HomeMy WebLinkAbout030122-06.4 ADMINISTRATIVE STAFF REPORT 6.4 TO: Mayor and Town Council March 1, 2022 SUBJECT: Resolution No. 14-2022, awarding a professional services agreement to TJKM for the preparation of a Local Roadway Safety Plan, LRSPL-5454 (025), and authorizing an appropriation of $9,000 from CIP C-305, Traffic Management Program BACKGROUND On March 26, 2021, the Town of Danville was awarded a Highway Safety Improvement Program (“HSIP”) grant from the California Department of Transportation (“Caltrans”) in the amount of $42,000 for purposes of preparing a Local Roadway Safety Plan (“LRSP”). Through the development of a set of guidelines, Caltrans has defined LRSPs as a means for providing local agencies with a framework to systematically identify and analyze safety challenges and recommend safety improvements, and further, provides a proactive approach to addressing safety needs and demonstrates agency responsiveness to safety challenges. Specifically, LRSPs serve as an evaluation and planning document that analyzes vehicular, bicycle, and pedestrian-involved collisions and identifies recommendations for corridor and site-specific countermeasures to enhance roadway safety. Beginning in FY22/23, Caltrans will require that local agencies have an adopted LRSP to be eligible for future cycles of HSIP grant funds. DISCUSSION On December 16, 2021, a Request for Proposal was issued for the preparation of a LRSP for the Town of Danville. Two proposals were received from local transportation engineering consulting firms. The two submitted proposals were reviewed and ranked. TJKM Transportation Consultants of Pleasanton, CA was found to be the most qualified consultant. PUBLIC CONTACT Posting of the meeting agenda serves as notice to the general public. Award of Contract for Preparation of a Local 2 March 1, 2022 Roadway Safety Plan FISCAL IMPACT The amount of the consultant contract is $59,579. A previously secured Caltrans HSIP grant will be used to fund $42,000 of the project. To cover the balance of the contract costs and fulfill the grant match requirement, an appropriation of $9,000 from CIP C-305, Traffic Management Program is required. The remaining $8,579 is available in the FY21- 22 Operating Budget to cover the total contract cost of $59,579. RECOMMENDATION Adopt Resolution No. 14-2022, awarding a professional services agreement to TJKM for the preparation of a Local Roadway Safety Plan, LRSPL-5454 (025), and authorizing an appropriation of $9,000 from CIP C-305, Traffic Management Program. Williams Assistant Town Manager Attachments: A - Resolution No. 14-2022 B - CIP Page No. C-305 RESOLUTION NO. 14-2022 AWARDING A PROFESSIONAL SERVICES AGREEMENT TO TJKM FOR THE PREPARATION OF A LOCAL ROADWAY SAFETY PLAN, LRSPL-5454 (025), AND AUTHORIZING AN APPROPRIATION OF $9,000 FROM CIP C-305, TRAFFIC MANAGEMENT PROGRAM WHEREAS, the Town of Danville desires to develop a Local Roadway Safety Plan (LRSP); and WHEREAS, the California Department of Transportation (Caltrans) has identified that a LRSP is an effective framework to systematically identify and analyze roadway safety challenges and develop recommendations for safety improvements; and WHEREAS, Caltrans requires that local agencies adopt a LRSP in accordance with State program guidelines to be eligible for future cycles of State and Federal Highway Safety Improvement Program (HSIP) funds; and WHEREAS, on March 26, 2021, the Town of Danville was awarded $42,000 in HSIP, Cycle 10 funds to assist with the preparation of a LRSP for the Town of Danville; and WHEREAS, on April 21, 2021, the Town of Danville adopted Resolution No. 15-2021, authorizing the Town Manger to execute a Master Agreement with Caltrans for State- funded projects to fulfill the Town’s eligibility requirement to receive State and/or Federal funding for transportation projects; and WHEREAS, the Town circulated a Request for Proposal (RFP) to select the most qualified and experienced consultant firm to provide transportation engineering services for the preparation of a LRSP; and WHEREAS, the Town issued the RFP on December 16, 2021, and received two (2) proposals by January 21, 2022, that were evaluated and scored; and WHEREAS, TJKM Transportation Consultants of Pleasanton, CA was determined to be the most qualified consultant; and, WHEREAS, an appropriation of $9,000 is required and available from CIP No. C-305, Traffic Management Program to provide the necessary matching funds to fulfill the HSIP grant requirements; and WHEREAS, CIP No. C-305, Traffic Management Program provides for project and programmatic solutions to enhancing roadway circulation and safety measures; now, therefore, be it DocuSign Envelope ID: 63B7A450-98DC-418E-B8AC-EA3605347288 ATTACHMENT A PAGE 2 OF RESOLUTION NO. 14-2022 RESOLVED, by the Danville Town Council, that $9,000 be appropriated from CIP C-305 in FY21/22 to provide the necessary matching grant funds for the preparation of a LRSP; and, be it further RESOLVED, by the Danville Town Council, that the Town Manager is authorized to execute on behalf of the Town, a Professional Services Agreement with TJKM Transportation Consultants of Pleasanton, CA with a not-to-exceed budget of $59,957.
