April 26, 2022
1. CALL TO ORDER
The special meeting of the Danville Planning Commission, Heritage Resource
Commission and Design Review Board was called to order by Planning
Commission Chair, Chris Trujillo at 5:00 p.m. The meeting was conducted by
teleconference only.
1.1 Roll Call
Administrative Assistant Kristine Meidberg conducted the roll call for
attendance:

1.2 Announcements
Administrative Assistant, Kristine Meidberg provided information
regarding the format of the meeting and instructions for public comment.
2. “FOR THE GOOD OF THE TOWN” – To address the Planning Commission, Heritage
Resource Commission and Design Review Board about a subject which is not listed on the agenda, click on
the "Raise Your Hand" option in Zoom. Your name will be announced, and you will have up to three (3)
minutes to share your comments.
There were no public comments.
3. STUDY SESSION
3.1 Presentation made by SWA Group of the draft strategies recommended for
the Downtown Master Plan update.
Jill Bergman, Business and Economic Development Director, provided the
Commission and the public with background on the Downtown Master
Plan and introduced Andrew Watkins, the Town’s consultants from
SWA Group.
Andrew Watkins, SWA Group made a presentation updating the
Commission on the feedback received from the Town’s outreach program,
reviewed the draft strategies, and showed the preliminary project concepts.
Jill Bergman, Andrew Watkins, and Tai Williams, Assistant Town Manager,
answered questions from the Commissioners.
Judy Lloyd, President/CEO of the Danville Chamber, asked how the
Chamber can help with this process. Tai Williams, Assistant Town
Manager, addressed the question.
4. ADJOURN
Chair Trujillo adjourned the joint study session at 6:03 p.m.

6. ITEMS FOR CONSIDERATION/ACTION
6.1 Consider approval of the Summary of Actions from the March 22, 2022,
Planning Commission Special meeting.
MOTION BY COMMISSIONER COMBS, SECOND BY COMMISSIONER
PALANDRANI TO APPROVE THE SUMMARY OF ACTIONS FROM THE
MARCH 2022, PLANNING COMMISSION SPECIAL MEETING
MOTION CARRIED 6-0; COMMISSIONER GRAHAM EXCUSED
7. PUBLIC HEARINGS
7.1 Consider approval of Resolution No. 2022-07, approving a Mitigated
Negative Declaration of Environmental Significance, Development Plan
request DEV21-0003, and Land Use Permit request LUP22-0002 allowing
the development of a 22,847 square foot self-storage facility. A Land Use
Permit is required to allow a self-storage use within a zoning district which
requires office use. The site is located at 344 Diablo Road.
Riley Anderson-Barrett, Project Planner, presented the staff report. Chief of
Planning, David Crompton and Riley Anderson-Barrett answered
Commissioner’s questions.
Chris Koenig, Applicant, presented information on the proposed
development plan and answered the Commissioner’s questions.

Chair Trujillo opened the item to public comments.
There were no public comments.
Chair Trujillo closed the item to public comments.
Chris Koenig, Applicant, made a comment on Condition number seven
under I-Miscellaneous. He requested that the condition be amended to say,
the applicant will provide first right of refusal or provide access to 336
Diablo Road to on-site storage within the new construction building at
normal rental rates.
David Crompton, Chief of Planning addressed the applicant’s request.
MOTION BY COMMISSIONER BOWLES, SECOND BY COMMISSIONER
COMBS, TO ADOPT RESOLUTION NO. 2022-07, APPROVING A
MITIGATED NEGATIVE DECLARATION OF ENVIRONMENTAL
SIGNIFICANCE, DEVELOPMENT PLAN REQUEST DEV21-0003, AND
LAND USE PERMIT REQUEST LUP22-0002 ALLOWING THE
DEVELOPMENT OF A 22,847 SQUARE FOOT SELF-STORAGE FACILITY.
A LAND USE PERMIT IS APPROVED TO ALLOW A SELF-STORAGE USE
WITHIN A ZONING DISTRICT WHICH REQUIRES OFFICE USE. THE
SITE IS LOCATED AT 344 DIABLO ROAD. WITH THE AMENDMENTS
OF THE FOLLOWING CONDITIONS:
• AMMEND CONDITION I-7 TO SAY THE APPLICANT SHALL
PROVIDE DOCUMENTATION THAT GOOD FAITH EFFORTS
WERE MADE TO WORK WITH THE PROPERTY OWNER TO GET
THE MEMORANDUM OF UNDERSTANDING SIGNED.
• TO INCLUDE THE AMENDMENTS THAT WERE SENT IN THE
4/25/22 LETTER REGARDING THE FOUR MODIFIED
MITIGATION MEASURES.
MOTION CARRIED 6-0; COMMISSIONER GRAHAM EXCUSED
