HomeMy WebLinkAboutASRDRB20221027DESIGN REVIEW BOARD STAFF REPORT 5.1 TO: Design Review Board Members October 27, 2022 SUBJECT: Review and comment on the architecture and landscape plans related to Development Plan request DEV22-0009 for a proposed 168-unit Townhouse development. The site consists of a seven-acre parcel located at 3020 Fostoria Way (Project Planner: David Crompton). PROJECT DESCRIPTION This hearing is to provide for early DRB comments and direction for the architectural design related to a Development Plan application by Trumark Homes to construct 168 Townhouse units on a seven-acre portion of the Borel Property. The architecture is preliminary, and the DRB will not be taking any formal action on the project. The site was re-designated to multifamily housing as part of the Town’s last Housing Element implementation. The General Plan land use designation requires a residential density between 20 and 30 units per acre. •The project includes 19 buildings and eight different building configurations. •A total of 17 of the buildings are three stories with a maximum height of 37” 8”. •The two northerly buildings (7 & 8) are intended to provide a transition to the single-family neighborhood to the north and are two stories with a maximum height of 32’ 9”. •Buildings 7 & 8 have carport parking rather than garages. •25 of the units will be required to be deed restricted as low-income units. •The overall project has a density of 24.45 units per acre. •The applicant has submitted the development under State Density Bonus. As a result, they have asked for several development standards concessions, including more three-story buildings than would otherwise be allowed, and the 37’ 8” height limit when a 35’ height maximum would normally apply. EVALUATION •Overall, the architecture has an institutional look, especially buildings 7 & 8. Perhaps the two-story entry columns can be modified to reduce the scale. 3020 Fostoria Place 2 October 27, 2022 •Staff and the applicant have worked to provide a buffer to the single-family residences to the north, including moving buildings away from the property line, providing an open space buffer, and requiring significant tree plantings. •Staff is concerned with the proposed three-story elevations along Camino Ramon. A step back for the third story and/or additional architectural features such as awnings and thicker window frames should be considered. •Some of the roof eves appear to be shallow. Consider extending all eves to a minimum of two feet. •Elevations and details for the carports are needed. •Substantial additional screen trees should be planted between the carports and the masonry wall along the north property line. •A ten-foot masonry wall is proposed along the north property line to provide a buffer. Consider reducing the wall to eight feet high.
