CALL TO ORDER The regular meeting of the Danville Town Council was called to order by Mayor Arnerich at 5:00 p.m. The meeting was conducted by teleconference only. 1.1Roll Call City Clerk Marie Sunseri conducted the roll call for attendance. Present: Newell Arnerich, Mayor Robert Storer, Vice Mayor Dave Fong, Councilmember Renee Morgan, Councilmember Karen Stepper, Councilmember 1.2 Announcements City Clerk Marie Sunseri provided information regarding the format of the meeting and instructions for public comment. 2.PLEDGE OF ALLEGIANCE TO THE FLAG The pledge of allegiance to the flag was led by Police Chief Allan Shields. 3. CHANGES TO THE ORDER OF THE AGENDA There were no changes to the order of the agenda. DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS JUNE 21, 2022 4. FOR THE GOOD OF THE TOWN Stephanie Taddeo addressed the Town Council regarding the Contra Costa County Board of Supervisors agenda item today in which they discussed police contracts. 5. PROCLAMATIONS 5.1Reading of a proclamation by Mayor Arnerich proclaiming June 2022 as Alzheimer’s and Brain Awareness Month Mayor Arnerich read the proclamation. 6. CONSENT CALENDAR 6.1Consider approval of the Summary of Actions from the regular Town Council meeting of June 8, 2022 6.2Consider approval of the Register of Demands 6.3Consider acceptance of the April 2022 Month End Treasurer’s Report 6.4Consider adoption of Ordinance No. 2022-04, amending Section 2-1.3b of the Danville Municipal Code relating to Town Council compensation 6.5Consider adoption of Resolution No. 49-2022, authorizing the Town Manager to execute a three-year Microsoft Enterprise Agreement renewal MOTION BY COUNCILMEMBER MORGAN, SECOND BY VICE MAYOR STORER, TO APPROVE THE CONSENT CALENDAR ITEMS 6.1 THROUGH 6.5 MOTION CARRIED 5-0 2 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS JUNE 21, 2022 7. COMMUNICATIONS 7.1Quarterly Police Department Report by Danville Police Chief Allan Shields Allan Shields provided the report. 7.2Monthly legislative update by Deputy Town Manager Diane Friedmann Diane Friedmann provided the report. 8. PUBLIC HEARINGS 8.1Consider adoption of Resolution No. 50-2022, confirming the diagram and assessment and ordering the levy of the annual assessment, for Danville Street Lighting and Landscape Assessment District No. 1983-1 Maintenance Services Director Dave Casteel presented the report Mayor Arnerich opened the item to public comment. MOTION BY COUNCILMEMBER MORGAN, SECOND BY COUNCILMEMBER FONG, TO ADOPT RESOLUTION NO. 50-2022, CONFIRMING THE DIAGRAM AND ASSESSMENT AND ORDERING THE LEVY OF THE ANNUAL ASSESSMENT, FOR DANVILLE STREET LIGHTING AND LANDSCAPE ASSESSMENT DISTRICT NO. 1983-1 MOTION CARRIED 5-0 3 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS JUNE 21, 2022 9. TOWN COUNCIL REPORTS 9.1Appoint members for terms beginning July 1, 2022: A.Bicycle Advisory Commission: three regular members for 4-year terms; Two regular members for 2-year terms; and One Youth Commissioner for a 2-year term MOTION BY COUNCILMEMBER STEPPER TO APPOINT ALAN KALIN, ANGELA WANG, AND BRUCE BILODEAU AS REGULAR MEMBERS FOR 4-YEAR TERMS; DAVID WILLIAMS AND ELLIOTT CALL AS REGULAR MEMBERS FOR 2-YEAR TERMS; AND TYLER CHOI AS YOUTH COMMISSIONER FOR A 2-YEAR TERM, BEGINNING JULY 1, 2022 MOTION CARRIED 5-0 B.Parks, Recreation and Arts Commission for 4-year terms: Four regular members MOTION BY COUNCILMEMBER FONG TO APPOINT KEVIN DONOVAN, RANDALL DIAMOND, CAROL MASCALI, AND CHARLES NEARY AS REGULAR MEMBERS TO THE PARKS, RECREATION AND ARTS COMMISSION FOR 4-YEAR TERMS BEGINNING JULY 1, 2022; AND JOE LINDSEY AS AN ALTERNATE MEMBER FOR THE REMAINDER OF A TERM ENDING JUNE 30, 2025 MOTION CARRIED 5-0 C.Danville Representatives on the Contra Costa County Library Commission for 4-year terms: One regular member; and One alternate member MOTION BY VICE MAYOR STORER TO APPOINT NICOLE GEMMER AS REGULAR MEMBER, AND ROBERT SANGUEDOLCE AS ALTERNATE MEMBER, AS DANVILLE REPRESENTATIVES ON THE CONTRA COSTA COUNTY LIBRARY COMMISSION FOR 4-YEAR TERMS BEGINNING JULY 1, 2022 MOTION CARRIED 5-0 4 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS JUNE 21, 2022 9.2Appoint one Councilmember as liaison to the Bicycle Advisory Commission MAYOR ARNERICH APPOINTED COUNCILMEMBER STEPPER AS LIAISON TO THE BICYCLE ADVISORY COMMISSION 9.3Appoint one Councilmember as Voting Delegate and one Councilmember as Alternate Voting Delegate for the League of California Cities Annual Conference and Expo in Long Beach, September 7 – 9, 2022 MAYOR ARNERICH APPOINTED AS VOTING DELEGATE, AND COUNCILMEMBER FONG AND COUNCILMEMBER MORGAN AS ALTERNATE VOTING DELEGATES, FOR THE LEAGUE OF CALIFORNIA CITIES ANNUAL CONFERENCE AND EXPO IN LONG BEACH, SEPTEMBER 7 – 9, 2022 MOTION CARRIED 5-0 9.4Town Council updates Councilmembers provided updates on events and activities in Danville. 10.
