PROCLAMATION RECOGNIZING JUNETEENTH WHEREAS, President Abraham Lincoln signed the Emancipation Proclamation on January 1, 1863, declaring slaves in Confederate territory free, paving the way for passing of the 13tH Amendment which formally abolished slavery in the United States of America, and WHEREAS, on June 19, 1865, Union soldiers, led by Major General Gordan Granger, arrived at Galveston, Texas with news that the Civil War had ended, and WHEREAS, Major General Granger announced that "The people of Texas are informed that, in accordance with a proclamation from the Executive of the United States, all slaves are free. This involves an absolute equality of personal rights and right of property, between former masters and slaves, and the connection heretofore existing between them, becomes that between employer and hired labor"; and WHEREAS, the first Juneteenth celebration was held in Texas in 1866, and continues to be celebrated each year in communities across the United States, providing an opportunity to mark the emancipation of enslaved people, and WHEREAS, on June 17, 2021, Juneteenth officially became the 11111 federal holiday, the first new holiday to be added to the list of federal holidays since the recognition of Rev. Dr. Martin Luther King, Jr's birthday in 1983; and WHEREAS, on this day, people of all races, nationalities and religions join hands to acknowledge and understand the stories of Black American history and the centuries of hope and courage amidst struggle and inequality, to honor and reflect on the significant role that Black Americans have played in the history of the United States, and celebrate the contributions Black Americans make to enrich our society, therefore, be it RESOLVED, that the Danville Town Council does hereby recognize June 19, 2022 as Juneteenth, and encourages all citizens to explore this important celebration of African American culture, history and pride.
