CALL TO ORDER The regular meeting of the Danville Town Council was called to order by Mayor Arnerich at 5:00 p.m. The meeting was conducted by teleconference only. 1.1 Roll Call City Clerk Marie Sunseri conducted the roll call for attendance. Present: Newell Arnerich, Mayor Robert Storer, Vice Mayor Dave Fong, Councilmember Renee Morgan, Councilmember Karen Stepper, Councilmember 1.2 Announcements City Clerk Marie Sunseri provided information regarding the format of the meeting and instructions for public comment. 2. PLEDGE OF ALLEGIANCE TO THE FLAG The pledge of allegiance to the flag was led by Vice Mayor Storer. 3. CHANGES TO THE ORDER OF THE AGENDA There were no changes to the order of the agenda. 4. FOR THE GOOD OF THE TOWN Srishti Mazumder, Santa Clara Valley Audubon Society, presented information on light pollution. Katie Mahon addressed the Town Council regarding mental health awareness and police services. Gigi Crowder, Executive Director of NAMI Contra Costa, provided information on the current Mental Health Awareness Month campaign. 5. PROCLAMATIONS 5.1 Presentation of a proclamation to City Clerk Marie Sunseri recognizing May 1 Through May 7, 2022, as the 53rd Annual Professional Municipal Clerk's Week Mayor Arnerich presented the proclamation to City Clerk Sunseri 5.2 Reading of a proclamation by Mayor Arnerich proclaiming the Month of May 2022 as Mental Health Awareness Month Mayor Arnerich presented the proclamation to Nitsa Dimitrakos, Discovery Counseling Center. 6. COMMUNICATIONS 7.1 Update by Tim Haile, Executive Director, Contra Costa Transportation Authority (CCTA), on CCTA's programs and projects, and CCTA's vision for the future Tim Haile provided the report. 8. PUBLIC HEARINGS (Public Comment Invited) 8.1 Consider introduction of Ordinance No. 2022-03, temporarily suspending outdoor seating limitations for restaurant uses within the Town of Danville, authorizing extension of temporary Land Use Permits and approving street closures with a temporary waiver of Danville Ordinance No. 96-10 Chief of Planning David Crompton presented the staff report and responded to Town Council questions. Mayor Arnerich opened the item to public comment. Brittany Riley, Danville Area Chamber of Commerce, encouraged approval of the ordinance and extending the temporary land use permits to January 3, 2023. Michele Landes discussed the negative impact of the parklet Ordinance on downtown business and encouraged two-way traffic on Church Street. Keva Dodd encouraged approval of the ordinance and extending the temporary land use permits to January 3, 2023. There was Town Council consensus in support of the staff recommendation to extend the temporary land use permits to January 3, 2023, including following through on Town enforcement, providing clear and consistent expectations, and definition of a parklet.
