CALL TO ORDER The regular meeting of the Danville Town Council was called to order by Mayor Arnerich at 5:00 p.m. The meeting was conducted by teleconference only. 1.1 Roll Call City Clerk Marie Sunseri conducted the roll call for attendance. Present: Newell Arnerich, Mayor Robert Storer, Vice Mayor Dave Fong, Councilmember Renee Morgan, Councilmember Karen Stepper, Councilmember 1.2 Announcements City Clerk Marie Sunseri provided information regarding the format of the meeting and instructions for public comment. 2. PLEDGE OF ALLEGIANCE TO THE FLAG The pledge of allegiance to the flag was led by Leah Martinez. 3. CHANGES TO THE ORDER OF THE AGENDA There were no changes to the order of the agenda. PRESENTATIONS AND PROCLAMATIONS 5.1 Reading of a proclamation by Mayor Arnerich proclaiming April 2022 as Alcohol Awareness Month Mayor Arnerich read the proclamation. 5.2 Presentation of a proclamation to Leah Martinez, Danville Adults and Senior Services Program Supervisor, proclaiming April 2022 as National Volunteer Recognition Month Mayor Arnerich presented the proclamation. 6. CONSENT CALENDAR 6.1 Consider approval of the Summary of Actions from the regular Town Council meeting of April 5, 2022 6.2 Consider approval of the Register of Demands 6.3 Consider acceptance of the February 2022 Month End Treasurer's Report 6.4 Consider adoption of Resolution No. 25-2022, receiving and accepting the Housing Element Annual Progress Report for 2021 6.5 Consider adoption of Resolution No. 26-2022, approving the extension of the Encroachment Permit/Right of Entry Agreement with the Pacific Coast Farmers' Market Association 6.6 Consider adoption of Resolution No. Resolution No. 28-2022, establishing a Danville Youth Poet Laureate position 6.7 Consider adoption Resolution No. 29-2022, setting the time and place for regular meetings of the Danville Town Council 2 DocuSign Envelope ID: 76568545-7517-421 D-94AC-132DFDB80E71 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS APRIL 19, 2022 MOTION BY COUNCILMEMBER VICE MAYOR STORER, SECOND BY COUNCILMEMBER MORGAN, TO APPROVE THE CONSENT CALENDAR MOTION CARRIED 5-0 7. COMMUNICATIONS 7.1 Recruitment announcement by City Clerk Marie Sunseri for one Danville Youth Poet Laureate position for term beginning July 1, 2022 Marie Sunseri announced the recruitment. 7.2 Legislative update by Deputy Town Manager Diane Friedmann Diane Friedmann provided the update. 8. ADMINISTRATIVE STAFF REPORTS (Public comment invited) 8.1 Consider adoption of Resolution No. 27-2022, authorizing the installation of traffic calming measures on Greenbrook Drive, St. Christopher Drive, St. David Drive and Harlan Drive Transportation Manager Andrew Dillard presented the staff report. Mayor Arnerich opened the item to public comment. Written correspondence was received from the following individuals and provided to the Town Council prior to the meeting: Marcia Beersdorf opposed the bicycle route sign proposed at the intersection of Harlan Drive and Greenbrook Drive. David Bronsen expressed concern regarding the exemption of speed lumps on the east section of St. David Drive. The following speakers addressed the Town Council: Faye Isaacson expressed concern regarding speeding on Harlan Drive. 3 DocuSign Envelope ID: 76568545-7517-421 D-94AC-132DFDB80E71 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS APRIL 19, 2022 Anastasia (no last name given) expressed concern regarding speeding on Greenbrook Drive and requested adding 25 mph pavement legends in the vicinity of Mustang Drive. Mayor Arnerich closed the item to public comment. Mr. Dillard responded to public comments. MOTION BY COUNCILMEMBER MORGAN, SECOND BY COUNCILMEMBER STEPPER, TO ADOPT RESOLUTION NO. 27-2022, AUTHORIZING THE INSTALLATION OF TRAFFIC CALMING MEASURES ON GREENBROOK DRIVE, ST. CHRISTOPHER DRIVE, ST. DAVID DRIVE AND HARLAN DRIVE; INCLUDING NEIGHBORHOOD RECOMMENDATIONS FOR SIGN PLACEMENT MOTION CARRIED 5-0 9. INFORMATIONAL STAFF REPORTS (Public comment invited) 9.1 Quarterly Investment Report (Chandler Asset Management) Genny Lynkiewicz, Chandler Asset Management, presented the report. 10. TOWN COUNCIL REPORTS 10.1 Town Council updates Councilmembers provided updates on events and activities in Danville. 11. ADJOURN TO DANVILLE DISASTER COUNCIL The regular meeting of the Danville Town Council adjourned to the Danville Disaster Council at 6:43 p.m. 12. CALL TO ORDER DANVILLE DISASTER COUNCIL 12.1 Report on upcoming activities and events (M.
