SUBJECT: Resolution No. 75-2022, authorizing a request to the State of California
Department of Transportation for the allocation of Highway Safety
Improvement Program (“HSIP”), Cycle 11 Funds
BACKGROUND
The Highway Safety Improvement Program (HSIP) is a federal-aid program under the
United States Code, Title 23, Section 148. Its purpose is to achieve a significant reduction
in traffic fatalities and severe injuries on public roadways. The State of California
Department of Transportation (“Caltrans”) administers the HSIP, of which all State of
California local public agencies are eligible to apply. In May 2022, Caltrans released a
call-for-projects for HSIP, Cycle 11, for Fiscal Year 2022-23 with a project application
submittal deadline of September 12, 2022. Project applications will be evaluated on
several factors with an emphasis on a ranking of benefit-cost ratios. Agencies receiving
HSIP, Cycle 11 funds must deliver completed projects by June 30, 2026.
In 2021, the Town received a total of $282,000 in HSIP, Cycle 10 funds for the preparation
of a Local Roadway Safety Plan (“LRSP”) and for Iron Horse Trail Crossing
Improvements as part of Traffic Management Program, CIP C-305. Both projects are in
progress and will be completed in fall/winter 2022.
DISCUSSION
Through the development of the Town of Danville’s Draft LRSP and Draft Downtown
Master Plan, and as identified in the FY 2022/23 Operating Budget and Capital
Improvement Program (Attachment B), staff has identified two projects for the requested
authorization of submission of HSIP, Cycle 11 funds:
1. Hartz Avenue Intersection Safety Improvements (a component of CIP A-362,
Downtown Improvement Project)
2. Townwide Intersection Safety Improvements, (a component of CIP C-634,
Townwide Traffic Signal Modernization)
The Hartz Avenue Intersection Safety Improvements has been refined through the
development of the Draft Downtown Master Plan and that is a component of CIP A-362,
Downtown Improvement Project. For purposes of the HSIP, Cycle 11 project application,

the project scope would include a portion of eligible construction costs for the proposed
raised intersection and crosswalk treatments at the intersections of Hartz
Avenue/Prospect Avenue and Hartz Avenue/Linda Mesa Avenue. The requested grant
amount is $538,200 with an estimated construction cost of approximately $598,000 for
associated eligible project components that include asphalt paving, ADA curb
ramps/bulb-out upgrades, and pavement marking treatments.
The Townwide Intersection Safety Improvements has been identified through the
development of the Town’s HSIP-funded Local Roadway Safety Plan and is also a
component of CIP C-634, Townwide Traffic Signal Modernization. The project consists
of the implementation of safety enhancements at signalized intersections along arterial
corridors of Sycamore Valley Road, Camino Tassajara, Crow Canyon Road, and San
Ramon Valley Boulevard and includes installation of high-visibility retroreflective
sheeting for traffic signal heads, installation of high-visibility pavement markings
consisting of advanced stop limit lines and bicycle boxes at signalized intersections, and
traffic signal timing upgrades. The requested HSIP project application amount is
$240,000. The total project cost is scalable and will be based on the grant award.

FISCAL IMPACT
The total cost of HSIP-eligible components for the Hartz Avenue Intersection
Improvements Project is estimated at $598,000. The required local match is $59,800, or
10% of the total construction costs. Sufficient funds are appropriated in the FY 2022-23
Capital Improvement Program to cover the required matching funds. The components
of the Townwide Intersection Safety Improvements project are eligible for up to 100% of
HSIP funds.

Adopt Resolution No. 75-2022, authorizing a request to the State of California
Department of Transportation for the allocation of Highway Safety Improvement
Program (“HSIP”), Cycle 11 Funds.

AUTHORIZING A REQUEST TO THE STATE OF CALIFORNIA DEPARTMENT
OF TRANSPORTATION FOR THE ALLOCATION OF HIGHWAY SAFETY
IMPROVEMENT PROGRAM (“HSIP”), CYCLE 11 FUNDS
WHEREAS, the Highway Safety Improvement Program (“HSIP”) is a federal-aid
program under the United States Code, Title 23, Section 148; and
WHEREAS, the HSIP is a core federal-aid program with the purpose to achieve a
significant reduction in traffic fatalities and serious injuries on all public roads; and
WHEREAS, the Federal Highway Administration has designated the State of California
Department of Transportation (Caltrans) to administer the HSIP for eligible public
agencies within the State of California; and
WHEREAS, Caltrans announced a call-for-projects for HSIP, Cycle 11 funds for Fiscal
Year 2022-23; and
WHEREAS, the Town of Danville desires to submit a request to Caltrans for the
allocation of HSIP, Cycle 11 funds for Hartz Avenue Intersection Safety Improvements
as part of the Downtown Improvements Project, Capital Improvement Project (“CIP”) A-
362, and as identified in the 2022 Draft Downtown Master Plan; and
WHEREAS, the Town of Danville desires to submit a request to Caltrans for the
allocation of HSIP, Cycle 11 funds for Townwide Intersection Safety Improvements as
part of Townwide Traffic Signal Modernization, CIP C-634; and
WHEREAS, Downtown Improvements Project, CIP A-362 and Townwide Traffic Signal
Modernization, CIP C-634 are identified in the FY 2022/23 Operating Budget and Capital
Improvement Program; and
WHEREAS, on April 21, 2021, the Town of Danville adopted Resolution No. 15-2021,
authorizing the Town Manager to execute a Master Agreement with Caltrans for State-
funded projects to fulfill the Town’s eligibility requirement to receive State and/or
Federal funding for transportation projects; now, therefore, be it
RESOLVED, that the Town of Danville declares it is eligible to request an allocation of
HSIP, Cycle 11 funds pursuant to United States Code, Title 23, Section 148; and, be it
further
RESOLVED, that the City Engineer is authorized to submit a request for HSIP, Cycle 11
funds; and, be it further

RESOLVED, that a certified copy of this resolution and its attachments, and any
accompanying supporting materials shall be forwarded to the congestion management
agency, county-wide transportation planning agency, or county association of
governments, as the case may be, of Contra Costa County for submission to Caltrans.
