SUBJECT: Resolution No. 90-2022, awarding a professional services agreement for
the Diablo Vista Park Play Area Renovation and Multi-Sport Skate Park,
CIP No. B-560 and B-616
BACKGROUND
The Town’s Capital Improvement Program (CIP) includes projects to renovate the Play
Area and develop a Multi-Sport Skate Park at Diablo Vista Park. This project will combine
the components of CIP Projects B-560 and B-616 .
The smaller and the larger children’s play areas have been previously renovated since the
inception of the park and the play areas have reached the end of their useful life and need
renovation and/or replacement. The existing children’s play area will be re-designed
with a unique theme that will promote child development while integrating features for
children with disabilities.
The second component of this project includes developing a Multi-Sport Skate Park
adjacent to the existing children’s play area. The Multi-Sport Skate Park was a
recommendation derived from the Danville Parks, Recreation & Arts Strategic Plan
Update, and subsequent Skate Park Feasibility Study conducted in 2018. In October 2019,
the Town Council accepted the Feasibility Study and identified Diablo Vista as the
preferred location for the multi-sport skate park.
The Play Area and Multi-Sport Skate Park will be designed together to create a unique
space, providing a harmonious design that is both safe and fun for all range of users.
DISCUSSION
In August 2022, a Request for Proposal (RFP) for the project was posted on the Town’s
website. In response, three (3) proposals were received from local consulting firms. The
Town carefully reviewed and ranked the three submitted proposals. O’Dell Engineering
of Pleasanton, CA received the highest ranking and was found to be the most qualified
consultant for the project.

FISCAL IMPACT
The amount for the design contract is $274,563. An additional 15% design contingency
in the amount of $41,185 will be reserved for a total design budget of $315,748. Sufficient
funds to cover the design contract and contingency are contained in the Diablo Vista Park
Play Area Renovation and Multi-Sport Skate Park, CIP No. B-560 and B-616 (Attachment
B).
RECOMMENDATION
Adopt Resolution No. 90-2022, awarding a professional services agreement for the Diablo
Vista Park Play Area Renovation and Multi-Sport Skate Park, CIP No. B-560 and B-616.

AWARDING A PROFESSIONAL SERVICES AGREEMENT FOR THE
DIABLO VISTA PARK PLAY AREA RENOVATION AND
MULTI-SPORT SKATE PARK, CIP NO. B-560 AND B-616
WHEREAS, the Danville Town Council previously appropriated funding for the
awarding of a professional services agreement for the Diablo Vista Park Play Area
Renovation and Multi-Sport Skate Park, CIP No. B-560 and B-616, in the adopted 2019/20
Capital Improvement Program; and
WHEREAS, the Town circulated a Request for Proposal (RFP) to select the most qualified
and experienced consultant firm to provide design services for the play area and multi-
sport skate park; and
WHEREAS, the Town issued the RFP on August 15, 2022, and received three (3)
proposals by September 20, 2022, that were evaluated and scored; and
WHEREAS, O’Dell Engineering of Pleasanton, CA was determined to be the most
qualified consultant; and,
WHEREAS, sufficient funds have been appropriated in the Capital Improvement
Program for CIP No. B-560 and B-616 Diablo Vista Park Play Area Renovation and Multi-
Sport Skate Park; now, therefore, be it
RESOLVED, by the Danville Town Council that the Town Manager be and hereby is
authorized to execute on behalf of the Town, the Professional Services Agreement with
O’ Dell Engineering of Pleasanton, CA with a not-to-exceed budget of $274,563, and that
the Town Manager be authorized to establish and utilize a 15% design contingency of
$41,185 for a total design budget of $315,748 for any additional work that may be
subsequently approved by contract amendment.
