CALL TO ORDER The regular meeting of the Danville Town Council was called to order by Mayor Arnerich at 5:00 p.m. The meeting was conducted by teleconference only. 1.1 Roll Call City Clerk Marie Sunseri conducted the roll call for attendance. Present: Newell Arnerich, Mayor Robert Storer, Vice Mayor Dave Fong, Councilmember Renee Morgan, Councilmember Karen Stepper, Councilmember 1.2 Announcements City Clerk Marie Sunseri provided information regarding the format of the meeting and instructions for public comment. 2. PLEDGE OF ALLEGIANCE TO THE FLAG The pledge of allegiance to the flag was led by Larry Fong. 3. CHANGES TO THE ORDER OF THE AGENDA There were no changes to the order of the agenda. FOR THE GOOD OF THE TOWN City Clerk Marie Sunseri stated that public comment from the following individual was forwarded to the Town Council prior to the meeting: Paul Fortayon The following speaker addressed the Town Council during the meeting: Paul Fortayon requested inclusion of Danville -based breweries and wineries at the Danville Farmers' Market. 5. PRESENTATIONS AND PROCLAMATIONS 5.1 Presentation of a proclamation to Larry Fong, External Relations Manager, Red Cross Bay Area, proclaiming March 2022 American Red Cross Month Mayor Arnerich presented the proclamation to Larry Fong. 6. TOWN MANAGER'S REPORT 7.1 Monthly Town Manager's report by Joe Calabrigo Joe Calabrigo provided the report. 8. PUBLIC HEARINGS 8.1 Consider adoption of Resolution No. 16-2022, authorizing the Contra Costa County Flood Control and Water Conservation District to adopt the Fiscal Year 2022/23 fee for the Town of Danville Stormwater Utility Area Town Manager Joe Calabrigo presented the staff report. MOTION BY COUNCILMEMBER STEPPER, SECOND BY COUNCILMEMBER FONG, TO INTRODUCE AND READ BY TITLE ONLY ORDINANCE NO. 2022-02, ADDING A NEW SECTION 2-16 TO THE DANVILLE MUNICIPAL CODE ESTABLISHING A BICYCLE ADVISORY COMMISSION AND RETURN FOR SECOND READING ON MARCH 15, 2022 MOTION CARRIED 5-0 9. ADMINISTRATIVE STAFF REPORTS 9.1 Consider adoption of Resolution No. 17-2022, accepting the mid -year Financial Report, approving mid -year adjustments to the Fiscal Year 2021/22 Operating Budget; and, Resolution No. 18-2022, approving mid- year adjustments to the Fiscal Year 2021/22 Capital Improvement Program Town Manager Joe Calabrigo and Finance Director/Treasurer Lani Ha presented the staff report. TOWN COUNCIL REPORTS 10.1 Town Council updates Councilmembers provided updates on events and activities in Danville. 11.
