HomeMy WebLinkAbout092022-05.7 ADMINISTRATIVE STAFF REPORT 5.7 TO: Mayor and Town Council September 20, 2022 SUBJECT: Resolution No. 85-2022, approving a five-year extension of the contract with Townsend Public Affairs for legislative advocacy services through the Tri-Valley Cities Coalition BACKGROUND For the past two decades the five Tri-Valley cities including the Town of Danville, and Cities of Dublin, Livermore, Pleasanton and San Ramon have worked together as a coalition to pursue and influence legislative solutions that benefit the Tri-Valley. In 2017, the Tri-Valley Cities Coalition (TVCC) adopted a new Legislative Framework strategically focused on federal, state, regional, and local advocacy. To assist with pursuing the objectives of the framework the TVCC issued a Request for Proposal and Qualifications (RFP/Q) for legislative advocacy services. Through that process Townsend Public Affairs (TPA) was selected to provide advocacy services for the TVCC. To administer and carry out the contract, the City of Pleasanton has acted as the fiduciary agency, with contract expenses being equally shared by the five cities/town. The initial five-year contract with TPA expires on September 30, 2022. In anticipation of the contract sunsetting, the TVCC once again issued an RFP for legislative advocacy services and interviewed potential consultants. Through that process, TPA was selected to continue to assist the TVCC for an additional five-year term. DISCUSSION Legislative advocacy services assist the TVCC toward building consensus and developing strategies to further legislative solutions that will serve the residents and businesses of the Tri-Valley. Over the last five years, TPA has worked closely with the TVCC, providing legislative advocacy services at the state and federal level. TPA regularly updates the TVCC and member cities/town on key legislative bills that could impact the region and advocates on behalf of the coalition with legislative leaders. TPA also provides ongoing engagement and advocacy on funding opportunities and has assisted the TVCC in securing over $7 million in federal earmarks and state funding. Legislative Advocacy Services 2 September 20, 2022 The Tri-Valley Cities are now seeking the renewal of the Professional Services Agreement for legislative advocacy services with TPA for five years. The new contract includes a termination clause that allows the contract to be terminated by the cities at any time, while compensating the consultant for any work actually performed. The City of Pleasanton has agreed to continue to act as the fiduciary agent for the new contract. The total cost of the five year contract is $750,000, equating to a commitment of $150,000 per agency over the five year period. Adoption of Resolution No. 85-2022 will authorize the Town Manager to execute a Memorandum of Understanding with the City of Pleasanton, committing the Town’s participation for the next five years. FISCAL IMPACT The annual cost of TVCC advocacy services is included General Government-Town Council operating budget. RECOMMENDATION Adopt Resolution No. 85-2022, approving a five-year extension of the contract with Townsend Public Affairs for legislative advocacy services through the Tri-Valley Cities Coalition.
