CALL TO ORDER The special joint meeting of the Danville Parks, Recreation and Arts Commission and Arts Advisory Board was called to order by Chair Diamond at 6:30 p.m. The meeting was conducted by teleconference only. 1.1 Roll Call Administrative Assistant Gail Massagli conducted the roll call for attendance: Present: Parks, Recreation and Arts Commission Randall Diamond, Chair Adam Falcon, Vice Chair Alesia Strauch, Commissioner Kevin Donovan, Commissioner Sabrina Brandeis, Youth Representative (departed at 8:25pm) Jane Joyce, Commissioner Jenna Mesic, Commissioner Charles Neary, Commissioner Arts Advisory Board Amy Schell, Chair Haley Johnson, Vice Chair (departed at 7:00pm) Kim Bowles, Board Member Charles Neary, Board Member Jane Joyce, Board Member Amelia Liptak, Youth Member (departed at 7:30pm) 1.2 Announcements Gail Massagli, Administrative Assistant, provided information regarding the format of the meeting and instructions for public comment. CHANGES TO THE ORDER OF THE AGENDA There were no changes to the Order of the Agenda. 3. “FOR THE GOOD OF THE TOWN” Alesia Strauch, Danville, commented regarding concern for the public using Danville’s public school fields as off-leash dog parks. She has noticed dogs off- leash on school field parks at Greenbrook, John Baldwin, and Sycamore. Dogs have been off-leash coming into school classrooms during school hours, using the school parks during school hours, and using the fields while sports practices are taking place. She volunteered at John Baldwin and there were 3 incidents of school-age children being sent to the office to call their parents as there is dog excrement on their shoes and clothing. Alesia is asking for more support from the Commission and the Town of Danville regarding this issue with the suggestion of more police department VIP involvement and requesting more signage to follow the Town’s ordinance of no dogs off-leash at public schools. 4. ITEMS FOR CONSIDERATION/ACTION 4.1 Approval of the Summary of Actions from the January 12, 2022, Parks, Recreation and Arts Commission Special Meeting MOTION BY VICE-CHAIR FALCON, SECOND BY COMMISSIONER DONOVAN, TO APPROVE THE SUMMARY OF ACTIONS OF THE JANUARY 12, 2022, PARKS, RECREATION, AND ARTS COMMISSION SPECIAL MEETING MOTION CARRIED 8-0-0-0 4.2 Approval of the Summary from the November 10, 2021, Arts Advisory Board Special Meeting MOTION BY VICE-CHAIR JOHNSON, SECOND BY BOARD MEMBER BOWLES, TO APPROVE THE SUMMARY OF THE NOVEMBER 10, 2021, ARTS ADVISORY BOARD SPECIAL MEETING MOTION CARRIED 6-0-0-0 4.3 Review Concept for Oak Hill Park Playground Equipment Replacement Project and Provide Staff with Recommendations for Action Joint Special Meeting Summary of Actions March 16, 2022 3 Maintenance Services Director Dave Casteel provided a PowerPoint presentation on the Oak Hill Park playground providing updated preliminary examples of nature and contemporary themes, detailing budget items, and reviewing the scope of work the Commission discussed from January 12, 2022, meeting. The Commission and Board reviewed the Concept of the Oak Hill Park Playground Replacement Project, provided the following direction to the staff, and requested that the item returns to the Commission at a later date: • Refining Option B with modifications and providing additional scopes • Safety surface comparison • Shade options and revised renderings • Budget • Possible inclusion of tile art wall and additional artistical elements • Additional playground equipment images Additional images of the playground were presented during the meeting. They were forwarded to the Commissioners and Board Members and added to the supplemental files. 5. REPORTS AND PRESENTATIONS 5.1 Recreation, Arts, and Community Services Director’s Report Director Henry Perezalonso reflected on the importance of the Art Advisory Board Members’ involvement with the Commission and the importance of art for the Town of Danville. He reported recent Village Theatre rentals are on the rise and picnic rentals are continuing to book. He also provided an update of the prior month’s events within the department. Mr. Perezalonso and his staff attended the CPRS annual conference in March. Commissioners were invited, taught a joint session, and received positive feedback. Mr. Perezalonso discussed the mid-year financial report was approved and expenditures were increased. He also informed the Commission and Advisory Board there will be a joint commission and Town staff meeting regarding the Downtown Master Plan on April 27. The Parks, Recreation and Arts Commission and the Arts Advisory Board jointly Joint Special Meeting Summary of Actions March 16, 2022 4 prioritized ideas from the Strategic Plan and developed subcommittees to further define the priorities. Once a subcommittee meets, they will share the information and strategies to move forward; these discussions may become an item added to the commission’s future agenda. Mr. Perezalonso and Chair Diamond were the first subcommittee to meet and provided a status on pickleball and the possible inclusion of courts in the future CIP. 5.2 Commissioner’s Reports and Comments Chair Diamond reported he attended the March CPRS Conference and was proud to attend and have the opportunity to be involved. He was impressed with the staff and their popularity of knowing everyone at the event. Commissioner Mesic reported she greatly appreciated joining the March CPRS Conference with the staff and had fun. She too was impressed with the staff and their involvement with other agencies. She reminded the commission to sign up for spring events through Signup Genius. 6.
