul Choudhry, Danville resident in the Tassajara Cottages, is also concerned with the possible re-zoning and development of the open space in Sub Area Six, Tassajara-Liverpool Chair Trujillo closed the item to public comments. 6. REPORTS AND COMMUNICATIONS 6.1 Commissioner Reports There were no commission reports or communications. 7.
