HomeMy WebLinkAbout051722-06.8 ADMINISTRATIVE STAFF REPORT 6.8 TO: Mayor and Town Council May 17, 2022 SUBJECT: Resolution No. 40-2022, awarding a construction contract and appropriating additional funding for the Demolition of Buildings Located at 219 Weber Lane and 282 Front Street Project, CIP No. B-427 & B-629 BACKGROUND The Town’s Capital Improvement Program includes the Oak Hill Master Plan – Phase 2 and 282 Front Street – Arts District Maker Space, CIP’s No. B-427 & B-629 respectively. Demolition of buildings located at 219 Weber Lane and 282 Front Street are included in these projects. This project includes demolition of the existing structures located at 282 Front Street (single-story house and single-story garage) and the “Weber House” (single-story house, single-story garage, and single-story barn) located at 219 Weber Lane. Work also includes capping of existing utilities, removal of slab foundations, trucking, and disposal of all materials. DISCUSSION Seven bids were received and opened on April 26, 2022. The lowest responsive bid was submitted by Unlimited Environmental, Inc. of Long Beach, California, with a bid of $75,000. Bid results are summarized in Attachment C. The Engineer’s estimate was $90,000. The work is scheduled to begin in summer 2022 and be completed later in 2022, weather permitting. PUBLIC CONTACT Posting of the meeting agenda serves as notice to the general public. Before construction begins, residents and businesses within close proximity to the project will be notified by the contractor in writing. In addition, project identification signs will be posted. FISCAL IMPACT The low bid amount of $75,000, plus a 20% contingency amount of $15,000, yields a total Award of Construction Contract 2 May 17, 2022 Demolition of Buildings at 219 Weber Lane and 282 Front St, CIP No. B-427 & B-629 construction budget of $90,000. An appropriation in the amount of $90,000 from Park Facilities Fund is needed to fully fund the project. RECOMMENDATION Adopt Resolution No. 40-2022, awarding a construction contract and appropriating additional funding for the Demolition of Buildings Located at 219 Weber Lane and 282 Front Street Project, CIP No. B-427 & B-629. B-427 & B-629 WHEREAS, the Danville Town Council has previously approved including projects in the Capital Improvement Program for the Oak Hill Master Plan – Phase 2 and 282 Front Street – Arts District Maker Space, CIP’s No. B-427 & B-629 respectively; and WHEREAS, the projects include demolition of buildings located at 219 Weber Lane and 282 Front Street; and WHEREAS, bids were solicited from contractors for the project; and WHEREAS, the City Clerk of this Town did, in open session on the 26th day of April, 2022, publicly open and read aloud the sealed bids received as required by law; and WHEREAS, of the seven bids received, the lowest responsive bid was submitted by Unlimited Environmental, Inc. of Long Beach, California, and the City Engineer recommends awarding a construction contract for the project to said contractor; now, therefore, be it RESOLVED, by the Danville Town Council, that $70,000 in Park Facility Funds be appropriated in fiscal year 2021/22 for CIP No. B-427 to fund construction of the project; and, be it further RESOLVED, by the Danville Town Council, that $20,000 in Park Facility Funds be appropriated in fiscal year 2021/22 for CIP No. B-629 to fund construction of the project; and, be it further RESOLVED, by the Danville Town Council, that the Town award a construction contract for the demolition of buildings located at 219 Weber Lane and 282 Front Street, CIP No. B-427 and B-629, to Unlimited Environmental, Inc. of Long Beach, California; and, be it further RESOLVED, by the Danville Town Council, that the Town Manager be and hereby is authorized to execute, on behalf of the Town, a written contract with Unlimited Environmental, Inc. of Long Beach, California for $75,000 and authorize use of a 20% contingency not-to-exceed $15,000, for a total construction budget of $90,000, for work in connection therewith, and the City Clerk is hereby directed to attest same and affix thereto the official seal of the Town; and, be it further RESOLVED, that staff shall within five (5) days of the adoption of this resolution, transmit an Extract of Public Works contract award to the Department of Industrial DocuSign Envelope ID: 560C48E8-1FEF-4092-B140-81CE5569BE59 ATTACHMENT A Relations, Division of Apprenticeship Standards, P.O. PROJECT APPROPRIATION AND FUNDING UNFUNDED Evaluate the development potential of the undeveloped (southern) portion of Oak Hill Park to meet unmet community needs. Development of the adjacent Weber property provides additional access to the property. Project includes demolition of the existing Weber House (located on the Town-owned 3.66 acre parcel adjacent to the park) that was dedicated to the Town as part of the Weber/Davidon development in order to improve ingress to the south end of the park. PROJECT APPROPRIATION AND FUNDING UNFUNDED The Parks, Recreation and Arts Commission recommends this an a high priority parks project. This project is identified in the Parks, Recreation and Arts Strategic Plan as an important to the Parks, Recreation and Arts System. This project includes a comprehensive set of improvements, activities and arts program strategies to activate the Town Green and Arts District on Front Street. The Front Street property was specifically identified in the Town Green and Arts District Master Plan. The project includes a new building to become a maker space with restrooms, outdoor area including shade trellises, community tables and other seating.
