HomeMy WebLinkAboutASRDRB20220310-05.1 DESIGN REVIEW BOARD STAFF REPORT 5.1 TO: Design Review Board Members March 10, 2022 SUBJECT: Review and recommend the Planning Commission approve Development Plan request (DEV21-0013) allowing the construction of a new 51,290 square foot two-story mixed-use building. The proposed development includes 37 residential condominium units totaling 46,680 square feet, and 3,920 square feet of commercial retail space along the Hartz Avenue frontage. The proposed project includes a 31,360 square foot subterranean parking garage. The site is located at 600 Hartz Avenue (Project Planner: David Crompton). PROJECT DESCRIPTION/BACKGROUND On November 10, 2020, the Town Council, Planning Commission, and Design Review Board held a study session to discuss the proposed development. On January 20, 2022, the Design Review Board (DRB) reviewed the project and continued the item to an unspecified future date. In continuing the item, DRB expressed several concerns. Those concerns and the applicant’s responses are described below. EVALUATION • Paint Colors – Revised paint colors for the rear and side elevations have been added. The colors add darker tones similar to the front elevation. The grey tones on the front elevation have been modified to a warmer grey tone. • Materials – DRB requested that the brick material proposed for the front elevation be carried around to the rear and side elevations to assure four-sided architecture for the building. The brick material has been added to the base on all elevations and raised up to the ceiling height on some of the elevation elements. In addition, the siding for some second-story elevation elements has been changed to board and baton to complement the siding on the adjacent historic Village Theater building. • Balcony Railings – Several balcony railings on the side and rear elevations have been changed to a solid design similar to the front elevation. • East Elevation – An additional central gable feature has been added to break up the repetitive design of this elevation. Brick has been added to the base. • Rear Fence – Brick pilasters have been added to the left (west) side and rear elevations. 600 Hartz Avenue 2 March 10, 2022 • Trees – Pin Oak trees have been added as screen trees on the left (west) side and rear elevations. Additional Considerations: • For the front and side building elevations adjacent to the driveway down to the basement garage, consider adding trellis elements over the windows, similar to the trellises on the interior courtyard elevations, to add depth to these relatively flat walls. RECOMMENDATION Review and recommend the Planning Commission approve Development Plan request (DEV21-0013) allowing the construction of a new 51,290 square foot two-story mixed-use building.
