CALL TO ORDER The regular meeting of the Danville Town Council was called to order by Mayor Arnerich at 5:00 p.m. The meeting was conducted by teleconference only. 1.1 Roll Call City Clerk Marie Sunseri conducted the roll call for attendance. Present: Newell Arnerich, Mayor Robert Storer, Vice Mayor Dave Fong, Councilmember Renee Morgan, Councilmember Karen Stepper, Councilmember 1.2 Announcements City Clerk Marie Sunseri provided information regarding the format of the meeting and instructions for public comment. 2. PLEDGE OF ALLEGIANCE TO THE FLAG The pledge of allegiance to the flag was led by Mayor Arnerich. 3. CHANGES TO THE ORDER OF THE AGENDA There were no changes to the order of the agenda. 4. CONSENT CALENDAR 6.1 Consider approval of the Summary of Actions from the regular Town Council meeting of May 17, 2022 6.2 Consider approval of the Register of Demands 6.3 Consider adoption of Resolution No. 46-2022, approving the continued use of teleconferencing for the meetings of all Town legislative bodies pursuant to the provisions of AB 361 6.4 Consider adoption of Resolution No. 47-2022, requesting and consenting to consolidation of elections and setting specifications of the election order for the November 8, 2022, Municipal Election MOTION BY COUNCILMEMBER MORGAN, SECOND BY VICE MAYOR STORER, TO APPROVE THE CONSENT CALENDAR ITEMS 6.1 THROUGH 6.4 MOTION CARRIED 5-0 7. PUBLIC HEARINGS (Public Comment Invited) 8.1 Consider adoption of Resolution No. 42-2022, approving the 2022/23 Operating Budget and setting the 2022/23 Appropriation Limit; Resolution No. 43-2022, approving the 2022/23 through 2026/27 Capital Improvement Program and appropriating funds for 2022/23 Capital projects; Resolution No. 44-2022SA, approving the 2022/23 Operating Budget for the Successor Agency to the former Community Development Agency of the Town of Danville; and, Resolution No. 45-2022, approving the 2022/23 Master Fee Schedule for User and Cost Recovery Fees (J. Calabrigo/L. Ha/S. Jones) Town Manager Joe Calabrigo presented the report. Mayor Arnerich read the following statement into the record: Government Code Section 54953 (c) (The Brown Act) requires that before changes in salary or compensation can become effective for the Town Manager, City Attorney or departments heads, the Town Council shall verbally summarize those changes in an open meeting in which the final action is to be taken. With adoption of the Town's Operating Budget for fiscal year 2022/23, salary ranges for the following positions are being increased by • the salary range for Assistant Town Manager was set at $12,550 to $17,193 • the salary range for all department heads was set at $11,382 to $15,595 • the salary range for the Deputy Town Manager was set at $9,853 to $13,446 He stated that there are no changes to fringe benefits for any employees and there are no changes in compensation of any kind for the Town Manager or City Attorney at this time. For the positions listed, only the salary ranges were changed. Any actual increase in compensation will be determined under the Town's Pay for Performance system, there are no automatic increases or cost of living adjustments. MOTION BY COUNCILMEMBER STEPPER, SECOND BY VICE MAYOR STORER, TO ADOPT RESOLUTION NO. 42-2022, APPROVING THE 2022/23 OPERATING BUDGET AND SETTING THE 2022/ 23 APPROPRIATION LIMIT; RESOLUTION NO. 43-2022, APPROVING THE 2022/23 THROUGH 2026/27 CAPITAL IMPROVEMENT PROGRAM AND APPROPRIATING FUNDS FOR 2022/ 23 CAPITAL PROJECTS; RESOLUTION NO. 44-2022SA, APPROVING THE 2022/23 OPERATING BUDGET FOR THE SUCCESSOR AGENCY TO THE FORMER COMMUNITY DEVELOPMENT AGENCY OF THE TOWN OF DANVILLE; AND, RESOLUTION NO. 45-2022, APPROVING THE 2022/ 23 MASTER FEE SCHEDULE FOR USER AND COST RECOVERY FEES MOTION CARRIED 5-0 8.2 Consider introduction of Ordinance No. 2022-04, amending Section 2-1.3b of the Danville Municipal Code relating to Town Council compensation (R. ADMINISTRATIVE STAFF REPORTS 9.1 Consider adoption of Resolution No. 48-2022, authorizing the renewal of residential permit parking provisions within west side Danville neighborhoods (K. Costa) Transportation Program Specialist Katelyn Costa presented the staff report. Mayor Arnerich opened the item to public comment. Mayor Arnerich read comments into the record that he received in advance of the meeting in support of the Resolution. The following speakers expressed support for the Resolution: Paul Ippolito Margaret Winter Mayor Arnerich closed the item to public comment. The Town Council provided input as to the time period for reviewing data on the parking permit program and providing the Town Council with an update. COMMUNICATIONS 10.1 City Clerk announcement of continued recruitment: 10.1.1 Poet Laureate - Youth 10.1.2 Heritage Resource Commission - Architect City Clerk Marie Sunseri announced the recruitments and encouraged Danville residents to apply for these volunteer positions. 11. TOWN COUNCIL REPORTS 11.1 Quarterly Planning Commission liaison report by Vice Mayor Storer Vice Mayor Storer provided the report. 11.2 Quarterly TRAFFIX Boardmember report by Mayor Arnerich and Councilmember Stepper Mayor Arnerich and Councilmember Stepper provided the report. 11.3 Quarterly MCE Boardmember report by Councilmember Fong Councilmember Fong provided the report. 11.4 Town Council updates Councilmembers provided updates on events and activities in Danville. 12.
