HomeMy WebLinkAboutASRBAC20220926 - 05.3 BICYCLE ADVISORY COMMISSION STAFF REPORT 5.3 TO: Bicycle Advisory Commission September 26, 2022 SUBJECT: 2022-2023 Bicycle Advisory Commission Draft Workplan and Activities Discussion BACKGROUND On July 6, 2021, the Town Council adopted the Town of Danville Bicycle Master Plan, CIP C-609. The Bicycle Master Plan (“BMP”) provides a roadmap for the prioritization and construction of future bicycle improvements and sets policy on how to further encourage and promote bicycling as a safe and viable form of transportation. As part of an evaluation and accountability component to the BMP, the formation of a Bicycle Advisory Committee was prominently recommended in Chapter 5, “Programs and Policy Recommendations” of the BMP. It is envisioned that this body would represent the interests of bicyclists and other non-motorized forms of transportation issues and to advise on the development of project and programmatic initiatives recommended in the BMP Subsequently, at its regular meeting of March 1, 2022, the Town Council adopted Ordinance No. 2022-22, establishing a Bicycle Advisory Commission (“BAC”) and further, on June 21, 2022, appointed the inaugural Town of Danville Bicycle Commission composed of six members. DISCUSSION In advance of the first BAC meeting, Town staff researched cities and counties to gather information about the function and tasks of their respective bicycle and/or pedestrian advisory bodies which were found to include commissions, committees, and advisory boards. After reviewing their respective structures including mission statements, vision and goals, and duties, staff determined that an annual work plan is an appropriate means to better-define the charge and shape the focus and scope of the BAC. To summarize, the charge of the BAC is to provide input and direction on the advancement, development, maintenance, and implementation of the BMP; to support planning, programs and projects involving bicycle infrastructure and safety; and to ensure that the development and implementation of bicycle-related projects and programs adheres to Town policies and documents including the 2030 General Plan and the BMP. The following describes a proposed work plan for the BAC for 2022-2023: Town of Danville Bicycle Advisory Commission Work Plan 2022-2023 Function - Advise the Town Council on matters related to: 1. Implementation of the Townwide Bicycle Master Plan; 2. Conditions, operations and safety of existing bicycle facilities and other non-motorized forms of transportation 3. Review of proposed bicycle-related policies, programs, projects, plans, funding applications and legislation 4. Coordination with the public including bicycle-related organizations, the business community, and other local agencies to promote cycling projects and programs; 5. Development and dissemination of bicycle awareness and education materials to the community.
