SUBJECT: Resolution No. 87-2022, approving the amended date and street closure
limits for Flavors of Fall – A Celebration of Culture and Community
(formerly Danville Fallfest)
BACKGROUND/DISCUSSION
On February 15, 2022, the Town Council adopted Resolution 10-2022 (Attachment B)
authorizing community events street closures or parking restrictions for calendar year 2022,
including Danville Fallfest (Fallfest), which was scheduled to occur on October 22 and 23,
2022.
The Danville Area Chamber of Commerce (DACC) conducted a business survey in August
and September 2022 (Attachment C). In response to the feedback and preferences of local
businesses, the DACC, the event organizer, is rebranding Fallfest which will now be known
as Flavors of Fall—a Celebration of Culture and Community (Flavors of Fall). This one-day
event will be held on Saturday, October 22, 2022, between 12:00 p.m. and 8:00 p.m.
The event location will be on West Prospect Avenue between Hartz Avenue and Railroad
Avenue. The DACC is seeking approval for road closure modifications to include West
Prospect Avenue, as defined above, in lieu of the street closures limits approved for Fallfest.
This location will provide a central and safe space for scheduled activities. Given the new
format, there will be no public consumption of alcohol within the street closure limits. The
road closure time would be from 10:30 a.m. to 4:30 p.m., and “No Parking” restrictions will
be enforced between 8:30 a.m. and 4:30 p.m. to allow for set-up and breakdown of the stage
and the removal of event materials. Event activities after 4:00 p.m. do not require a road
closure. The amended event date and street closure time does not conflict with any other
Town Council approved community event.

RESOLUTION NO. 87-2022
APPROVING THE AMENDED EVENT DATE AND STREET CLOSURE LIMITS
FOR FLAVORS OF FALL – A CELEBRATION OF CULTURE AND COMMUNITY
WHEREAS, the Danville Fallfest, an annual event hosted by the Danville Area Chamber
of Commerce (DACC) was scheduled to take place on Saturday, October 22 and Sunday,
October 23, 2022; and
WHEREAS, the DACC has rebranded Danville Fallfest, now known as Flavors of Fall – A
Celebration of Culture and Community, and has requested the event date of Saturday,
October 22, 2022, from 12:00 to 8:00 p.m.; and
WHEREAS, the DACC has requested road closure modifications to include the entirety of
West Prospect Avenue between Railroad Avenue and Hartz Avenue for event activities
(Exhibit 1) in lieu of the street closure limits approved in Resolution 10-2022 for Danville
Fallfest; and
WHEREAS the road closure time would be from 10:30 a.m. to 4:30 p.m., and “No Parking”
restrictions will be enforced between 8:30 a.m. and 4:30 p.m. to allow for set-up and
breakdown of the stage and the removal of event materials; now, therefore, be it
RESOLVED, by the Danville Town Council that “No Parking” will be enforced from 8:30
a.m. to 4:30 p.m. and the following location will be closed between 10:30 a.m. and 4:30 p.m.
on Saturday, October 22, 2022:
•The entirety of West Prospect between Railroad Avenue and Hartz Avenue.

Thank you so much for your time this morning, thoughtfulness, and suggestions. The Chamber has given
great thought on how to shift the Fallfest from a two-day event to a one-day event that focuses even
more on supporting our local business community.
Regarding the temporary closure, we would like to formally request a road closure modification to include
the entirety of W. Prospect at Railroad and Hartz, rather than what was originally approved for the
Fallfest event. This location will provide a central location for activities and provide a safe space for the
scheduled event.
Below is a tentative schedule for this evolving community event.

Gauging Business Interest - Reaction to Festivals
•This year, we received anecdotal feedback that the festivals may not be helping local businesses from
an economic standpoint. The Chamber conducted two separate business surveys to evaluate this
concept:
o 2022 Danville Area Chamber Member Survey, administered by the Western Association of
Chamber Executives, where we are judged against other Chambers on the West Coast

o Danville Business License Survey – administered by the Danville Area Chamber of
Commerce and sent to all licensed businesses with brick & mortar storefronts in the
Town of Danville.
Chamber Member Survey Results
The Chamber conducted its first Member Survey, with the help of the Western Association of Chamber
Executives, between August 23 – September 6, 2022. We added a question on festivals to gage member
benefit from Summerfest and Fallfest.
Note that 34% of Chamber Members who responded to the survey saw “Little to No Value” in
festivals, rating them 1 out of 10 when it comes to direct benefits.
Business License Survey Results
The survey was conducted August 18 – 26 and included all Business License Holders who own brick &
mortar shops and businesses within the Town of Danville.
The key question is how financially helpful festivals are to the businesses, with “1” being not helpful at
all and “10” being very helpful.
• 50% of respondents chose option “1” (not helpful at all)
• 80% of respondents chose an option between 1 – 5, on the low end of the scale
• Just one respondent chose “10” as very helpful
Results of the business license survey are attached. We are confident that the re-branding will be
much more helpful to businesses and partnerships than the previous model.

Might prefer if summer/fall fest was just a one day event but it is definitely a good event for engaging with the community.
I have not yet received my business license in the mail that I have paid for.
