HomeMy WebLinkAbout090622-06.05 ADMINISTRATIVE STAFF REPORT 6.5 TO: Mayor and Town Council September 6, 2022 SUBJECT: Resolution No. 74-2022, authorizing the Town Manager to execute a professional services agreement with Interwest Consulting Group for building plan review and staff augmentation services through FY 2024/25 BACKGROUND The Building Services Division in Development Services is responsible for ensuring public safety by providing responsive and timely permitting, plan review, inspection, and code enforcement services. These services are provided through an effective combination of in- house Town staff and various consultants to ensure that all building construction meets minimum safety requirements and is fully compliant with applicable codes and standards. In addition, consultant assistance may be used to augment building staff during peak workflow periods or in the event of illness, training and for vacation relief. DISCUSSION The Building Services Division maintains contractual agreements with multiple building services consultants. These agreements are reviewed and updated periodically. The Town is currently seeking to execute a new contract with Interwest Consulting Group. The new contract would cover three years with an option to renew for up to two (2) successive one- year terms. The new contract includes performance requirements stipulating turn-around times for initial plan reviews (not exceeding 10 business days), and subsequent reviews (not exceeding five business days). Plan review fees collected to perform building plan review services would be allocated 65-percent to the consultant (for Life Safety, Electrical, Mechanical, Plumbing, Title 24 and structural review) with the balance to the Town. This fee revenue arrangement is consistent with the rates for other firms utilized by the Town. PUBLIC CONTACT Posting of the meeting agenda serves as notice to the general public. FISCAL IMPACT No impact to the General Fund. The annual expenditure for Interwest Consulting Group Authorizing Professional Services Agreement 2 September 6, 2022 with Interwest Consulting Group would be entirely offset by permit revenues. Sufficient permit revenues to cover the cost of the contract are budgeted and appropriated through the Town’s operating budget. RECOMMENDATION Adopt Resolution No. 74-2022, authorizing the Town Manager to execute a professional services agreement with Interwest Consulting Group for building plan review and staff augmentation services through FY 2024/25. Friedmann Deputy Town Manager Attachment: Resolution No. 74-2022 RESOLUTION NO. 74-2022 AUTHORIZING THE TOWN MANAGER TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT WITH INTERWEST CONSULTING GROUP FOR BUILDING PLAN REVIEW AND STAFF AUGMENTATION SERVICES THROUGH FY 2024/25 WHEREAS, the Town of Danville is required to review all building plans and documents for compliance with applicable state and local building codes; and WHEREAS, the Town of Danville utilizes consultant firms to provide building staff augmentation ranging from plan review to inspection services due to the volume and complexity of projects, in addition to providing staff augmentation in the event of illness, training and for vacation relief; and WHEREAS, staff recommends authorization of a new contract with Interwest Consulting Group through FY 2024/25 with an option to extend for not more than two successive one-year terms; now, therefore be it RESOLVED, that the Danville Town Council hereby authorizes the Town Manager to execute a professional services agreement with Interwest Consulting Group to provide building plan review and staff augmentation services.
