Danville Planning Commission – Special Meeting Summary of Actions January 25, 2022 - DRAFT 1. CALL TO ORDER The special meeting of the Danville Planning Commission was called to order by Chair Graham at 5:00 p.m. The meeting was conducted by teleconference only. 1.1 Roll Call Administrative Assistant Kristine Meidberg conducted the roll call for attendance: Present: Archie Bowles, Commissioner Robert Combs, Commissioner Bob Ficken, Alt. Commissioner Mary Grace Houlihan, Commissioner Lou Palandrani, Commissioner Paul Radich, Commissioner Chris Trujillo, Vice Chair Mark Graham, Chair Excused: None 1.2 Announcements Administrative Assistant Kristine Meidberg provided information regarding the format of the meeting and instructions for public comment. 2. CHANGES TO THE ORDER OF THE AGENDA There were no changes to the order of the agenda. Danville Planning Commission – Special Meeting Summary of Actions - Draft January 25, 2022 2 3. “FOR THE GOOD OF THE TOWN” – To address the Planning Commission about a subject which is not listed on the agenda, click on the "Raise Your Hand" option in Zoom. Your name will be announced, and you will have up to three (3) minutes to share your comments. There was one public comment. Carol Velasquez wanted to know what the next steps were for the Faz Development and how to add input to that project. Chief of Planning, David Crompton addressed the question and informed the public of the best ways to add input to the project. 4. ITEMS FOR CONSIDERATION/ACTION 4.1 Election of the 2022 Planning Commission Chair MOTION BY COMMISSIONER COMBS, SECOND BY COMMISSIONER BOWLES TO NOMINATE VICE CHAIR TRUJILLO AS THE 2022 PLANNING COMMISSION CHAIR MOTION CARRIED 7-0 Chair Trujillo assumed the Chair responsibilities. 4.2 Election of the 2022 Planning Commission Vice Chair MOTION BY COMMISSIONER GRAHAM, SECOND BY COMMISSIONER COMBS TO NOMINATE COMMISSIONER RADICH AS THE 2022 PLANNING COMMISSION VICE CHAIR MOTION CARRIED 7-0 4.3 Consider approval of the Summary of Actions from the December 14, 2021, Planning Commission special meeting. MOTION BY COMMISSIONER GRAHAM, SECOND BY COMMISSIONER COMBS TO APPROVE THE SUMMARY OF ACTIONS FROM THE DECEMBER 14, 2021, SPECIAL PLANNING COMMISSION MEETING MOTION CARRIED 7-0 Danville Planning Commission – Special Meeting Summary of Actions - Draft January 25, 2022 3 5. PUBLIC HEARINGS 5.1 Consider approval of Resolution No. 2022-01, approving a revised Final Development Plan request (DEV21-0010) for the previously approved 69-lot Magee Preserve development. The proposed revisions include updates to the previously approved architectural plans, including six different floor plans, each with three or four alternate elevation styles. The 410-acre site is located along the south side of Diablo and Blackhawk Roads. Chair Trujillo and Commissioner Palandrani recused themselves from this item due to the proximity of their homes to the subject site. Their videos were turned off and voices muted. Vice Chair Radich assumed control of the meeting. Chief of Planning, David Crompton presented the staff report and answered questions from the Commission. Steve Abbs, Davidon Homes and Michael Stone, Bassenian-Lagoni Architecture presented information on the proposed revisions. Commissioners’ questions were addressed. Vice Chair Radich opened the item to public comments. Michael Levine, Danville resident, asked for further explanation on the ADU units and how they will be used. He also had a question on the amount of entrances and exits to the community. Chief of Planning, David Crompton explained that the ADU’s are part of the property and can be used as rentals. The Town of Danville has an ordinance that prohibits short-term rentals so Air B and B type rentals would not apply to these units. Chief of Planning, David Crompton addressed the question on quantity of entry and exits. There will be one primary entry to the sixty-six homes. There is a public access trail that will be used as an emergency vehicle access to the development, and there will be one driveway for the 3 homes from McCauley Road. Danville Planning Commission – Special Meeting Summary of Actions - Draft January 25, 2022 4 Alan Flickenger, Danville resident with property adjacent to the development, requested information on the quantity of parking spots in the Trail Head parking area. Steve Abbs, Davidon Homes explained that there was an increase in the number of parking spots to the Trail Head parking area. Vice Chair Radich closed the item to public comments. Commissioner Bob Ficken participated in the vote as the Commission Alternate. MOTION BY COMMISSIONER GRAHAM, SECOND BY COMMISSIONER COMBS, TO ADOPT RESOLUTION NO. 2022-01, APPROVING A REVISED FINAL DEVELOPMNET PLAN REQUEST (DEV 21-0010) FOR THE PREVIOUSLY APPROVED 69-LOT MAGEE PRESERVE DEVLEOPMENT. THE PROPOSED REVISIONS INCLUDE UPDATES TO THE PREVIOUSLY APPROVED ARCHITECTURAL PLANS, INCLUDING SIX DIFFERENT FLOOR PLANS, EACH WITH THREE OR FOUR ALTERNATE ELEVATION STYLES. THE 410-ACRE SITE IS LOCATED ALONG THE SOUTH SIDE OF DIABLO AND BLACKHAWK ROADS. MOTION CARRIED 6-0-2-0; CHAIR TRUJILLO AND COMMISSIONER PALANDRANI ABSTAINED Chair Trujillo and Commissioner Palandrani re-entered the meeting. Chair Trujillo assumed control of the meeting. 6. REPORTS AND COMMUNICATIONS 6.1 Commissioner Reports Commissioner Combs reported that there will be a Planning Commissioners Academy this year, it will be in-person March 16-18 at the San Ramon Marriott. There was a discussion on the Downtown Plan informational tables and sign-ups. All Commissioners interested in participating are welcome.
