Danville Planning Commission – Special Meeting Summary of Actions July 12, 2022 - DRAFT 1. CALL TO ORDER The special meeting of the Danville Planning Commission was called to order by Chair Trujillo at 5:00 p.m. The meeting was conducted by teleconference only. 1.1 Roll Call Administrative Assistant Kristine Meidberg conducted the roll call for attendance: Present: Archie Bowles, Commissioner Robert Combs, Commissioner Mark Graham, Commissioner Lou Palandrani, Commissioner Paul Radich, Vice Chair Chris Trujillo, Chair Excused: Mary Grace Houlihan, Commissioner 1.2 Announcements Administrative Assistant Kristine Meidberg provided information regarding the format of the meeting and instructions for public comment. 2. CHANGES TO THE ORDER OF THE AGENDA Chief of Planning, David Crompton, indicated that there was one change to the agenda. Item 4.2, the time extension for 400 Diablo Road has been removed from the agenda, the applicant does not intend to go forward with the project. Your name will be announced, and you will have up to three (3) minutes to share your comments. There were no public comments. 4. ITEMS FOR CONSIDERATION/ACTION 4.1 Consider approval of the Summary of Actions from the May 10, 2022, Planning Commission Special meeting. MOTION BY COMMISSIONER GRAHAM, SECOND BY COMMISSIONER COMBS TO APPROVE THE SUMMARY OF ACTIONS FROM THE MAY 10, 2022, PLANNING COMMISSION SPECIAL MEETING MOTION CARRIED 6-0-0-1; COMMISSIONER HOULIHAN EXCUSED 4.2 Consider approval of Resolution No. 2022-10, approving time extension for 400 Diablo Road (Project Planner: David Crompton). Item has been removed from the agenda. The applicant does not intend to move forward with the project. 5. PUBLIC HEARINGS 5.1 Consider approval of Resolution No. 2022-13, approving a revised Development Plan application to allow the construction of a 57-unit senior condominium project. An addendum to a previously approved Environmental Impact report has been prepared for the project. The site is located at 375 & 359 W. El Pintado Road (Project Planner: David Crompton). Chief of Planning, David Crompton, presented the staff report and answered Commissioner’s questions. Jeffrey Stone, Applicant, presented the history of the project and what led to the development of a senior housing project. Phil Hyndman, Project Architect, answered commissioner’s question on how the additional three units were added and gave further information on the architecture of the proposed development plan. There was one written comment expressing concern about building additional housing considering the drought we are experiencing. Chief of Planning, David Crompton, addressed the question. Chair Trujillo closed the item to public comments and brought it back to the Commission for final comments. MOTION BY COMMISSIONER GRAHAM SECOND BY COMMISSIONER COMBS TO ADOPT RESOLUTION NO.2022-13 APPROVING A REVISED DEVELOPMENT PLAN APPLICATION TO ALLOW THE CONSTRUCTION OF A 57-UNIT SENIOR CONDOMINIUM PROJECT. AN ADDENDUM TO A PREVIOUSLY APPROVED ENVIRONMENTAL IMPACT REPORT HAS BEEN PREPARED FOR THE PROJECT. THE SITE IS LOCATED AT 375 & 359 W. EL PINTADO ROAD. APPROVAL OF RESOLUTION NO. 2022-13 WITH THE FOLLOWING MODIFICATION: • REQUIRING DESIGN REVIEW BOARD APPROVAL OF ALL EXTERIOR MATERIALS AND A RETURN TO THE PLANNING COMMISSION IF A DECISION CAN NOT BE MADE BY THE DESIGN REVIEW BOARD MOTION CARRIED 6-0-0-1; COMMISSIONER HOULIHAN EXCUSED 5.2 Consider approval of Resolution No. 2022-12, approving Major Subdivision SD 9598, Development Plan DEV22-0003, and Tree Removal TR22-0031 requests to subdivide an existing 3.04 parcel into nine single-family residential lots. A Mitigated Negative Declaration of environmental significance has been prepared for the project, indicating that no significant environmental impacts are expected to be associated with the project. The site is located at 2830 Camino Tassajara (Project Planner: Fred Korbmacher). Project Planner, Fred Korbmacher, presented the staff report and answered Commissioner’s questions. Jeff Schroeder, Applicant, presented information on the proposed development plan and tree removal. Mr. Schroeder addressed the Commissioner’s questions. Fred Porter, Danville resident whose home backs up to Camino Tassajara, is concerned with the possibility of an increased rodent issue due to development. He also questioned why an egress is not being considered from the project directly onto Camino Tassajara southbound. His final concern is with the sewer hook-up, and the possible increase of sewer issues within his neighborhood. Jeff Schroeder, applicant, addressed the rodent issue and advised that the sewer issue would need to be brought to the Contra Costa Central Sanitary Department. Fred Korbmacher, Project Planner and David Crompton, Chief of Planning addressed the question of an egress onto Camino Tassajara. Chair Trujillo closed the item to public comments and brought it back to the Commission for final comments. REPORTS AND COMMUNICATIONS 6.1 Commissioner Reports Chair Trujillo asked if there will be a meeting on July 26, 2022. David Crompton, Chief of planning, informed the Commission that the July 26, 2022, meeting would be cancelled. 7.
